(Use attached Scope.doc) This project is the first phase of the Tequesta Complete Streets Program, which focuses on a unique and time-sensitive opportunity to develop a series of multi-modal enhancements on the Tequesta US1 Corridor in conjunction with an FDOT corridor resurfacing project in the same location. The completed package will transform a six-lane US1 configuration without any bicycle facilities into a Complete Streets signature www.dot.state.fl.us Page 3 project with the installation of buffered bicycle lanes, a multi-use path connecting to the Jupiter Inlet Lighthouse Outstanding Natural Area, traffic calming and pedestrian amenities at the Tequesta Drive/US1 intersection (with textured crosswalks, extended curbs to reduce crosswalk width, pedestrian-scale lighting, and native landscaping) and County Line Road/US1 intersection (textured crosswalks and native landscaping), which provides a c:onnection to the East Coast Greenway. The project is located within the Village of Tequesta, and all improvements will be located in US1 right-of-way, designed to complement the planned resurfacing of the corridor and provide connections to existing and planned facilities north and south. (b) Summarize any special characteristics of project. Include a Typical Section depicting existing and proposed features and dimensions and right of way lines � Typical section is attached (Typical_Section.pdfl This project is the first phase implementation of the Tequesta Complete Streets Program, which includes installation of buffered bicycle lanes and enhanced pedestrian amenities on a 1.3-mile section of US1 that will fill a gap in a 24-mile continuous section of bicycle facilities on US1. The project will provide a connection for the East Coast Greenway, the Jupiter Inlet Lighthouse Outstanding Natural Area, and the future replacement of the Jupiter Federal Bridge. The project has been developed through extensive public outreach and is consistent with the long-range plans of the Village of Tequesta, Town of Jupiter, and the Palm Beach MPO. (c) Right-of-Way acquisition is NOT permitted for Transportation Alternatives projects. Describe the projecYs existing Right-of-Way ownerships. The Village of Tequesta is among the first Palm Beach County munipalities to respond to US DOTs Mayor's Challenge for Safer People and Safer Streets, which is focused on projects and programs to make safer, healthier, more mobile communities. The Tequesta Complete Streets Program involves a holistic, context-sensitive approach to develop a community-wide network of transportation facilities that provide mobility, accessibility, and connectivity for Tequesta's bicyclists and pedestrians today and into the future. As the community's demographics have changed markedly in the past decade, with a rising number of families with children, the need for safer, w�ell- lighted, and appropriately marked bicycle and pedestrian facilities is critical for the community's woell-being. Through extensive public outreach, Tequesta has developed a bicycle facilities map to augment the Village's existing sidewatk netw�ork, that identifies a combination of buffered bicycle lanes, multi-use paths, and shared-use corridors to accommodate the range of people on bikes - from the sophisticated cyclist comfortable in an on-road facility to the family with children who require a grade-separated multi-use path for their bicycling needs. The US1 Corridor improvements provide a once-in-a-generation opportunity to transform the most visible roadv�ay in the �Ilage from a barren, six-lane facility devoid of cycling facilities to a signature Complete Streets model with buffered bicycle lanes, multi-use path connecting the center of the Village to a nationally recognized landmark (Jupiter Inlet Lighthouse Outstanding Natural Area), Jupiter Inlet Lighthouse, and public beaches to the south and enhanced connections to the north, completing a connection to the East Coast Greenway and Jonathan Dickinson State Park. At the center of the Village, the improvements include traffic calming with curb extensions, textured asphalt crosswalks, native landscaping, and pedestrian-scale lighting to enhance internal mobility and access to the Village's commercial core. This package of improvements will also fill a gap in a 24-mile stretch of US1 bicycle facilities and complement the pending replacement of the Jupiter Federal Bridge. The US1 Corridor improvements are a central component of Tequesta's Complete Streets Program and will complement the Village's prior investment in a multi-use path along Old Dixie Highway. The Village's program is context-sensitive to place and level of ability for cyclists, including a combination of buffered bicycle lanes (for sophisticated cyclists), multi-use pathways (for families with children and