MARCH 26, 1998
PRESENT: Special Master Paulette Torcivia; Code Enforcement Officer Police Sgt. John
Irovando; Director of Community Development Scott D. Ladd, Recording

Meeting was called to order at 7 0:00 A. M.
A. Cade Enforcement Special Master Torcivia approved the minutes af the
February 26, 1998 hearing as submitted.

General Landscaping Requirements.
Respondent Judith IVI. Fagan was present at the hearing and provided testimony
of activities towards compliance. Scott D. Ladd, Director of Community
Development for the Village of Tequesta, testified to Respondent's submission
of required documents. Conclusion of law was that Respondent is in violation
of Ordinance No. 377, Appendix A Zoning, Section X, (H), General Landscaping,
of the Code of Ordinances of the Village of Tequesta.
Special Master Torcivia ordered that this case shall be continued until such time
that the landscape plan has been approved.

Respondent Frank O'Sullivan was present at the hearing and was represented
by his attorney, Richard Ellington, and requested an extension of time to comply.
Director of Community Development for the Village of Tequesta, Scott D. Ladd,
testified to meeting with Respondent at the property and reviewing the Village's

requirements.
Conclusion of law was that Respondents Leonhardt and Sullivan Associates,
Inc., are in violation of Ordinance No. 377, Appendix A-Zoning, Seetion X(H),
General Landscaping Requirements.
Code Enforcement Special Master Torcivia ordered that Respondent, Frank
O'Sullivan, shall have submitted the required landscape plans to the Village of
Tequesta's Building Department by May 15, 1998. If these plans have not been
submitted by the date specified, a hearing will be held before the Special Master
on #he 28th day of May, 1998, at 10:00 a.m., at the Tequesta Village Council
Chambers, 357 Tequesta Drive, Tequesta, Florida 33469.

Running at Large Prohibited, Page 259.
Respondent Deborah Uhland was present at the hearing, and testified to the
problem regarding Dusty, her dog. Special Master Torcivia accepted into
evidence proof of Dusty's up-to-date rabies vaccinations, in addition to
information about the electronic yard system designed to contain dogs that was
being installed on Ms. Uhland's property that day. Code Enforcement Officer
Sgt. John Irovando presented evidence of the violation.
Conclusion of law was that Respondents are in violation of the Code of
Ordinances of the Village of Tequesta, Ordinance No. 511, Section 4-13,
Running at Large Prohibi#ed.
Code Enforcement Special Master Torcivia ordered that Respondent, Deborah

Uhland, shall comply with Ord. No. 511, Section 4-13, of the Village of Tequesta
by the 28th day of March, 1998. If Respondent does not comply within the time
specified, a fine of fifty dollars ($50.00) per day shall be assessed for each time
that this dog is apprehended by the Police Department or responsible authority,
or otherwise viola#es this ordinance.
