The proposed site plan which incorporates one-way traffic circulation for the majority of the drive aisles is more efficient, safer, and logical than the previous two-way traffic circulation plan. The one- way circulation reduces vehicle and pedestrian conflict points. Furthermore, the two-way circulation plan allows for an rannatural transition from the south drive aisle to the egress driveway connection for motarists exiting the site. This transition also occurs near the ingress access point to Village Boulevard which is not preferable if other alternatives are available. This conflict and unnatural transition is removed with the proposed one-way circulation plan. In summary, Simmons & White has reviewed the existing and the proposed circulation plans and recommends that the one-way circulation pattern be implemented. The 3.52 AC residential community is located on the south side of Village Boulevard approximately 450 feet west of Alternate A1A in the Village of Tequesta. The site is composed of six (6) buildings with a total of up to 58 units and it possesses a Mixed-Use future land use map designation with an M-U Mixed-Use zoning district designation. The project was fully constructed and built out in 2003 and 2004 with all identified improvements on the Site Plan implemented. As showing on the attached site plan, it was approved with a two-way configuration. Due to the combination of new families moving into the community combined with the aging population of existing residents, the Board and the community believe this type of traffic circulation is the best to serve the residents, visitors and vendors. To date there has not been an accident associated with the current configuration, however the proactive approach to updating the circulation will further simplify travel through the community for all persons. As stated in both the approved Site Plan and the Tequesta Cay Declaration of Condominium, the HOA has the responsibility and the 2�CH No. 140406 TEQUESTA CAY — Justification Statement I June 6, 2014 right to make structural changes and improvements of common elements which are approved by the Board (See attached HOA Declaration of Condominiums). To address the current unsafe traffic circulation, the Tequesta Cay Condominium Association, Inc. is requesting the reconfiguring of the two-way traffic to one-way traffic with appropriate "one way" and "do not enter" signage and associated pavement markings as mandated by the Florida Department of Transportation. A request letter from the Tequesta Cay Condominium Association, Inc. has been added as part of this submittal. No additional modifications are being requested as part of this petition. SITE PROGRAM Per a traffic circulation assessment of the community, the proposed installation of signage and pavement markings shall improve the current circulation patterns by; providing the appropriate notice to all drivers accessing the community of one-way traffic direction only (via One Way arrow & Do Not Enter pavement markings and One Way signs); the prohibition of a left turn at the entrance (west approach) (Do Not Enter Sign); and, yielding all internal traffic when making a U-turn to re-circulate through the community (Yield Sign). As shown on the proposed site plan, the recommended modification does not change the previously approved project intensity, concurrencies and development program. All previously approved and constructed driveway geometrics (one way driveway width complies with current LDRs) as well as the warning signage. No modifications to previously approved parking, landscape, and sidewalks are proposed as part of this petition request. This petition merely rearranges the traffic circulation, adds/rearranges signage, and adds appropriate pavement markings. CONSISTENCY WITH CODE - Section 27-96 Criteria for Site Plan Application Review The proposed traffic circulation modification is consistent with the Village land development regulations and the Village Comprehensive Plan. All LDRs shall be strictly adhered to as part of requesting the above modifications. The only physical modifications that are needed to c�rry out this endeavor is the placement of one way signage; relocated stop signs and stop bars and pavement markings to guide residents and visitors through the development. The existin� two way trafific circulation configuration currently allows for an unsafe turning movement (left turn/west appraach) between the two converging driveways. For the safety of the residents, vendors and guests ta the community reconfiguring the two-way traffic to one way traffic with appropriate "one wa�' and "do not enter" signage and associated pavement markings will resolve this unsafe traffic circulation condition. The unit owners have requested that a zoning petition be initiated that will modify the existing two way traffic circulation throughout the community to one way traffic (see attached site plan). Appropriately positioned signage and pavement markings will provide ample notice to all persons accessing the community or circulating thraugh it the proper direction of travel. This request does not add any intensity to the devetopment, reduce any code required site elements (i.e parking, landscaping, sidewalk connections, etc..), or add any additional vehicle trips to the development. The community is comprised of 6 condominium buildings surrounding a central pool and cabana building. Vehicular access is provitled by an ingress/egress driveway on the south side of Village Boulevard, west of US Highway 1. The community was originally developetl with two-way traffic within the site and the divided ingress/egress driveway adjacent to Village Blvd. The condominium association now wishes to covert the on-site vehicular flow to one-way while continuing to utilize the driveway connection in its exiting configuration. It is anticipated that the conversion to one-way traffic within the community will simplify the vehicular access by retlucing the number of conflict points for residents accessing their garages. The modifications can be accomplished through restriping and signage changes as shown in the enclosed engineering plans without affecting the existing drive-aisle pavement and curbing. All striping and signage design will be in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), latest edition and all pavement marking products will be in accordance with the FDOT Specifications for Road & Bridge Construction, latest etlition. All striping and signage changes will be permitted with the Village of Tequesta prior to commencing work.
