APPLICANT/OWNER: Hannah's Home of South Florida, LLC

REQUEST: Application of Hannah's Home of South Florida, Inc. for a minor site plan modification to
install a standing seam metal roof instead of a tile roof and update elevations of the
existing and proposed structure. This is a minor site plan modification to Phase I of the
Master Site Plan. The address of the proposed application is 4390 County Line Road,
Tequesta, Florida.

2. BACKGROUND
Hannah's Home of South Florida, a boarding school for young expectant mothers, was founded by Mrs. Carol
Beresford; and, has its roots in Ohio where Mrs. Beresford began a similar facility in 2002.
The three-acre parcel located at 4390 County Line Road includes an existing structure providing a home to
full-time residents/students enrolled in the two-year program. The program provides food, shelter, dental
and medical care, counseling, career planning and continuing education. Hannah's Home is a non-profit
organization and is licensed as a school with the Florida Department of Education as an institution where
young women can continue and complete their high school education or receive their GED.
Master Plan Approval History
Hannah's Home was granted the following development approvals from 2009 to 2013:
i) November 12, 2009 — Village Council approved the school as a special exception use within the
R-1 residential zoning district;
ii) May 12, 2011 — Village Council approved a 6 month time extension request on the special
exception use approval to allow the applicant additional time to develop a master plan;

iii) June 14, 2012 — Village Council approved a variance request to install a freestanding entry sign;
the Planning & Zoning Advisory Board approved the sign on June 20, 2013;
iv) September 19, 2013 — Planning & Zoning Advisory Board approved a master site plan
recommending that development occur in three phases over a 10 year period;
v) October 10, 2013 — Village Council approved a master site plan with conditions and set timeline
for phases of development;
vi) January 15, 2015 — Planning & Zoning Advisory Board approved a minor site plan modification to
Phase I of the master site plan.
Planned Development Phases
Village Council approved Hannah's Home master site plan with the following phases*:
■ Phase I: construction of nursery and dormitory additions and renovations to the existing
structure, and the addition of any necessary parking spaces. Building permit for this phase to be
issued within 12 months of the development order;
■ Phase II: new construction of a two-story dormitory structure, perimeter and interior
landscaping, and the addition of any necessary parking spaces. To be completed within 5 years
of the development order;
■ Phase III: new construction of 4 single story duplex dormitory structures, a chapel and
caretaker's residence, the addition of any necessary parking spaces, and the completion of all
site infrastructure and landscaping improvements. To be completed within 10 years of the
development order.

3. STAFF REVIEW OF SUBJECT APPLICATION
A building permit was issued to begin Phase I of construction at Hannah's Home on July 10, 2014 and work
began shortly thereafter.
The applicant is requesting to install a standing seam metal roof on the nursery addition instead of a tile roof.
The intent is to match the roof of the existing structure and to remain consistent with the roofing materials on
Phase I and II buildings as approved on the master site plan. This request modifies the approved master site
plan, as well as the architectural elevations and roofing details of the October 10, 2013 approved drawings.
The applicant has provided modified elevations and roofing details indicating the proposed changes from roof
tile to standing seam metal roof. All other elements of the site plan will remain the same.

4. FINAL REMARKS
This minor site modification application met the requirements set forth in Section 78-334. Notice of Hearing.
The notice of public hearing was advertised on March 9, 2015.
Once the application has been reviewed and approved by the Planning & Zoning Advisory Board, the applicant
is required to apply for a Building Plan Revision.

All construction, additions, andlor alterations within the Village, except in districts R-lA and R-1, must be
reviewed by the Planning & Zoning Advisory Board. The Pla.nning & Zoning Advisory Board meets the
third Thupsday of eveYy nzonth at 5:30 p.fn., as needed in the Village Hall Council Chambers, 345 Tequesta.
Drive. The applicant will be informed by letter of their scheduled meeting date.
The Planning and Zoning Advisory Board shall have general authority as outlined in Sec. 22.53. Powers and
duties. After review and recommendation by the Planning & Zoning Advisory Board, applications will be
heard by the Village Council for final approval. After approval by the Village Council, a building permit can
be issued by the Building Department.

documents for Planning & Zoning Advisory Board review, forty-five (45) days prior to the meeting

pYOfessionally prepared site plans showing all existing and pYOposed stNUCtu�es, setbacks,
pa�king and loading layout, ingYess and egYess, sidewalks and walkways, exte�io� lighting layout,
difnensions of st�eet fYOntages and p�operty lines and all signage. •
2) Fifteen (I S) 11x17 sets and Three (3) full sets of Landscaping Plans in accordance with Village
of Tequesta Code of O�dinances, Division N, Landscaping.
3) F�een (15) IIx17 sets and Three (3) full sets of naulti-dinaensional colo� Yende�ings andloY
photog�aphs a�e to be p�ovided. The Planning & Zoning Adviso�y Boa�d needs to see an exact
