{g) Other specific project information that should be considered.
The Village of Tequesta is among the first Palm Beach County munipalities to respond to US
DOTs Mayor's Challenge for Safer People and Safer Streets, which is focused on projects and
programs to make safer, healthier, more mobile communities. The Tequesta Complete Streets
Program involves a holistic, context-sensitive approach to develop a community-wide network of
transportation facilities that provide mobility, accessibility, and connectivity for Tequesta's bicyclists
and pedestrians today and into the future. As the community's demographics have changed
markedly in the past decade, with a rising number of families with children, the need for safer, well-
lighted, and appropriately marked bicycle and pedestrian facilities is critical for the community's
woell-being. Through extensive public outreach, Tequesta has developed a bicycle facilities map to
augment the Village's existing sidewatk network, that identifies a combination of buffered bicycle
lanes, multi-use paths, and shared-use corridors to accommodate the range of people on bikes -
from the sophisticated cyclist comfortable in an on-road facility to the family with children who
require a grade-separated multi-use path for their bicycling needs.
The US1 Corridor improvements provide a once-in-a-generation opportunity to transform the most
visible roadvay in the Ilage from a barren, six-lane facility devoid of cycling facilities to a
signature Complete Streets model with buffered bicycle lanes, multi-use path connecting the
center of the Village to a nationally recognized landmark (Jupiter Inlet Lighthouse Outstanding
Natural Area), Jupiter Inlet Lighthouse, and public beaches to the south and enhanced connections
to the north, completing a connection to the East Coast Greenway and Jonathan Dickinson State
Park. At the center of the Village, the improvements include traffic calming with curb extensions,
textured asphalt crosswalks, native landscaping, and pedestrian-scale lighting to enhance internal
mobility and access to the Village's commercial core. This package of improvements will also fill a
gap in a 24-mile stretch of US1 bicycle facilities and complement the pending replacement of the
Jupiter Federal Bridge.
The US1 Corridor improvements are a central component of Tequesta's Complete Streets
Program and will complement the Village's prior investment in a multi-use path along Old Dixie
Highway. The Village's program is context-sensitive to place and level of ability for cyclists,
including a combination of buffered bicycle lanes (for sophisticated cyclists), multi-use pathways
(for families with children and recreational riders), and pavement markings (sharrows) and signage
to designate multi-use corridors where speeds are suitable for shared use by bicycles and
vehicles. This variety of facilities is illustrated in the supplemental information provided in
Appendix A.
It is important to note the Tequesta US1 Corridor Improvements will complete a gap in the bicycle
networks identified by the Town of Jupiter and Palm Beach MPO. The subject section of US1 is
identified as a"enhanced priority" corridor in need of improvement in the Palm Beach MPO Master
Comprehensive Bicycle Transportation Plan The project has been developed through extensive

public outreach and is consistent with the long-range plans of the Village of Tequesta, neighboring
municipalities, and the Palm Beach MPO.

Attach documentation as exhibits to this application.
(a) Describe the proposed method of performing (i.e. contract or in-house) and administering (i.e. local
or state) each wark phase of the project. If it is proposed that the project be administered by a
governmental entity other than the Department of Transportation, the Agency must be certified to
administer Federal Aid projects in accordance with the Department's Local Agency Program
Manual (topic no, 525-010-300}. Web site:

