TO ELECTION; THE CODIDUCT OF ELECTIONS; THE i~UTIES OF THE CLERK OF ELECTIONS; THE APPOINTb4ENT OF INSPECTORS OF ELECTION; THE USE OF VOTING N~ACHINES; THE TABULATION AND CERTIFICATION OF ELECTION RESULTS; BOND ELECTIONS; AND TI-~ nUALIFICATION OF CANDIDATES FUR ELECTIVE OFFICE. BE IT ORDAINED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, as follows: Section 1. The Village Council may designate by resolution at least thirty (30) days prior to the proposed date of any elections: (a) The date upon which such election is to be held; (b) The purpose of such. election; (c) The list of polring places; (d) The names of the Inspectors of Election; (e) Such other data as required. Such resolution shah be posted at the Village Hall immediately after passage, or in the discretion of the Council, may be advertised in a newspaper of general circulation in Palm Beach County, Florida. Section 2. (a) The Village Council shall at least thirty (30) days prior to any generaa_ or special election elect as n.lany Inspectors of Election as they may deem necessary, who shall be qualified voters in the Village and it shall be their duty to open the polls at 7:00 o'clock A,b~, on the day of election and }peep the same open until 7:00 o'c1_ock P,M. of the same day. The Inspectors of Election shall, assist the Clerk of the Elections in the conduct of said election. T'ne Clerk of Elections shall then read and announce in distinct tones the resu:l_t as shown by the counter numbers, and shall read the votes recorded for each candidate. He shall also read and announce the vote for any question which may have been submitted to an election. (b) T~Vhi1e the Clerk of Elections is announcing the results, one Inspector of Election sha:l_1 stand by his side and check the Clerk's announcements. The vote, as called out, shall be tabulated by two Inspectors of Election, which tabulation shalJ_ show the name of each person voted for, for each office, and the number of votes cast for each person, voted, for each office, and if any questions shall be submitted to an election, such tabulation shall also contain the number of votes cast for and against such question. (c) Any candidate who may desire to be present shall be admitted to the polling place from the closing of the polls until the count and tabulation are complete. During the tabulation ample opportunity shall be given to any person present to compare the results so announced with the counterdials of the machine. (d) The Village Clerk shall deliver the sealed envelopes containing the absentee ballots to the Inspectors of Election who shall open the outer envelopes and determine if the affidavits have been properly executed and shall note the names of those persons casting absentee ballots. The unmarked envelopes con- taming the ballots shall be rnixed up so as to make it impossible to determine from which envelopes they came and the absentee ba?_lots shall then be counted and added to the tota~i_ number of votes. (e) After a]_1 votes have been tabulated the Inspectors of Election shall draw up two certificates of the results of such election, specifying the name of each person voted for, for each office, and the number of votes cast for each person, voted for, for each office, and if any question shall be submitted to an election -3- ~. ~ • such certificates shall also contain the number of votes cast for and against such question; and such certificates shall be by one of the Inspectors delivered without de_!ay to the Mayor of the Village, and the poll. list and other certificate shall be delivered to the Village Clerk to be filed in his office. (f) The Village Council shall meet within three (3) days after any general or special_ election, or as soon thereafter as practica:L and shal.:L canvas the returns of such election as shown by said certificates and the Vi1:)_age Cleric shall_ certify the results of said election, and shall furnish each candidate e.l_ected with a certificate of their election. Section 5. tiVhenever any election is required for the approval of the issuance of bonds or other evidences of indebtedness by the Village pursuant to the Charter of the Village, or to any other law of the State of Florida, such e~iection may be called and held in accordance with the terms and ccnditions of such laws author- izing the issuance of suciz obligations, any section of this Ordinance to the contrary notwithstanding. Section 6. (a) In order for any individual to be eligib:Le to any elective office of the Village, he must have the qualifications prescribed by Article III, Section 2 of the Charter of the Village as amended. (b) Any candidate seeking election as Councilman shall file with the Village Clerk a written notice to such effect during the last ten (10) days of February in the year of the election. (c) Any qualified candidate seeking election as a member of the Council snail pay a filing fee of five per cent (5o) of the salary of a Council member or $5.00, whichever is the greater, which shall be paid at the tune of notice of candidacy. Section 7. Ordinance No. 23 and a:i!_ ordinances or parts of ordinances in conflict herewith, be and the same are hereby repealed. -4- ~ r; ', - ~ • Section 8.