recreational riders), and pavement markings (sharrows) and signage to designate multi-use corridors where speeds are suitable for shared use by bicycles and vehicles. This variety of facilities is illustrated in the supplemental information provided in Appendix A. It is important to note the Tequesta US1 Corridor Improvements will complete a gap in the bicycle networks identified by the Town of Jupiter and Palm Beach MPO. The subject section of US1 is identified as a"enhanced priority" corridor in need of improvement in the Palm Beach MPO Master Comprehensive Bicycle Transportation Plan The project has been developed through extensive www.dot.state.fl.us Page 5 public outreach and is consistent with the long-range plans of the Village of Tequesta, neighboring municipalities, and the Palm Beach MPO. www.dot.state.fl.us Page 6 3 Project Imple Inform Attach documentation as exhibits to this application. The Village of Tequesta Complete Streets improvements have been developed with extensive public input and coordination. The Village, with assistance from the Palm Beach MPO, has conducted several public w�rkshops as well as a public planning charrette to obtain public input and inform the detailed development of the proposed improvements. Meetings were held with local governments (including the Town of Jupiter, Town of Jupiter Inlet Colony, Palm Beach County, and Martin County), transportation agencies (including the Palm Beach MPO, Martin County, Martin County MPO, and Florida Department of Transportation), local agencies and organizations (including the Jupiter Lighthouse Museum, Jupiter Inlet Lighthouse Outstanding Natural Area, and Lighthouse ArtCenter), residents, business and property owners, and the public. Presentations were conducted for the Tequesta Village Council and Jupiter Town Council, and both entities have provided letters of support for the project. Additional letters of support have been provided by the Town of Jupiter, Town of Jupiter Inlet Colony, Jupiter Inlet Lighthouse and Museum, and Rood-Wlliams Post Number 271 of the American Legion Department of Florida.. The Village of Tequesta has also provided financial support towards the Complete Streets program with the Village's funding of $80,000 in planning/engineering funds towards the development of the US1 Corridor Plan as part of the US1 Lane Elimination Application. (c) Describe the proposed ov+mership and maintenance responsibilities for the project when it is completed. www.clot.state.Fl.us Page 7 Village of Tequesta will maintain the project after completion. The Florida Department of Transportation has offered to integrate the implementation of the US1 Corridor Improvements with the planned resurfacing of the US1 Corridor. As the project sponsor, on behalf of the Village, this will provide the most efficient use of TAP dollars, leveraging this investment in transportation alternatives with programmed resurfacing funds, and provide the opportunity for significant cost savings. Given the planned resurfacing, the concurrent construction of the additional Complete Streets improvements should allow for reduced mobilization and maintenance of traffic when the project goes to contruction. The TAP funds also provide the only feasible opportunity for the construction of these improvements and completion of this missing piece of the multi-modal network. www.ciotstate.Fl.us Page 8 4 Cost Estimate: The total amount of Transportation Alternative Program (TAP"') funds requested per projects (nfrastructure) must be in excess of $250,000 with a maximum of $1,000,000 (though some T/MPO's may choose to use a lesser upper limit). Both north and south of Tequesta, US 1 is a four-lane facility with bicycle lanes and a mix of sidewalks and multi-use paths that extend for nearly 24 miles — from North Palm Beach to Stuart. WHEREAS, the Town of Jupiter, Florida, is a full-service rnunicipality located in northern Palm Beach County; and WHEREAS, U.S. Highway One (US1) is a roadway controlled by the Florida Department of Transportation that traverses the Village of Tequesta from north to south, connecting the Town of Jupiter to the south and unincorporated Martin County to the north; and WHEREAS, the Florida Department of Transportation is currently developing plans to resurface and restripe US1, from Altemate AlA/Beach Road to County Line Road, as part of its regular long-term maintenance program; and WHEREA,S, US1 is currently configured as a six-lane facility, with a posted speed limit of 45 miles per hour, without bicyc[e facilities or right-hand turn-lanes, and with multiple driveways that provide access to Village of Tequesta and Town of Jupiter businesses and destinations; and WHEREAS, a reconfiguration of US1 to a facility with four "through" lanes for vehicles with designate� bicycle/turning lanes