❑ Design to be conducted by non-FDOT pre-qualified consultant
❑ CEI to be conducted by in-house staff
CEI to be conducted by FDOT pre-qualified consultant "
❑ CEI to be conducted by non-FDOT pre-qualified consultant
' FDOT pre-qualified consultants must be used on all design and CEI work for critical projects (a
project is considered critical when it features a structure, has a budget greater than $1Q million
and/or is on the State Highway System (SHS))
Design consultant and CEI consultant shall not be the same.
(b) Describe any public (and private, if applicable) support of the proposed project. (Examples
include: written endorsement, formal declaration, resolution, financial donations or other
appropriate means).
The Village of Tequesta Complete Streets improvements have been developed with extensive
public input and coordination. The Village, with assistance from the Palm Beach MPO, has
conducted several public wrkshops as well as a public planning charrette to obtain public input
and inform the detailed development of the proposed improvements. Meetings were held with
local governments (including the Town of Jupiter, Town of Jupiter Inlet Colony, Palm Beach
County, and Martin County), transportation agencies (including the Palm Beach MPO, Martin
County, Martin County MPO, and Florida Department of Transportation), local agencies and
organizations (including the Jupiter Lighthouse Museum, Jupiter Inlet Lighthouse Outstanding
Natural Area, and Lighthouse ArtCenter), residents, business and property owners, and the public.
Presentations were conducted for the Tequesta Village Council and Jupiter Town Council, and
both entities have provided letters of support for the project. Additional letters of support have
been provided by the Town of Jupiter, Town of Jupiter Inlet Colony, Jupiter Inlet Lighthouse and
Museum, and Rood-Wlliams Post Number 271 of the American Legion Department of Florida..
The Village of Tequesta has also provided financial support towards the Complete Streets program
with the Village's funding of $80,000 in planning/engineering funds towards the development of the
US1 Corridor Plan as part of the US1 Lane Elimination Application.
(c) Describe the proposed ov+mership and maintenance responsibilities for the project when it is
completed.
www.clot.state.Fl.us
Page 7
Village of Tequesta will maintain the project after completion.
(d) Describe source of matching funds and any restrictions on availability.
None.
(e) Other specific implementation information that should be considered.
The Florida Department of Transportation has offered to integrate the implementation of the US1
Corridor Improvements with the planned resurfacing of the US1 Corridor. As the project sponsor,
on behalf of the Village, this will provide the most efficient use of TAP dollars, leveraging this
investment in transportation alternatives with programmed resurfacing funds, and provide the
opportunity for significant cost savings. Given the planned resurfacing, the concurrent construction
of the additional Complete Streets improvements should allow for reduced mobilization and
maintenance of traffic when the project goes to contruction. The TAP funds also provide the only
feasible opportunity for the construction of these improvements and completion of this missing
piece of the multi-modal network.

4 Cost Estimate:
The total amount of Transportation Alternative Program (TAP"') funds requested per projects (nfrastructure)
must be in excess of $250,000 with a maximum of $1,000,000 (though some T/MPO's may choose to use a
lesser upper limit). Transportation Altemative Program funds will be used to fund Construction, Construction
Engineering and Inspection Activities (CEI), and FDOT In-House Suppot Activities. Local Funds (LF) will be
used for all non-participating items, contingency activities, and any costs in excess of the awarded alternatives
(TAP) allocation.

Tequesta Complete Streets Program, Phase 1: U51 Corridor
Project History & Photographs
US 1 in the Village of Tequesta is the community's main street. It provides access to the
Village's central business district, cultural and civic institutions, recreational facilities of
statewide and national significance, and is the entrance to the Village. The intersection of
US 1 and Tequesta Drive is the convergence of "main and main" in the Village, and it is
heart of the village. The Complete Streets improvements proposed in conjunction with
the US 1 resurfacing project represent a once-in-a-generation opportunity to transform the
corridor from an auto-dominated raceway to a multi-modal signature for Palm Beach
County.

The images illustrate the U51/Tequesta Drive intersection. The lack of bicycle facilities on U51 forces cyclists
to share travel lanes precariously with high-speed vehicles (see above-IeftJ. The proposed Complete Streets
improvements include curb extensions and textured asphalt crosswalks at this prominent intersection to
provide traffic calming, improve connectivity, ADA improvements, and shortened crosswalks lengths to
promote pedestrian access. Within a mile of the corridor is o broad mix of land uses, including residential,
commercial, office, institutional, and industrial as well as civic, institutional, recreation, and conservation.
In conjunction with the resurfacing, the Transportation Alternatives funding will provide
the greatest possible leverage of this public investment to deliver a project with broad
communiry support that will provide exceptional connectiviry and mobiliry for the area.
Both north and south of Tequesta, US 1 is a four-lane facility with bicycle lanes and a mix
of sidewalks and multi-use paths that extend for nearly 24 miles — from North Palm Beach
to Stuart. However, the 1.3-mile segment of US 1 in Tequesta is a six-lane speedway with
no bicycle amenities and dangerous conditions for vehicles, bicyclists, and pedestrians.

