John Irovando; Recording Secretary Betty Laur. Meeting was called to order at 10:05 A.M. A. Code Enforcement Special Master Torcivia approved the minutes of the May 27, 1999 hearing as submitted. B. Fine Imposition Hearings: None C. Violation Hearings: Case No. 98-03-130 Stephen Burlington (9911727) 360 Franklin Road Tequesta, Florida 33469 Ler�al Description: JUPITER IN THE PINES SEC B LOT 6 BLK 14 (60-42-40-25-06-014-0060 ) Nature of Violation: Repeat Violation of Tequesta Code of SPECIAL MASTER CODE ENFORCEMENT HEARING MINUTES JUNE 24, 1999 Page 2 Ordinances, Appendix A Zoning, Section X, Supplemental Regulations Applying To A Specific, To Several Or To All Districts, (L), Commercial Vehicles and Trucks, Recreational Vehicles on Private Lo#s, (2) Page No. 1184.1 Respondent Stephen Burlington was present at the hearing, and testified that there was confusion as to the officer's explanation of compliance. Tequesta Police Officer Davis testified to the violation. Conclusion of law was that Respondent Stephen Burlington is in violation of Appendix A-Zoning, Section X(L)(2) of the Code of Ordinances of the Village of Tequesta. Special Master Paulette Torcivia ordered that Respondent, Stephen Burlington, shall comply with Appendix A-Zoning, Section X(L)(2} of the Code of Ordinances of the Village of Tequesta by the 26th day of June, 1999. Case No. 98-03-140 Thurston H. Proctor 411 N. Cypress Drive Tequesta, FL 33469 and Leon P. Carpenter (Owner) 356 Venus Avenue Tequesta, FL 33469 Legal Description: WENDIMERE VILLAS PHASE 1 UNIT 11C (60-43-40-30-18-001-0110) Nature of Violation: Violation of Tequesta Code of Ordinances, Appendix A Zoning, Section X, Supplemental Regulations Applying To A Specific, To Several Or To All Districts, (L), Commercial SPECIAL MASTER CODE ENFORCEMENT HEARING MINUTES JUNE 24, 1999 Page 3 Vehicles and Trucks, Recreational Vehicles on Private Lots, (2) Page No. 1184.1 Respondent Thurston H. Proctor was present at the hearing. Tequesta Police Officer Davis testified to the violation. Conclusion of law was that Respondent Thurston H. Proctor is in violation of Appendix A-Zoning, Section X(L)(2) of the Code of Ordinances of the Village of Tequesta. Special Master Paulette Torcivia ordered that Respondent, Thurston H. Proctor, shall comply with Appendix A-Zoning, Section X(L)(2) of the Code of Ordinances of the Village of Tequesta by the 26th day of June, 1999. If Respondent does not comply within the time specified, a fine of fifty dollars ($50.00) per day shall be assessed for each day the violation continues to exist. If Respondent does not comply within the time specified, a Fine Assessment Hearing will be held before the Special Master on the 19th day of August, 1999, at 10:00 a.m., at the Tequesta Village Council Chambers, 357 Tequesta Drive, Tequesta, Florida 33469. Animals creating nuisances, Page No. 257. SPECIAL MASTER CODE ENFORCEMENT HEARING MINUTES JUNE 24, 1999 Page 4 Respondent, Vincent J. Arena III, was present at the hearing. Tequesta Police Officer Davis testified to the violation. Conclusion of law was that Respondent Vincent J. Arena III is in violation of Chapter 4, Section 4-7 of the Code of Ordinances of the Village of Tequesta. Special Master Paulette Torcivia ordered that Respondent, Vincent J. Arena III, shall comply with Chapter 4, Section 4-7 of the Code of Ordinances of the Village of Tequesta by the 26th day of June, 1999. If Respondent does not comply within the time specified, a fine of fifty dollars ($50.00) per day shall be assessed for each day the violation continues to exist. Tequesta Police Officer Davis testified to the violation. Conclusion of law was that Respondents Christopher B. Marsh and Ana G. Marsh are in violation of Appendix-A Zoning, Section X(L)(3) of the Code of Ordinances of the Viltage of Tequesta. Special Master Paulette Torcivia ordered that Respondents, Christopher B. Marsh and Ana G. Marsh, shall comply with Appendix A-Zoning Section X(L)(3) of the Code of Ordinances of the Village of Tequesta by the 26th day of June, 1999. tf Respondents do not comply within the time specified, a fine of fifty dollars ($50.00) per day shall be assessed for each day the violation continues to exist. Conclusion of law was that Respondents Jeffrey D. Meyer and Debra A. Meyer are in violation of Appendix-A Zoning, Section X(L)(3� of the Code of Ordinances of the Village of Tequesta. Special Master Paulette Torcivia ordered that Respondents, Jeffrey D. Meyer and Debra A. Meyer, shall comply with Appendix A-Zoning Section X(L)(3) of the Code of Ordinances of the Village of Tequesta by the 26th day of June, 1999. Hutter is in violation af Chapter 10, Article II, Section 10-18(b) of the Code of Ordinances of the Village of Tequesta. Special Master Paulette Torcivia ordered that Respondent, Ernest M. Hutter, shall comply with Chapter 10, Article II, Section 10-18(b) of the Code of Ordinances of the Village o# Tequesta by the 26th day of June, 1999. D. Status Hearings: None E.
