At the 8/15 quarterly General Employees' Pension Board meeting, the
possibility of an RFP for an actuary was discussed. Bonni indicated she had
a drafted rfp and would send it with a list. Please forward these items to
me so that I can use them as the backup for the agenda item on this subject

[ ]PENSION FUND
Request for Actuary Proposal
The Board of Trustees of the [NAME ]Pension Fund is requesting proposals for
an Actuary to provide actuarial and consulting services to the Pension Fund. The Actuary
would be required to:
a) Prepare an annual Actuarial Valuation as of September 30'h in accordance
with Florida Statutes 12 Part VII.
b) Attend at least one meeting per year to present the annual valuation.
c) Compute and verify retirement, death, and disability benefits.
d) Consulting services regarding benefit and/or assumption changes.
e) Prepare actuarial impact statement as necessary.
f) Coordinate with other service providers regarding other annual plan reports
and necessary governmental filings.
g) Provide telephone consultations on plan matters.
h) All other duties as required or requested by the Trustees.
ALL SUBMISSIONS MUST CONTAIN THE FOLLOWING IN ORDER TO BE
CONSIDERED:
~. IDENTIFICATION OF THE BIDDER:
a) The bidder's name, home address, address of the office providing the
services under the contract and telephone number for each.
b) General description of the bidder, including size, number of employees,
primary business otherbusiness or services, type of organization (franchise,
corporation, partnership, etc.) and other descriptive material.
Include information on all business units and % of total of Bidder's income
derived from each unit.
c) Identification of personnel who will be assigned to the contract including their
qualifications.

d) List of public employee retirement systems for which the individual who
would be assigned to the account currently provides actuarial services,
including system name. Also provide the address, telephone number, name
and title of person(s) who may be contacted for reference.
e) A description of the bidder's understanding of the work to be performed.
f) If selected as Actuary, bidder will be required to execute the enclosed sworn
statement regarding public entity crimes.
g) Disclose any and all litigation involving bidder and explain the nature of the
litigation.
h) A statement of the bonding and/or insurance coverage carried by the bidder,
if any.
i) Provide sample report.
II. TIMING:
The annual valuation report should be delivered within four months of the end of the
• fiscal year.
III. FEES:
a) Fees should be quoted on an annual basis.
b) Fees should be inclusive. No other charges will be allowed unless
specifically authorized by the Board.
c) All fees must be guaranteed for a minimum of three years.
IV. GENERAL INFORMATION ON THE SELECTION PROCESS:
a) An oral presentation by the bidder may be required. If selected for a
presentation, bidder will be given at least two weeks notice.
b) In evaluating the proposals, price will not be the sole factor. The Board may
consider any factors it deems necessary and proper for the best value,
including price, quality of services, response to this request and general
reputation. The Board reserves the right to reject any or all proposals.

• c) If you have specific questions requiring explanation of the content of these
proposal specifications, submit a written request for interpretation or
additional information to the fund administrator,
d) Submit seven (7) copies of your response for distribution to the Trustees,
counsel and Fund Administrator.
e) If chosen, the Actuary will be required to acknowledge fiduciary responsibility
to the Fund for advice given.
f) A copy of the current Actuarial Valuation report can be obtained for review.

T-ri Betty,
Attached you will find a list of actuaries, a sample letter and sample
guidelines for the bidders.
I usually set it up as a merge document - that's why the letter has all
the "fields" showing in it.
