HomeMy WebLinkAboutResolution_22-08_05/08/2008Resolution 22-08 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, ESTABLISHING A HISTORIC PRESERVATION COMMITTEE TO BE KNOWN AS THE VILLAGE OF TEQUESTA HISTORIC PRESERVATION COMMITTEE; ESTABLISHING ITS PURPOSE; PROVIDING FOR ITS CONSTITUTION; PROVIDING AN EFFECTIVE DATE, AND FOR OTHER PURPOSES WHEREAS, it is the desire of the Village Council to recognize the importance of the Village's historic resources and to encourage awareness of its historical artifacts; and WHEREAS, within the Village of Tequesta there are historic artifacts which are regarded as irreplaceable assets to the cultural and social fabric of the Village; and WHERAS, the Village Council desires to establish a Historic Preservation Committee for the purpose of providing for the recognition and promotion of historic artifacts and sites through educational and cultural events; and enhancing the cultural significance of the Village's historical objects. NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AS FOLLOWS: Section 1. The Village Council hereby authorizes the formation of a Historic Preservation Committee to be known as the Historic Preservation Committee. The specific purpose of the Committee shall be to provide for the recognition and promotion of historic artifacts through educational and cultural events; and to enhance the cultural significance of the Village's historical objects. It is hereby declared that the protection of historical artifacts, documents, memorabilia and other physical assets of a historical nature or cultural significance is in the best interest of the residents and visitors of Tequesta. Section 2. An artifact is hereby deemed to be any object, document, memorabilia or other non-structural physical asset that depicts or provides useful information concerning an historic event, lifestyle, cultural attribute, or social condition of the earlier and current inhabitants of Tequesta. Section 3. The Historic Preservation Committee shall consist of five (5) members, all of whom shall be year round residents and registered voters of Tequesta. Each Village Council Member shall appoint one (1) member to the Committee. Members shall demonstrate a positive interest in the historic preservation of the Village's architectural and incorporation history. Section 4. Terms of members of the committee will generally be two (2) years; however upon the initial appointment, two members (Seats 2 and 4) will only serve one (1) year terms while three members (Seats 1, 3 and 5) will serve two (2) year terms to allow for staggering. Members may serve for more than one term and each member shall serve until the appointment of a successor. Vacancies shall be filled upon expiration of the term, or in the case of resignation, death or three consecutive absences, the vacancy will be filled for the remainder of the term by the appropriate Council Member. Members will serve without compensation. Section 5. The Committee will elect a Chair and Vice-Chair who will serve in said capacity for a one (1) year term. The Vice-Chair will act as Chair in the absence of the Chair and shall have all powers of the Chair. The Village Clerk will be responsible for maintaining written records of the proceedings. Section 6. A simple majority of the committee shall constitute a quorum for the transaction of business. Section 7. The Committee shall meet at least quarterly in June, September, December, and March of each year and more often if necessary. Section 8. The Committee can from time to time appoint Honorary Members for their years of service to the Village, length of residency or accomplishments. Honorary Members are not Committee Members and have no vote, unless appointed as a Regular Member. Section 9. Council shall budget $2,500 annually beginning with the 2008/09 FY Budget and make available to the Committee said funds for the materials necessary to preserve the historic value of Village artifacts. Additionally, the Committee has the authority to accept donations from the public to supplement the annual budget. Donations should be made payable to the Village of Tequesta Historic Preservation account. Section 10. This Resolution shall become effective immediately upon passage. The foregoing Resolution was offered by Council Member Humpage who moved its adoption.