The Florida Department of Transportation (FDOT) is scheduled to resurface Tequesta's
US 1 corridor in the next several years. With funding from the Palm Beach Metropolitan
Planning Organization (MPO) and support from FDOT, the Village of Tequesta
undertaken an extensive communiry-based planning effort to evaluate the corridor and
develop a US 1 Corridor Plan as part of a lane elimination application pending with
FDOT. This effort has been broadened to encompass Complete Streets focus for the
entire village, focusing on a transformed US 1 as the centerpiece of this effort. Following
unanimous resolutions of support by the Village of Tequesta and Town of Jupiter (see
Appendix C), FDOT has been requested to reconfigure US 1 into a multi-modal roadway
that can accommodate all users, with four through lanes and two buffered bicycle lanes.

Tequesta's public outreach efforts for the project have included several public workshops
and a public planning charrette. The Village directly engaged the Town of Jupiter, Town
of Jupiter Inlet Colony, Palm Beach County and both the Palm Beach and Martin
Metropolitan Planning Organizations as part of the planning process as well as hundreds
of residents, business and property owners, and the public. Tequesta has also included the
corridor's unique cultural and civic institutions in the process, including the Jupiter Inlet
Lighthouse Outstanding Natural Area (JILONA), which managed by the Federal Bureau
of Land Management, Jupiter Lighthouse Museum, Lighthouse Art Center, and the
American Legion among others.

As illustrated in the concept sketch above, the reconfigured U51 will include buffered bicycle lanes (shown in
green for illustrative purposes), a multi-use path on the east side, landscaping, and pedestrian-scale lighting.
The buffered bicycle lane will also increase the utility of sidewalks along the corridor, which currently abut
high-speed vehicular traffic, and make them safer and more attractive for pedestrians to access the many
shops, restaurants, and other destinations in the area.
As envisioned, the, reconfigured US 1 will
have four through lanes and two buffered ]UPITER INLET
bicycle lanes, providing a critical missing LIGHTHOUSE
link in northern Palm Beach/southern 1 l t/1 tc s e Zt nt
Martin Counties and filling a gap in the
East Coast Greenway. The resulting
corridor will provide safe access for all
levels of bicyclists — from the sophisticated , , '

A popular destination for residents and visitors, the Jupiter

intersection of U51 and Alternate A1A, which is the
terminus of the proposed multi-use path.
It is important to emphasize the opportuniry for efficiency created by the resurfacing and
Complete Streets improvements being constructed simultaneously by FDOT. This will
minimize disruption to the traveling public, adding safety benefits, and yield significant
cost savings. While the project cost estimate includes full mobilization and maintenance
of traffic, it is expected both of these figures will be reduced considerably by constructing
both projects at the same time. The only way these cost savings can be realized is with the
successful funding of the TAP application, as no other funding mechanism exists to fund
them otherwise. This provides remarkable leverage of the FDOT transportation
investment.

The US 1 Conidor improvements will also complement the pending replacement of the
Jupiter Federal Bridge, which crosses the Intracoastal Waterway just south of the project
limits. This bridge facility is slated for the addition of bicycle lanes and pedestrian
walkways, which will directly connect to the subject Tequesta improvements on US 1.
Tequesta's US 1 Corridor improvements are part of a larger Complete Streets network that
will provide connections throughout the Village and to surrounding municipalities.
Tequesta was among the first communities in southeast Florida to accept the US DOT
Mayor's Challenge for Safer People and Safer Streets. Consistent with this challenge,
Tequesta's Complete Streets approach is context-sensitive, with buffered bicycle lanes
appropriately located on US1; multi-use paths along US1, Old Dixie Highway, and
County Line Road (connecting to existing multi-use paths), and shared roadways slated
for pavement markings (sharrows) and "share the road" signage on lower speed facilities.

Overall, the Tequesta Complete Streets Program, Phase 1: US 1 Corridor provides a time-
limited opportunity to substantially leverage a planned FDOT resurfacing project and
deliver a signature multi-modal corridor, retrofitted into a auto-dominated environment.
The corridor will provide connections to unique and nationally significant environmental
resources, cultural destinations, parks, beaches, and Tequesta's central business district.
The project provides connectiviry to the East Coast Greenway and fills a gap in a regional
network of bicycle facilities. Transportation Alternatives funding is the only feasible
mechanism to take advantage of the resurfacing investment and provide a superior facility
for people on foot, people on bikes, and the traveling public.

