VILLAGE COUNCIL MEETING, VILLAGE OF TEQESTA
LOCAL PLANNING AGENCY MEETING
PUBLIC HEARINGS: COMPREHENSIVE PLAN CHANGE,
ZONING MAP CHANGE
SEPTEMBER 13, 2001, 7:00 p.m.

IMMEDIATELY FOLLOWING TENTATIVE MILEAGE AND BUDGET
HEARING
I. CALL TO ORDER AND ROLL CALL
The Village Council of the Village of Tequesta held a Regular Council Meeting,
Local Planning Agency Meeting, and Public Hearings on a Comprehensive Plan
change and Zoning Map change on September 13, 2001. Mayor Genco called the
S meeting to order at 7:31 p.m., and the Village Clerk called the roll. MEMBERS
PRESENT: Councilmember Russell J. von Frank, Councilmember Sharon D.
Walker, Mayor Geraldine A. Genco, Vice Mayor Joseph N. Capretta, and
Councilmember Basil E. Dalack. ALSO PRESENT: Village Manager Michael
R. Couzzo, Village Attorney John Randolph, Village Clerk Mary Wolcott, and
Department Heads.
II. INVOCATION AND PLEDGE OF ALLEGIANCE
Councilmember Walker gave the invocation, remembering the victims of the
World Trade Center and Pentagon tragedies. She led the Pledge of Allegiance.
III. APPROVAL OF AGENDA
MOTION: Councilmember Dalack moved to approve the agenda; seconded by von
Frank. Motion carried S-0.
IV. UNFINISHED BUSINESS

A. Ordinance-first reading-An Ordinance of the Village Council of the
Village of Tequesta, Palm Beach County, Florida, Annexing into the
Village parcels of land, which are contiguous to the Village limits, owned
by Roy S. Rood and Patricia M. Rood, a residential property located on
the north side of Riverside Drive, west of and adjacent to Tequesta Pines
subdivision containing approximately 15.23 acres; providing a legal
description of the property proposed to be annexed; redefining the
boundaries of the Village to include said real property; providing for
repeal of all ordinances in conflict; providing for severability; providing
for an effective date; providing for advertising; and providing that this
Ordinance shall be filed with the Clerk of the Circuit Court of Palm Beach
County, Florida, and Florida Department of State upon adoption.
Community Development Director Newell stated there were errors in
the map and caption of the ordinance-it has to come back to first reading.
The developer has not completed his application. The Local Planning
Agency and Zoning change will have to be tabled since they were
advertised. This is the Rood Property that is being voluntarily annexed
into Tequesta. As required by code, the zoning will be changed and it
• requires a Comprehensive Plan change.
Attorney Randolph stated all we will be dealing with this evening is the
Ordinance.
Councilmember Walker asked why there were certain areas of shading
on the map, and was that being annexed. Community Development
Director Newell stated those were marked zones from the flood map he
used, the property to be annexed is marked off with lines.
MOTION: Councilmember Dalack moved to approve the Ordinance on first
reading; seconded by Councilmember von Frank. Motion carried S-0.
V. CONSENT AGENDA
A. Village Council Meeting Minutes of August 9, 2001.
B. Local Planning Agency Meeting Minutes of August 9, 2001.
C. Village Manager's Report.
MOTION: Councilmember Dalack moved to approve the Consent Agenda;
Councilmember von Frank seconded. Motion carried 5-0.

VI. COMMUNICATIONS FROM CITIZENS
Betty Nagy stated since we brought up the letter already, she feels she doesn't
have to.
Wade Griest stated he has one question-who sent this letter? He read it
thoroughly and has been following the government the last 13 years. If this a
committee or one person, I'd like them to clarify the letter. I am privileged to get
one in my mailbox.
Mayor Genco stated the Village will investigate. If there are any comments-
any letters, please call the police department.
Wade Griest stated I am a citizen of concerned government, and I don't agree
with this letter.
Harold Taylor thanked everyone for doing such a good job with this budget, it is
so user friendly. It gives you mission statements and goals. The old general fund
says "other financial uses," we don't even know what that was. This budget that
• Mr. Couzzo and staff did shows everything. Everyone should thank him and staff
for the excellent job.
Jim Humpage had comments on charter review. It was an education working on
the Charter Review Committee. I am sorry I missed the Colonel's dissertation,
and I would also like to say it was an honor. I would also like to know when you
are going to relieve us.
Mayor Genco agreed they did an excellent job.

VII. LOCAL PLANNING AGENCY HEARING
A. CALL TO ORDER AND ROLL CALL
Village Clerk Wolcott called the roll with all members present.
B. PUBLIC HEARING
Mayor Genco announced the Local Planning Agency was open.

MOTION: Councilmember Dalack moved to defer the Local Planning Agency
Hearing and item 7 to the September 2Th meetingat 7:00 p.m.; seconded by von
Frank. Motion carried S-0.
i. Ordinance-Planning Agency Hearing--An Ordinance of the
Village Council of the Village of Tequesta, Florida, amending the
adopted Comprehensive Plan pursuant to Chapter 163, Florida
Statutes, and Chapters 9J-5 and 9J-11, Florida Administrative
Code, applying a residential low density land use classification to a
portion of real property located on the north side of Riverside
Drive, west of and adjacent to Tequesta Pines Subdivision and the
southern portion of Chapel Court Subdivision containing
approximately 15.23 acres, providing for a revision to the Village's
Future Land Use Map; providing for codification, severability, and
effective date and for other purposes.
Adjourned to Public Hearings.
VIII. PUBLIC HEARINGS
• MOTION: Councilmember Dalack moved to defer Public Hearings relating thereof and
defer Ordinances A and B to September 27`" at 7:00 p.m.; second by Councilmember von
Frank. Motion carried S-0.

making certain findings of fact; providing for revision of the Village
zoning map; providing for severability, and effective date, and for other
purposes.
IX. NEW BUSINESS
A. Consideration of approval of Group Service Agreement with CIGNA
Healthcare of Florida, Inc. fora 12 month period.
MOTION: Councilmember von Frank moved to approve the agreement;
seconded by Councilmember von Frank. Motion carried 5-0.
Village Manager Couzzo stated this is in regard to healthcare benefits
provided to the employees of the Village. After review of the League of
Cities policy, changing carriers to Cigna gives us a cost savings in excess
of $100,000.
X. ANY OTHER MATTERS
i Vice Mayor Capretta stated he would like to remind Gary that we are about to
possibly get 6, 7, 8, or 9 inches more of rain. We handled the last one well
without flooding.
XI. ADJOURNMENT
Meeting was adjourned at 7:50 p. m.
