The completed package will transform a six-lane US1 configuration without any bicycle facilities into a Complete Streets signature www.dot,state,fl,us Page 3 project with the installation of buffered bicycle lanes, a multi-use path connecting to the Jupiter Inlet Lighthouse Outstanding Natural Area, traffic calming and pedestrian amenities at the Tequesta DrivelUS1 intersection (with textured crosswalks, extended curbs to reduce crosswalk width, pedestrian-scale lighting, and native landscaping) and County Line Road/US1 intersection (textured crosswalks and native landscaping), which provides a connection to the East Coast Greenway. The project is located within the Village of Tequesta, and all improvements will be located in US1 right-of-way, designed to complement the planned resurfacing of the corridor and provide connections to existing and planned facilities north and south. (b) Summarize any special characteristics of project. Include a Typical Section depicting existing and proposed features and dimensions and right of way lines Typical section is attached (Typical_Section.pd This project is the first phase implementation of the Tequesta Complete Streets Program, which includes installation of buffered bicycle lanes and enhanced pedestrian amenities on a 1.3-mile section of US1 that will fill a gap in a 24-mile continuous section of bicycle facifities on US1. The project will provide a connection for the East Coast Greenway, the Jupiter Inlet Lighthouse Outstanding Natural Area, and the future replacement of the Jupiter Federal Bridge. The project has been developed through extensive public outreach and is consistent with the long-range plans of the Village of Tequesta, Town of Jupiter, and the Palm Beach MPO. The Village of Tequesta is among the first Palm Beach County munipalities to respond to US DOTs Mayor's Challenge for Safer People and Safer Streets, which is focused on projects and programs to make safer, heafthier, more mobile communities. The Tequesta Complete Streets Program involves a holistic, context-sensitive approach to develop a community-wide network of transportation facilities that provide mobility, accessibility, and connectivity for Tequesta's bicyclists and pedestrians today and into the future. As the community's demographics have changed markedly in the past decade, with a rising number of families with children, the need for safer, well- lighted, and appropriately marked bicycle and pedestrian facilities is critical for the community's well-being. Through extensive public outreach, Tequesta has developed a bicycle facilities map to augment the Village's existing sidewalk neivvork, that identifies a combination of buffered bicycle lanes, multi-use paths, and shared-use corridors to accommodate the range of people on bikes - from the sophisticated cyclist comfortable in an on-road facility to the family with children who require a grade-separated multi-use path for their bicycling needs. The US1 Corridor improvements provide a once-in-a-generation opportunity to transform the most visible roadway in the Ilage from a barren, six-lane facility devoid of cycling facilities to a signature Complete Streets model with buffered bicycle lanes, multi-use path connecting the center of the Village to a nationally recognized landmark (Jupiter Inlet Lighthouse Outstanding Natural Area), Jupiter Inlet Lighthouse, and public beaches to the south and enhanced connections to the north, completing a connection to the East Coast Greenway and Jonathan Dickinson State Park. At the center of the Village, the improvements include traffic calming with curb extensions, textured asphalt crosswalks, native landscaping, and pedestrian-scale lighting to enhance internal mobility and access to the Village's commercial core. This package of improvements will also fill a gap in a 24-mile stretch of US1 bicycle facilities and complement the pending replacement of the Jupiter Federal Bridge. The US1 Corridor improvements are a central component of Tequesta's Complete Streets Program and will complement the Village's prior investment in a multi-use path along Old Dixie Highway. The Village's program is context-sensitive to place and level of ability for cyclists, including a combination of buffered bicycle lanes (for sophisticated cyclists), multi-use pathways (for families with children and recreational riders), and pavement markings (sharrows) and signage to designate multi-use coridors where speeds are suitable for shared use by bicycles and vehicles. This variety of facilities is illustrated in the supplemental information provided in Appendix A. It is important to note the Tequesta US1 Corridor Improvements will complete a gap in the bicycle networks identified by the Town of Jupiter and Palm Beach MPO. The subject section of US1 is identified as a"enhanced priority" corridor in need of improvement in the Palm Beach MPO Master Comprehensive Bicycle Transportation Plan The project has been developed through extensive www.dotstate.fl.us Page S public outreach and is consistent with the long-range plans of the Village of Tequesta, neighboring municipalities, and the Palm Beach MPO. www.dot.state.fl.us Page 6 3 Project Implementation Information: Attach documentation as exhibits to this application. (a) Describe the proposed method of performing (i.e. contract or in-house) and administering (i.e. local or state) each vurk phase of the project. If it is proposed that the project be administered by a governmental entity other than the Department of Transportation, the Agency must be certified to administer Federal Aid projects in accordance with the DepartmenYs LocaJ Agency Program Manual (topic no. 525-010-300}. (b) Describe any public (and private, if applicable) support of the proposed project. (Examples include: written endorsement, formal