Subject: RE US1 Corridor
The Department is happy to work with the Viilage to help advance improvements along the US-1 corridor. I have
answered your two questions below.
LVould it be possible for FDOT to deloy rhe resurfocing junds until July Z028, to allow rhe repaving and porertial TAP
funds ro 6e expended in the some fiscal year?
Given that the Village's TAP applicacion is suaessful and secures the necessary funds, we recc, gnize that the most
efficient and cost effectivz way to deliver [hese enhancements is to construct hem with our repaving project. If the
Village is successful with the TAP application FDOT will make every effort to ensure both projects are constructed at the
same time.
Could FDOT oct as Tequesta's "L4P` sponsor of the TAP application, as the anplrcation requires "LAP" certificotion ond
the facility is a stote roadway?
I would suggest tha: you say on your application that "if sutcessful, this TAP projecc will be designed and constructed by
FDOT as a part of their U5-1 corridor resurfacing proect°.
As we discussed, any costs that are not covered by the TA'P funds will be covered by the Village and we can enter into a
local funds agreement to transfer chose funds to the Department when needed. Atsu, the landscaping that is induded
will be a separate project that will follow immediately afterr completion of the resurfacing project.
i'd suggest that you indude a copy oi thfs email with your application. Please let me know if you need any further
information.

12. Resolution 13-15, Supporting the reconfiguration of the existing, six-lane section
of U.S. One through the Village of Tequesta and the Town of Jupiter to include
four "through" lanes and two turning/bicycle lanes as well as the analysis of the
Intersections on Alternate A1A and U.S. One, Old Dixie Highway and Riverside
Drive.
Vice-Mayor Kaufer asked for confirmation that the Resolution was merely a
statement and would not obligate the Town to any particular budget requirements
and asked what would be the next step in the process.
Ms. Kim Delaney from the Treasure Coast Regional Planning Council stated there
was no cost implication to the Town for the restriping. The Florida Department of
Transportation (FDOT) would move forward to finalize the approval for the
corridors design plan. She stated FDOT would be advancing an analysis of three
intersections that were all on Highway A1A.
Councilor Kuretski asked for additional language stating the Town Council had
concerns about the public's safety and traffic congestion at U.S. Highway One
intersections north and south of the bridge, plus advocate for the analysis of
intersections U.S. Highway One and A1A south of the bridge.
Vice-Mayor Kaufer said section four should include the Village of Tequesta and
Palm Beach County.
Mr. Herman DeRoos, resident of North Highway A1A, stated there should be
studies done at the intersections south of the bridge in conjunctions with the
repairs to the north side of the bridge.
Mr. John Walker, resident of Treemont Avenue, stated he had attended the
Yllage of Tequesta meetings and the project was wonderful.
Councilor Kuretski moved to approve Resolution 13-15, as amended to add the
Town Council had concerns about the public's safety and traffic congestion at
U.S. Highway One intersections north and south of the bridge plus advocates for
the analysis of the intersections of US one and A1A due south of the bridge;

Dear Mayor Haynie:
This letter is written in support of the Village of Tequesta`s application for a Transportatin
Alternative Grant to implement the Village's Complete Streets Program. Bicycle/pedestrian
circulation is a high priority for the Town of lupiter, and Tequesta`s planned improvements will
complete portions of the Tovn's plan and provide additional regionally-significant connections.
The U51 corridor in particular is a missing bicycle link in northern Palm Beach County. further,
Tequesta plans multi-use paths and paement markings and signage to enable the village's
networ{c to connect directly to the Town of Jupiter bicycle netvrorlc as well as the multi-use path
on US1 in Martin County.
Thank yau for your consideration of the Viliage of Tequesta's request.
Sincerely,

