As a fallow-up to yes'terday's discussion, the Town of Jupiter Island would be pleased to
host a joint workshop with the Village of Tequesta to discuss a joint acquisition proposal
of the Jupiter Martin Water Associates utility lines and customers to the governing bodies
of the Village of Tequesta and the Town of Jupiter Island_
The workshop meeting will be held at 5:00 p.m. on Tuesday, May 14, 2002 in the
conference room at 9000 Athena Street, Hobe Sound. Directions to the conference room:
north on U.S. 1 to Bridge Road traffic light, right on Bridge Road to first right on
Fercules Avenue, south on Hercules to Athena Street (across from ball field).

Ir� accordance with the Village of Tequesta ordinance #5l �,
(February 8, � 99b), the Storrnw�ter Utility Board was created
consisting of the members of the Village co�r�cil.
The board shall meet a minimum of two (�) t�mes per year duri�g
April an�i May to revi�w the n�xt fisca! ye�sr's �api#a� �ro�ecfi�c�ns
list and to set buclget prioritaes for the next f7sc�p y��ar. In
addition the board sh�ll comment on the go�+ls a�d pr9ori�ies of
the stormwater utili#y on an ann�sal basis and meet c�s necess�ry
to hear appeals of rates,

The Stormwater ZJtility received $267,222.8� in th� non .Ad-Valarefln assessment this
fiscal y�ar, the following a�e projects and goals that were id�ntified and accor�plished to
date, during the abave referenced time period:
� I?azvet° D�tch Bank Stabiliza-tion: This proj�ct was id�ntified tc� complete the
bank stabilization at Dov�er Ditch. We installed rip-rap along the banks to th�
western p ortion o#° t he d itch, a nd stabilazed the banks with filter fabric prior to
soddingo
• Countrv C'lub Phase I Storm Draina�� Improvements: This project �as be�n
completed. It consisted of swale ianp�ovements, and upgr�ding storrziwater
structures and related piprng in this phase.
• Countxv Ciub Phase II Storm Drainage Improvements: This project is in the
final stages of completion, and consisted of swale improvements, upgrading
piping and structures, and adding an additional outfall to the Loxahat�hee River.
In addition to these projects, we have continued ta irriprove our swale policy, and with
the addition of two (2) Field Technicians receaving their Class 66�99 �tormwater
Certifications, improved our ability to respond to the needs of our residents, Ove�°all, I
feel that the St�rmwater Utility is operating better, and rnore� efficiently than ever.
Attached, please find a list of current projects and proposed proje�ts for F4' 2002/2003.

Golf C�urse Pond Rehaba 'tation: The Village Mariag�r has b��n very involved in thi$
project, �nd at his recommen ation, and with dascussions with Mr. J�hhai �ibley, Golf
Course Maintenance Superin�n �nt of th� Tequesta Country Club we have begun plans
to improve two (2) ponds, hese�i� proverrr�ents will consist of a moxe aesthetica�ly
r
pleasing bank stabilization�d the ad it�n of aquatic plants to the�e ponds. This project
has a budgeted amount o�,�00.
ST'C)1�MWATER iTTILITY CAPITAL IMPROVEMENT SUVIMAI�Y

South Cvpress Dr�ve Streetscape Improvements� This project is beginning and will be
presented to the Village Council at the May 16, Villag� Cour�cil meeting. Funding for this
project will come from a term/loan.
Swales and Drivewav Permits: With the current policy in place, all new driveways ar�
required to follow our swale policy. We would propose either at the resident's req�est, or
by policy we have our �tormwater Utility swale the impervious area of the right-oi-way
at each n�w permit. 'The approximate cost for the Stormwater Utility to begin this
procedure would be approximately � 10,000 per year.
� Pipe Rehabilitation: This would let the �tc�rm�vater Utility slip-line pipes ir� certain
areas rather than dig therri up ar�d replace them. This lining practice is less inv��iv� tha�i
replacement and there is no disruption to resident's property. Due to the location of so.me
of o ur o lder c orrugated m etal p iping, i t would be more co�t effective to slip-Iine. The
annual cost for this would be approximately $60,000.
These projects are in addition to our existing 5-year Capital Improvement Prog�a�a.