declaration, resolution, financial donations or other appropriate means). The Village of Tequesta Complete Streets improvements have been developed with extensive public input and coordination. The Village, with assistance from the Palm Beach MPO, has conducted several public woorkshops as well as a public planning charrette to obtain public input and inform the detailed development of the proposed improvements. Meetings were held with local governments (including the Town of Jupiter, Town of Jupiter Inlet Colony, Palm Beach County, and Martin County), transportation agencies (including the Palm Beach MPO, Martin County, Martin County MPO, and Florida Department of Transportation), local agencies and organizations (including the Jupiter Lighthouse Museum, Jupiter Inlet Lighthouse Outstanding Natural Area, and Lighthouse ArtCenter), residents, business and property owners, and the public. Presentations were conducted for the Tequesta Village Council and Jupiter Town Council, and both entities have provided letters of support for the project. Additional letters of support have been provided by the Town of Jupiter, Town of Jupiter Inlet Colony, Jupiter Inlet Lighthouse and Museum, and Rood-Williams Post Number 271 of the American Legion Department of Florida.. The Village of Tequesta has also provided financial support towards the Complete Streets program with the Village's funding of $80,000 in planninglengineering funds towards the development of the US1 Corridor Plan as part of the US1 Lane Elimination Application. (c) Describe the proposed ownership and maintenance responsibilities for the project when it is completed. www.clot.state.Fl.us Page 7 Village of Tequesta will maintain the project after completion. (d) Describe source of matching funds and any restrictions on availability. None. (e) Other specific implementation information that should be considered. The Florida Department of Transportation has offered to integrate the implementation of the US1 Corridor Improvements with the planned resurfacing of the US1 Corridor. As the project sponsor, on behalf of the Village, this will provide the most efficient use of TAP dollars, leveraging this investment in transportation alternatives with programmed resurtacing funds, and provide the opportunity for significant cost savings. Given the planned resurfacing, the concurrent construction of the additional Complete Streets improvements should allow for reduced mobilization and maintenance of traffic when the project goes to contruction. The TAP funds also provide the only feasible opportunity for the construction of these improvements and completion of this missing piece of the multi-modal network. wnlw. dot, state. It provides access to the Village's central business district, cultural and civic institutions, recreational facilities of statewide and national significance, and is the entrance to the Village. The intersection of US 1 and Tequesta Drive is the convergence of "main and main" in the Village, and it is heart of the village. The Complete Streets improvements proposed in conjunction with the US 1 resurfacing project represent a once-in-a-generation opportunity to transform the corridor from an auto-dominated raceway to a multi-modal signature for Palm Beach County. _ _ ----..-..---_ _ I r ., _ <:__ _ — , .: : ~ "';1. r S 5,+ ,; •,. .; : - ~ ' :. x ,."*` t ' ,, ,. . - .. _ , ,_ .. - , ;, :, . .: _ , , _ r - -- -- r - o ! .1. _ --a — ---, _ mi 1 . ....::. i _. _.--- t _, _ , . _ J : j ! --- _ . : - i ,`` _ . _ - F r i -. - . z. , r . • .. . .- __ _ . •. _ . `-+ 3 The images illustrate the U51/Tequesta Drive intersection. The lack of bicycle facilities on US1 forces cyclists to share travel lanes precariously with hiqh-speed vehicles (see above-left). The proposed Complete Streets improvements include curb extensions and textured asphalt crosswalks at this prominent intersection to provide traffic calming, improve connectivity, ADA improvements, and shortened crosswalks lengths to promote pedestrian access. Within a mile of the corridor is a broad mix of land uses, including residential, commercial, office, institutional, and industrial as well as civic, institutional, recreation, and conservation. In conjunction with the resurfacing, the Transportation Alternatives funding will provide the greatest possible leverage of this public investment to deliver a project with broad community support that will provide exceptional connectivity and mobility for the area. Both north and south of Tequesta, US 1 is a four-lane faciliry with bicycle lanes and a mix of sidewalks and multi-use paths that extend for nearly 24 miles — from North Palm Beach to Stuart. However, the 1.3-mile segment of US 1 in Tequesta is a six-lane speedway with no bicycle amenities and dangerous conditions for vehicles, bicyclists, and pedestrians. __ ___ \, The existing condition of the , U51/Tequesta Drive intersection is illustrated in the photo to the left. eelow is the conceptual ___ plan, illustrating the textured - ----- -- asphalt crosswalks, extended •^ curbs which shorten the tI + crosswalk, landscaping, and . _ .. , `' -----= ' pedestrian-scale lighting to _.. transform the corridor and ' X T - - - broaden its utility for all users. — ____ .. _ ,_ . — _ , - - --- - - - .__ :, ----------- _ .., .. . - ,» . ,. ; ,. _ - j s_.47 ?Jnc-x,,;::,., ,. . With funding from the Palm Beach Metropolitan Planning Organization (MPO) and support from FDOT, the Village of Tequesta undertaken an extensive communiry-based planning effort to evaluate the corridor and develop a US 1 Corridor Plan as part of a lane elimination application pending with FDOT. This effort has been broadened to encompass Complete Streets focus for the entire village, focusing on a transformed US 1 as the centerpiece of this effort. Following unanimous resolutions of support by the Village of Tequesta and Town of Jupiter (see Appendix C), FDOT has been requested to reconfigure US 1 into a multi-modal roadway that can accommodate all users, with four through lanes and two buffered bicycle lanes. '` ` i ., ' ; , r .. r ;' _ .}. It is important to emphasize the opportuniry for efficiency created by the resurfacing and Complete Streets improvements being constructed simultaneously by FDOT. This will minimize disruption to the traveling public, adding safety benefits, and yield significant cost savings. While the project cost estimate includes full mobilization and maintenance of traffic, it is expected both of these figures will be reduced considerably by constructing both projects at the same time. The only way these cost savings can be realized is with the successful funding of the TAP application, as no other funding mechanism exists to fund them otherwise. This provides remarkable leverage of the FDOT transportation investment. Vice-Mayor Kaufer asked for confirmation that the Resolution was merely a statement and would not obligate the Town to any particuhar budget requirements and asked what would be the next step in the process. Ms. Kim Delaney from the Treasure Coast Regional Planning Council stated there was no cost implication to the Town for the restriping. The Florida Department of Transportation (FDOT) would move forward to finalize the approval for the corridors design plan. The Village of Tequesta has been working extensively with its neighboring local governments, business owners, residents, and the public to develop the program. For the Town of Jupiter Inlet Colony, Tequesta's commercial core along US1 is our main street. Our residents live within watking and cycling distance of Tequesta's business district; however, the lack of bicycle/pedestrian infrastructure makes these connections unsafe and unattractive. The Village's Complete Streets program will improve safety and visibility for pedestrians and cyclists as well as drivers, infilling US1 and the connecting roadways with proper amenities to everyone's benefit. The multi-use path along the Jupiter Inlet Lighthouse Outstanding Natural Area is a direct complement to this unique resource, enhancing accessibility of this nationally prominent treasure. This along with the other improvements, including bicycle lanes and corridors, lighting, landscaping, and crosswalks, will support mobility, healthy lifestyles, and economic benefits. Kindly accept this letter as strong support of the request. Tequesta's Rood-Williams American L_ecian Post No. 271 is situated on US 1 in the heart of the Village of Tequesta. It is the largest Anlerican Legion Post in Palm Beach Couniy and has over 1,240 members. Many of our veterans speak about concems for thir safety whzn traveling to and from the Pust. I know from personal eperience hov treacherous turning into and exilin our parkin, lot can be when vehicles in the right lanz are operating at 45 mph or more within inches of tle curb. The Village has also seen a signiticant shift in its demoraphics as younger residents and families with children are moving in. A marked increase in bicyclists and pedestrians also indicatcs much-needed safety improvements inc(uding desib ated turn lanes, bicycle lanes, crosswaiks, simage and lightin. Tequesta is a community that's been getting younger and more active for the past decade. Older homes are being vacated by retirees and routinely purchased by young families, many with children. And our older population has become more active, consistent with nationai trends. This has created vibrancy in Tequesta where our sidewalks are getting busier with walkers, joggers, parents with stroilers, and people bicyciing. Tequesta's businesses are expanding, and many are catering to more active patrons who want to wak and bike to these local establishments. As immediate Past President of the Jupiter, Tequesta Hobe Sound Association of Realtors and past Board member of Treasure Coast Regional Planning Council and Chairman of Palm Beach Counties Planning Board, it seems clear that Tequesta's Complete Streets program is a critical investment in our community's well-being and progress. With new and improved connections for bikers and walkers, we will have better access for residents and businesses, helping to take cars off the street while reinforcing our local economy. With older housing stock in the village, the TAP grant is essential to allow Tequesta to provide these amenities without raising taxes in these difficult economic times. We appreciate your consideration of the Village of Tequesta's Complete Streets application, Thank you. 5incerely, ; ' - - _. _ - r / / Y }%' / ../ : /j . // ✓ t..- i:fs l - iam M. To leverage the Florida Department of Transportation's pending road work, the Village has developed a package of improvements to be constructed concurrent with FDOT's work — a multi-use pathway, textured crosswalks, native landscaping, pedestrian-scale lighting, and median improvements — to enable US1 to become a signature Complete Street project for Palm Beach Counry. This work vill also complement the pending replacement of the Jupiter Federal Bridge, located i.mmediatelv south of the Tequesta project. The outcome vill fill a missing gap in twenn-four miles of otherwise intact multi-counry bicycle facilities, enhance Tequesta's sustainability, and improve multi-modal access for all users. In addition, the project will provide superior connecti-it to the East Coast Greenwa, Jupiter Inlet Lighthouse Outstanding Natural rea, 1upiter Lighthouse 1luseum, Palm Beach Count beaches, cultural and educational facilities, and Tequesta's central business district. Thank you for considering the Tequesta Complete Streets program for funding in the TP program.
