RESOLUTION 13-15
A RESOLUTION OF THE TOWN COUNCIL OF THE
TOWN OF JUPITER, FLORIDA, REQUESTING THE
FLORIDA DEPARTMENT OF TRANSPORTATION TO
RECONFIGURE U.S. HIGI3WAY ONE THROUGH T'HE
TOWN OF JUPITER, FROM ALTERNATE AlA/BEACH
ROAD TO COUNTY LINE ROAD, AS A FACII..ITY WITH
FOUR "THROUGH" VEHICULAR LANES AND TWO
DESIGNATED BICYCLE/TLTRNING LANES; PROVIDING
.AN EFFECTIVE DATE, AND FOR OTHER PURPOSES.
WHEREAS, the Town of Jupiter, Florida, is a full-service municipality located in
northern Palm Beach County; a.nd
WI�REAS, U.S. Highway One (US1) is a roadway controlled by the Florida.
Department of Transportation that traverses the Village of Tequesta from north to south,
connecti.ng the Town of Jupiter to the south and unincorporated Martin County to the north; and
WHEREAS, the Florida. Depariment of Transportation is currently developing plans to
resurface and restripe US1, from Alternate AlA/Beach Road to County Line Road, as part of its
regular long-term maintenance program; and
WI�REAS, US 1 is cunently configured as a six-lane facility, with a posted speed limit
of 45 miles per hour, without bicycle facilities or right-hand tum-laxies, and with multiple
driveways that provide access to Village of Tequesta and Town of Jupiter businesses and
destinations; and
WHEREAS, a reconfiguration of LTS 1 to a facility with four "through" lanes for vehicles
with designated bicycle/turning lanes would provide safer access to Tequesta and Jupiter
businesses and destinations as well as safer accommoda.tions for cyclists; a.nd
WHEREAS, the Florida. I�epartment of Transporta.tion ha,s developed a"Lane
Eli.m.ination Program" to enable municipalities to request roadways such as US1 be reconfigured
with fewer "through" lanes and the re-use of additional lanes for designated bicycle/turning
lanes; and
WHEREAS, the Town of Jupiter participated in a public process, led by the Village of
Tequesta and the Treasure Coast Regional Planning Council, to evaluate the configuration US1,
gain public input, and determine its desired configuration for the roadway; aud
WHEREAS, the Tequesta. Village Council has received public support for the
reconfiguration of existing six lane section of US1 through the Village of Tequesta to four
"through" lanes with designated bicycle/turning lanes, and further believes that such a
reconfiguration will serve the public health, safety and welfare, and will be in the best interest of
the Village of Tequesta, as well as its residents, businesses and visitors; and
WHEREAS, the Town Council has concerns about the Public Safety and traffic
congestion at the US 1 intersections North and South of the U. S. 1 bridge.
WHEREAS, the Town Council of the Town of Jupiter supports the Tequesta Village
Council's request to reconfigure the existi.ng six lane section; and
WHEREAS, the Tovcm Council fiu�ther supports, as part of this initiative, the Florida.
Deparhnent of Transporta.tion's planned analysis of the intersections of Alternate AlA and US1,
Alternate A 1 A and Old Dixie Highway and Alterna.te Al A and Riverside Drive in order to
improve safeTy and traffic movement, and advocate for the analysis of intersections of US 1 and
AlA due South of the USl bridge.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF JUPITER, FLORIDA THAT:
Section 1. The foregoing recitals aze hereby ratified and confirmed as being true and conect
and aze hereby made a specific part of this Resolution upon adoption hereof.
Section 2. The Town of Jupiter hereby requests the Florida. Depa.rtment of Transporta.tion
modify the plans for US1 to reconfigure the section from Alternate AlA/Beach Road to County
Line as a facility with four "through" vehiculaz lanes with two designated bicycle/turning lanes.
Section 3. The Town of Jupiter requests the Florida Department of Transporta.tion work with
Town staff to determine the detailed configuration of improvements at intersections within the
corridor.
Section 4. The Town Clerk is directed to provide a copy of this Resolution to the Treasure
Coast Regional Planning Council, the Florida. Department of Transportation, the Village of
Tequesta. and Palm Beach County.
Section 5. This Resolution shall become effective immediately upon adoption.

The foregoing Resolution was offered by Councilor Jim Kuretski, who moved its adoption.
The motion was seconded by Councilor Wendy Harrison, and upon being put to a roll call
vote, the vote was as follows:
