2) Twelve (12)11g17 sets and Three (3) full sets of Landscaping Plans in accordance with Village
of Tequesta Code of Orclinances, Division N, Landscaping.
3) Twelve (12) 11g17 sets and Three (3j full sets of multi-dimensional color renderi.n.gs andlor
photo�aphs are to be provided. The Planning & Zoning Advisory Board needs to see an exact �
rendering of what is to be placed on the site. Color phatographs or prints as close to the actual
colors to be used must be supplied. Since color printers often do not display the correct color, it
is recommended that samples of the pain.t chi.ps, as well as a sam.ple of the support materials (i.e.,
canvas, wood, metal, etc.) be provided.
4) One (1) CD disk with PDF files inchiding a complete application.
5) Any other documents that may help clarify the posifiion of the applicant.

REQUEST: Application of Hannah's Home of South Florida, Inc. for a minor site plan
modification to install egress windows instead of doors and update elevations of
the existing and proposed structure. This minor site plan modification is for Phase
I of the Master Site Plan. The address of the proposed application is 4390 County
Line Road, Tequesta, Florida.

2. BACKGROUND
Hannah's Home of South Florida, a boarding school for young expectant mothers, was founded by Mrs. Carol
Beresford; and, has its roots in Ohio where Mrs. Beresford began a similarfacility in 2002.
The three-acre parcel located at 4390 County Line Road includes an existing structure providing a home to
full-time residents/students enrolled in the two-year program. The program provides food, shelter, dental
and medical care, counseling, career planning and continuing education. Hannah's Home is a non-profit
organization and is licensed as a school with the Florida Department of Education as an institution where
young women can continue and complete their high school education or receive their GED.
Master Plan Approval Historv
Hannah's Home was granted the following development approvals from 2009 to 2013:
i) November 12, 2009 — Village Council approved the school as a special exception use within the
R-1 residential zoning district;
ii) May 12, 2011 — Village Council approved a 6 month time extension request on the special
exception use approval to allow the applicant additional time to develop a master plan;

iii) June 14, 2012 — Village Council approved a variance request to install a freestanding entry sign;
the Planning & Zoning Advisory Board approved the sign on June 20, 2013;
iv) September 19, 2013 — Planning & Zoning Advisory Board approved a master site plan
recommending that development occur in three phases over a 10 year period;
v) October 10, 2013 — Village Council approved a master site plan with conditions and set timeline
for phases of development.
Planned Development Phases
Village Council approved Hannah's Home master site plan with the following phases*:
■ Phase I: construction of nursery and dormitory additions and renovations to the existing
structure, and the addition of any necessary parking spaces. Building permit for this phase to be
issued within 12 months of the development order;
■ Phase II: new construction of a two-story dormitory structure, perimeter and interior
landscaping, and the addition of any necessary parking spaces. To be completed within 5 years
of the development order;
■ Phase IIi: new construction of 4 single story duplex dormitory structures, a chapel and
caretaker's residence, the addition of any necessary parking spaces, and the completion of all
site infrastructure and landscaping improvements. To be completed within 10 years of the
development order.

3. STAFF REVIEW OF SUBJECT APPLICATION
A building permit was issued to begin Phase I of construction at Hannah's Home on July 10, 2014 and work
began shortly thereafter. Although construction is underway, increased concerns over the security of residents
and their children caused owners to re-evaluate the approved design.
The applicant is requesting to new install egress windows instead of doors in the 5 existing dormitory rooms
and in the dormitory addition rooms, as well as the in the nursery addition. One door would remain in the
nursery addition to allow residents access to the play area. This request modifies the approved master site plan,
as well as the architectural elevations and floor plans of the October 10, 2013 approved drawings.
The applicant has provided a modified site plan, floor plan and elevations which indicate the location of the
proposed modifications from doors to egress windows. All other elements of the site plan will remain the same.

1. The subject properry is located in #he R-1 Zoning District in the Village of Tequesta.
2. The applicant has submitted all documents required by the Village's Code of
Ordinances for Village Council site plan review and final action.

IT IS THEREUPON CONSIDERED, ORDERED AND ADJUDGED BY THE VILLAGE
COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AS FOLLOWS:
The application for Master Site Plan approval, Case No. SPR 07-13 with reference to the
above described property within the Village of Tequesta, Palm Beach County, Florida, to approve a
three phase master site plan in accardance with the application attached hereto as Exhibit "A" is
hereby APPROVED with the following conditions:
1. Building permits for Phase I, consisting of nursery and dormitory additions to the
existing structure, including the addition of any necessary parking spaces, shall be
applied for within 12 months of the date of this order.
2. Phase II, consisting of new construction of a 2 story dormitory, and the provision of
lawn area between said new dormitory and the existing structure, as well as perimeter
landscaping, and the addition of any necessary parking spaces shall be completed within
five years of the date of this order.
3. Phase III, consisting of new construction of four (4) single story duplex dormitory
structures, a chapel and a caretaker's residence, the addition of any necessary parking
spaces, and the completion of all infrastructure and landscaping site improvements shall
be completed within ten years of the date of this order.
4. At final build out of Phase III, the site will accommodate a maximum of 21
residents/students.
5. The nursery/day care is an accessory use to the school and shall not be open for use by
non residents/students of the facility.
6. The Applicant shall provide the Village with documentation verifying that there are no
environmentaUland contamination issues from neighboring lands, prior to the issuance of
the first Phase I building permit.
* The term applicant(s) as used herein shall include all successors and assigns.