I am writing in strong support of the Village of Tequesta's application for a
Transportation Alternative Grant to implement the Viilage's Complete Streets
Program. The Village of Tequesta has been working extensively with its
neighboring local governments, business owners, residents, and the public to
develop the program.
For the Town of Jupiter Inlet Colony, Tequesta's commercial core along US1 is our
main street. Our residents live within walking and cycling distance of Tequesta's
business district; however, the lack of bicycle/pedestrian infrastructure makes
these connections unsafe and unattractive. The Village's Complete Streets program
will improve safety and visibility for pedestrians and cyclists as well as drivers,
infilling US1 and the connecting roadways with proper amenities to everyone's
benefit.
The multi-use path along the Jupiter Inlet Lighthouse Outstanding Natural Area is a
direct complement to this unique resource, enhancing accessibility of this nationally
prominent treasure. This along with the other improvements, including bicycle
lanes and corridors, lighting, landscaping, and crosswalks, will support mobility,
healthy lifestyles, and economic benefits.
We are hopeful you will fully fund the Village's application and help provide a safer,
more accessible network of Complete Streets. Thank you for your consideration.

suppoR of he request.
Tequesta's Rood-Williams American l_egian Post No. 271 is situated on US 1 in the heart of the
Villae of Tequesta. It is the largesl Anlerican Lcgion Post in Palm Beach County and has over
1,200 memhers. Many of our veterans speak about concems foc their safety when traveling to
and from the Pst. I know from personal esperience how treacherous turnin into and exitin
our parkin lot can be when vehicles in the right lane are operating at 45 mph or more within
inches of the curb.
The Village has also seen a significant shift in its demu•aphics as younger residents and
families with children are moving in. A marked increase in bicyclists and pedestrians also
indicates much-needed safety iiuprovements including desid ated ttrn lanes. bicycle lanes,
crosswalks, signage and lightin.

Dear Mayor Haynie:
This letter is written to provide strong support for the Village of Tequesta's
application for a Transportation Alternative Grant to implement Tequesta's
Complete Streets Program. Tequesta is a community that's been getting younger
and more active for the past decade. Older homes are being vacated by retirees
and routinely purchased by young families, many with children. And our older
population ha5 become more active, consistent with national trends. This has
created vibrancy in Tequesta where our sidewalks are getting busier with walkers,
joggers, parents with strollers, and people bicycling. Tequesta's businesses are
expanding, and many are catering to more active patrons who want to watk and
bike to these local establishments.
As immediate Past President of the Jupiter, Tequesta Hobe Sound Association of
Realtors and past Board member of Treasure Coast Regional Planning Council and
Chairman of Palm Beach Counties Planning Board, it seems clear that Tequesta's
Complete Streets program is a critical investment in our community's well-being
and progress. With new and improved connections for bikers and walkers, we will
have better access for residents and businesses, helping to take cars off the street
while reinforcing our local economy. With older housing stock in the village, the
TAP grant is essential to allow Tequesta to provide these amenities without raising
taxes in these difficult economic times. We appreciate your consideration oF the
Village of Tequesta's Complete Streets apptication. Thank you.

By unanimous resolutions of the Village of Tequesta and Town of Jupiter, US1's current six
lanes will be reconfigured to four through lanes, with the addition of buffered bicycle lanes and
turning lanes. To leverage the Florida Department of Transportation's pending road work,
the Village has developed a package of improvements to be constructed concurrent with
FDOT's work — a multi-use pathway, textured crosswalks, nati e landscaping, pedestrian-scale
lighting, and meclian improvements — to enable US1 to become a signature Complete Street
project for Palm Beach County. This work will also complement the pending replacement of
the Jupiter Federal Bridge, located immediately south of the Tequesta project. The outcome
will fill a missing gap in twenty-four miles of otherwise intact multi-county bicycle faciliues,
enhance Tequesta's sustainability, and improe multi-modal access for all users. In addition,
the project will provide superior connecuviry to the East Coast Greenway, Jupiter Inlet
Lighthouse Outstanding Natural .rea, Jupiter Lighthouse luseum, Palm Beach County
beaches, cultural and educational facilities, and Tequesta's central business district.
Thank you for considering the Tequesta Complete Streets program for funding in the T.P
program. We look forward to working with the :iPO and FDOT to transform this dangerous
secrion of US1 into a signature project for Palm Beach Counry and FDOT.
