Dear Mr. Davis:
We appreciate you reaching out to Evergreen Solutions to provide you with a quote to conduct an
organizational assessment of the relationships within the Village of Tequesta. In order to provide
this service to the Village, Evergreen would conduct the following tasks:
� conduct a diagnostic visit by meeting with council members, managers, and staff on what is
working and what is not working within the organization;
• assess communication and interaction among all parties; and
• provide recommendations on ways to improve communication between management and
staff.
Our price to complete the above tasks would be $150 per hour plus expenses; however, we are
willing to provide a not-to exceed price of $6,000 to conduct the diagnostic review (i.e., Task 1).
We would love the opportunity to work with the Village of Tequesta. Please let me know if you have

Mayor Brennan:
As requested, I have spoken with three references for the above consulting firm. They performed
similar work to what we are seeking over the past 5 years or so in Duplin County, North Carolina; Lee
County, North Carolina; and the Town of Colchester, Vermont. Both Lee County and the Town of
Colchester advised that the work performed for them was very good and they recommended the use of
Evergreen Solutions. The work produced useful recommendations which both jurisdictions have
implemented. There were recommendations that were not implemented as well, for budgetary as well
as practical reasons that were unique to each jurisdiction. The comments from the Duplin County
Manager were mixed. He felt that the exercise produced a number of useful recommendations that
have been implemented, but that there were a lot of recommendations that the county felt were not
really feasible for their particular purposes. He also explained that it was his opinion that it was a very
expensive project for them, but that part of that admittedly had to do with the fact that there were
more complex issues both internally and between the board of county commissioners and the school
board, which exacerbated their particular situation.
Although Evergreen Solutions has not done this type of governance consulting in Florida recently, they
have a presence in Florida as evidenced by the list of Florida clients they have served contained on their
website. Many of the Florida clients used Evergreen for fiscal and HR related consulting. However, the
point person for us, should we hire Evergreen, is Dr. Jeff Ling, who I am told is extremely qualified to do
the type of work we are interested in receiving. He is also the point person with the Vermont reference,
I believe.
