A. Presentation of "Employee of the Quarter" award for the Second Quarter
2004 to Michelle McDowell (Gload), Accounting Clerk II.
Assistant Manages/Human Resources Director Robert L. Garlo
Summary: The Village has implemented an awards and recognition
program including an "Employee of the Quarter" award. The
Awards Committee convened and unanimously selected Michele as
the first recipient of the award.

A. ORDINANCE NO.586-SECOND READING-AN ORDINANCE
OF THE VILLAGE COUNCIL, OF THE VILLAGE OF TEQUESTA,
PALM BEACH COUNTY, FLORIDA, ANNEXING INTO THE
VILLAGE PARCELS OF LAND, WHICH ARE CONTIGUOUS TO
THE VILLAGE LIMITS, OWNED BY DEBORAH HOWELL AND
DOUGLAS HOWELL. A COMMERCIAL PROPERTY LOCATED AT
U.S. HIGHWAY ONE, TEQUESTA, FLORIDA 33469; PROVIDING A
LEGAL DESCRIPTION OF THE PROPERTY PROPOSED TO BE
Recycled Paper
• ANNEXED; REDEFINING THE BOUNDARIES OF THE VILLAGE
TO INCLUDE SAID REAL PROPERTY; PROVIDING FOR REPEAL
OF ALL ORDINANCES IN CONFLICT; PROVIDING FOR

Summary: Approval for annexation of contiguous parcels of Palm
Beach County land into the Village of Tequesta. The proposed
property is a commercial property along the east side of U.S. 1, in
between Harbour Road South and Palm Court. Turtle Beach
Construction is planning to build construction offices at that location.
VI. CONSENT AGENDA
All items listed under Consent Agenda are considered routine and will be enacted
by one motion. There will be no separate discussion of these items unless a
Village Council Member so requests, in which event the item will be removed
.from the Consent Agenda and considered in its normal sequence on the Agenda.

C. Declare the Recreation Department's 1995 Jeep 2 Door VIN
1J4T27S2SL6426411 as surplus property and donate it to the Criminal
Justice Academy at Palm Beach Community College.
Police Chief Stephen J. Allison
Summary: The vehicle is no longer in use with the Parks and
Recreation Department, and should be declared surplus in order to
donate it to the Criminal Justice Academy.
D. Reappoint Mr. Carl Blase to Alternate Member on the Planning and
Zoning Board and Mr. Jeffery Robbins as Full Member.

Summary: Mr. Blase requested to become an Alternate Member to
the Board since he is a seasonal resident and would not be able to
meet the attendance requirement in the Planning and Zoning
Ordinance.

• E. Appoint Thomas Paterno as an Alternate Member to the Board of
Adjustment.

Summary: There are presently two vacancies on the Board of
Adjustment for alternate members. Mr. Paterno has requested to be
considered for one of these positions, and is the only applicant at this
time.

Anyone wishing to speak is asked to complete a card and give it to the Village
Clerk, and when called go to the podium, state his/her name and address for the
record, then address the Village Council.

A. ORDINANCE NO. 587-FIRST READING-AN ORDINANCE OF
THE VILLAGE COUNCIL OF THE VILLAGE Ol~ TEQUESTA, PALM
• BEACH COUNTY, FLORIDA, AMENDING THE ADOPTED VILLAGE
COMPREHENSIVE PLAN, PURSUANT TO CHAPTER 163, FLORIDA
STATUTES, AND CHAPTERS 9J-5 AND 9J-11, FLORIDA
ADMINISTRATIVE CODE, APPLYING A COMMERCIAL LAND USE
CLASSIFICATION TO A PORTION OF REAL PROPERTY LOCATED
ON THE EAST SIDE OF U.S. HIGHWAY ONE BETWEEN PALM
COURT AND HARBOR ROAD SOUTH, CONTAINING
APPROXIMATELY 0.495 ACRES, PROVIDING FOR A REVISION TO
THE VILLAGE'S FUTURE LAND USE MAP; PROVIDING FOR
CODIFICATION, SEVERABILITY, AND PROVIDING AN EFFECTIVE
DATE.

County land into the Village of Tequesta. The proposed property is a

to build construction offices at that location
B. ORDINANCE NO. 588-FIRST READIlYG-AN ORDINANCE OF
THE VILLAGE COUNCII., OF THE VILLAGE OF TEQUESTA,
• APPLYING A ZONING DESIGNATION TO A PORTION OF REAL
PROPERTY LOCATED ON THE EAST SIDE OF U. S. HIGHWAY
• ONE BETWEEN PALM COURT AND HARBOR ROAD SOUTH
CONTAINING APPROXIMATELY 0.495 ACRES, TO C-2
CONIMUNITY COMMERCIAL; MAKING CERTAIN FINDINGS OF
FACT; PROVIDING FOR REVISION OF THE VILLAGE ZONING
MAP; PROVIDING FOR SEVERABILITY, AN EFFECTIVE DATE,
AND FOR OTHER PURPOSES.

Summary: Application of a zoning designation to new land in the
Village of Tequesta as a result of annexation of contiguous parcels of
Palm Beach County land. The proposed property is a commercial
property along the east side of U.S. 1, in between Harbour Road

C. Designation of Village Council Members to Various Governmental
Assemblies.

Summary: With each new Council year it is necessary to designate
Tequesta representatives to various governmental assemblies such as
League of Cities, Chamber of Commerce, NAMAC, etc.
D. Resolution No. 35-03/04- A RESOLUTION OF THE VILLAGE
• COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH
COUNTY, FLORIDA, APPROVING AN INTERLOCAL AGREEMENT
BETWEEN THE PALM BEACH COUNTY FIItE RESCUE, FOR
MUTUAL ASSISTANCE AND MUTUAL AID, ESTABLISHING
ADDITIONAL EMERGENCY SERVICES DEPTH.
Fire Chief James Weinand
Summary: Approval of an interlocal agreement with Palm Beach
County Fire Rescue for mutual aid and assistance. There will be no
additional costs to the Village of Tequesta for this service; however, it
allows for additional emergency services depth.
E. Resolution No. 37-03/04-A RESOLUTION OF THE VILLAGE
COUNCII, OF THE VILLAGE OF TEQUESTA, PALM BEACH
COUNTY, FLORIDA, AWARDING A PROPOSAL FROM NATIONS
FENCE INC. OF WEST PALM BEACH, FLORIDA, TO PROVIDE
1620 LINEAL FEET OF 6 FOOT HIGH CHAIN LINK FENCING TO
COMPLETELY FENCE THE WATER PLANT TO ENHANCE
SECURITY, IN THE AMOUNT OF $15,355.72 PLUS 10%
CONTINGENCY, WITH FUNDS BEING APPROPRIATED FROM
EXISTING FUNDS IN THE 2003/2004 WATER FUND BUDGET, AND
AUTHORIZING THE VII.,LAGE MANAGER TO EXECUTE THE
APPLICABLE PROPOSAL ON BEHALF OF THE VILLAGE .

• Summary: Approval of a proposal for fencing in the water plant, for
security reasons, in the amount of $15,355.72 plus 10% contingency,
with Nations Fence, Inc.

Village Council Meetings are public business meetings, and as such, the Village Council

at least three working days before this meeting. Hearing impaired persons please note
