Elg CL� Date: April 8, 2015 Re: 04/09/2015 RESOLUTIONS — LAW ENFORCEMENT TRUST FUND As requested here is the additional information on the Council Resolutions that are being put forth for consideration at the April 9, 2015 Council Meeting. While some of this information was contained in the first few drafts of the resolutions it appears it did not make it to the final version. Since they say a picture is worth a thousand words I also just did a quick Internet search and added a picture to each back-up item so it can assist in illustrating the actual equipment being requested. Resolution Number 4-15: This is the resolution necessary to fund the expenditures requested below. It is slightly more than the total of current requests as we have a few more items that will be brought before the Village Council in the near future (they were not ready to be presented at this time). These funds are still restricted and cannot be spent without my recommendation as Chief of Police and the approval by resolution of the Village Council. We were attempting to do one transfer resolution for all of our anticipated expenditures from the Law Enforcement Trust Fund but it appears at this point another transfer resolution will be needed anyway. 5-15: Training weapons that are not only more realistic, but produce an audible signal when the person using the weapon has their finger on the trigger. These newer training weapons wi�l help instructors evaluate students and their handling of a weapon during different training scenarios. 6-15: This lockable weapon storage cabinet is to properly and safely store our department owned weapons in a location that is easily accessible to those needing immediate access to them. 8-15: These electronic flares are to provide a second set identical to the ones we won in a traffic safety initiative last year. They have proven to be extremely effective and have almost totally eliminated the need of purchasing traditional, non-reusable flares. One set of twenty- four (24) will be maintained in each supervisor's vehicle. /`1'� /-1}'t �� C_!'�- ;( ;c�..: f.;C (�Jl (:�.J - �. r""�/`-�= "��J i _ 9-15: These tactical r'rfle parts are to replace the longer barrel on the weapons that were acquired last year through the Federal Surplus Property Program (cost savings of over $30,000). Changing these receivers (essentially the barrel) will permit the rifle to be less obtrusive and easier to take in and out of the rifle rack in the vehicle in the event it is quickly needed. 20-15: These new dash mounted RADAR units are to replace the aging units we have currently. Not all vehicles presently have RADAR units so this will allow us to equip every vehicle in order to more effectively address one of the most often heard complaints (speeding). 21-15: The additional portable radios are needed to keep up with our planned increase in size of our reserve officer program (to include the four officers currently in the field training program). 22-15: This device will be used throughout the Village to record vehicle speeds, vehicle volume and identify specific days and time frames that necessitate some directed enforcement. I believe this will be a very valuable piece of equipment in our inventory to help identify where problems truly exist and to intelligently determine where to direct our enforcement activities. 23-15: The acquisition of these Automatic External Defibrillators (AED's) will allow one unit to be deployed with every officer assigned to the shift. One AED will be permanently mounted within the police department in the event it is needed by an employee, vis�or or prisoner. Making Data Collection Easier A common issue police officers are faced with is complaints about speeding. However, a citizen's perception of traffic speeds does not always match up with what is really happening. One way to address the issue is to place an officer at the location, gathering speed data. Unfortunately, with today's tight budgets and limited resources, it can be difficult to justify the time involved for this. That's where we come in. I have only placed the unit in locations where we have received complaints, not only to prove the complaints are valid, but to prove the complaints are invalid. Complaints from citizens are usually exaggerated, for many reasons, and we actually had one lady who repeatetlly went to the Selectmen meetings (which are televised throughout two towns here) and made it a point to explain how the cars are racing and doing well over 80 MPH every hour of every day. (She also matle many comments regarding her thoughts of the police.) Now without going into tletail, of the area and road she lives on, it would take a'high performance tlragster' to get up to anything even remotely close to 80. I did not have the time to place an officer on her road to monitor traffic daily, as she demanded. I had put an unmarked car there to monitor a couple of times, which of course she claimed was not placed at the right time. Anyways, after putting up the recorder there, and leaving for a month, I was able to print out a report to the selectmen to show the speed of every vehicle and busiest time of any traffic. Needless to say, she no longer complains, as the report showed that her eyes needed recalibration, and she was greatly exaggerating her complaints. The unit has been used in about 10 locations and assisted us in determining busiest times of violators and traffic counts. I try to leave it at a location for 3-4 weeks at a time, sometimes longer. I use two batteries antl replace one battery about every 5 days or so.