would provide safer access to Tequesta and Jupiter businesses and destinations as well as safer accommodations for cyclists; and WHEREAS, the Florida Department of Transportation has developed a"Lane imma on gram o ena�le mun�cipa i�es o reques roa wad ys such as e recon �gur with fewer "through" lanes and the re-use of additional lanes for designated bicycle/turning lanes; and WHEREAS, the Town of Jupiter participated in a public process, led by the Village of Tequesta and the Treasure Cosst Regional Planning Council, to evaluate the configuration US1, gain public input, and determine its desired configuration for the roadway; and WHEREAS, the Tequesta Village Council has received public support for the reconfiguration of existing six lane section of USl through the Village of Tequesta to four "through" lanes with designated bicycle/turning lanes, and further believes that such a reconfiguration will serve the public health, safety and welfare, and will be in the best interest of the Village of Tequesta, as welf as its residents, businesses and visitors; and WHEREAS, the Town Council of the Town of Jupiter supgorts the Tequesta Village Council's request to reconftgure the existing six lane section; and WI�REAS, the Town Council further supports, as part of this initiative, the Florida Department of Transportation's planned analysis of the intersections of Alternate A 1 A and US 1, Altemate A 1 A and Old Dixie Highway and Alternate A 1 A and Riverside Drive in order to improve safety and traffic movement. NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF JUPTTER, FLORIDA THAT: Section 1. The foregoing recitals are hereby ratified and confirmed as being true and correct and� are hereby made a specific part of this Resolution upon adoption hereof. Section 2. The Town of Jupiter hereby requests the Florida Department of Transportation modify the p[ans for US 1 to reconfigure the section from Alternate A lA/Beach Road to County Line as a facility with four "through" vehiculaz lanes with two designated bicycle/tuming lanes. Section 3. The Town of Jupiter requests the Florida Department of Transportation work with Town staff to determine the detailed configuration of improvements at intersections within the comdor. Resolution 13-15, Supporting the reconfiguration of the existing, six-lane section of U.S. One through the Village of Tequesta and the Town of Jupiter to include four "through" lanes and two turning/bicycle lanes as well as the analysis of the Intersections on Alternate A1A and U.S. One, Old Dixie Highway and Riverside Drive. Vice-Mayor Kaufer asked for confirmation that the Resolution was merely a statement and would not obligate the Town to any particular budget requirements and asked what would be the next step in the process. Ms. Kim Delaney from the Treasure Coast Regional Planning Council stated there was no cost implication to the Town for the restriping. The Florida Department of Transportation (FDOT) would move forward to finalize the approval for the corridors design plan. She stated FDOT would be advancing an analysis of three intersections that were all on Highway A1A. Councilor Kuretski asked for additional language stating the Town Council had concerns about the public's safety and traffic congestion at U.S. Highway One intersections north and south of the bridge, plus advocate for the analysis of intersections U.S. Highway One and A1A south of the bridge. Vice-Mayor Kaufer said section four should include the Village of Tequesta and Palm Beach County. Mr. Herman DeRoos, resident of North Highway A1A, stated there should be studies done at the intersections south of the bridge in conjunctions with the repairs to the north side of the bridge. Mr. John Walker, resident of Treemont Avenue, stated he had attended the Yllage of Tequesta meetings and the project was wonderful. To leverage the Florida Department of Transportation's pending road work, the Village has developed a package of improvements to be constructed concurrent with FDOT's work — a multi-use pathway, textured crosswalks, nati� e landscaping, pedestrian-scale lighting, and meclian improvements — to enable US1 to become a signature Complete Street project for Palm Beach County. This work will also complement the pending replacement of the Jupiter Federal Bridge, located immediately south of the Tequesta project. The outcome will fill a missing gap in twenty-four miles of otherwise intact multi-county bicycle faciliues, enhance Tequesta's sustainability, and impro��e multi-modal access for all users. In addition, the project will provide superior connecuviry to the East Coast Greenway, Jupiter Inlet Lighthouse Outstanding Natural .�rea, Jupiter Lighthouse �luseum, Palm Beach County beaches, cultural and educational facilities, and Tequesta's central business district.
