HomeMy WebLinkAboutDocumentation_Local Planning Agency_Tab 01_05/21/2015 Planning & Zoning Advisory Board Sitting as the Local Planning Agency MEETING MINUTES April 16, 2015 CALL TO ORDER AND ROLL CALL The Village of Tequesta Planning & Zoning Advisory Board Sitting as the Local Planning Agency held a regularly scheduled meeting at the Tequesta Village Hall, 345 Tequesta Drive, Tequesta, Florida, on Thursday, April 16, 2015. The meeting was called to order at 5:36 p.m. A roll call was taken by Denise Pennell, who noted the following were present: Chair Janet Strand, Vice Chair Michael Schmidt, Board Member Elizabeth Schauer, Board Member Steven Eagen, and Alternate Ashley Warren. Also present were Village Attorney Keith Davis and Director of Community Development Nilsa Zacarias. APPROVALOFAGENDA MOTION Vice Chair Schmidt moved to approve the agenda as submitted. Board Member Eagen seconded the motion, which carried by unanimous 5-0 vote. 1. APPROVAL OF PREVIOUS MEETING MINUTES: December 18, 2014 MOTION Board Member Eagen moved to approve the minutes of the December 18, 2014 meeting as submitted. Board Member Schauer seconded the motion, which carried by unanimous 5-0 vote. 2. ORDINANCE NO. 4-15: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AMENDING CHAPTER 66. SUBDIVISIONS. OF THE VILLAGE CODE OF ORDINANCES TO REFLECT CHANGES IN THE ADMINISTRATION AND COMPOSITION OF THE DEPARTMENT OF COMMUNITY DEVELOPMENT; SHIFTING RESPONSIBILITY FOR PROCESSING SUBDIVISION APPLICATIONS FROM THE BUILDING OFFICIAL TO THE DIRECTOR OF COMMUNITY DEVELOPMENT AND REVISING THE TERMINOLOGY THROUGHOUT THIS CHAPTER ACCORDINGLY; PROVIDING THAT EACH AND EVERY OTHER SECTION AND SUBSECTION OF CHAPTER 66. SUBDIVISIONS. SHALL REMAIN IN FULL FORCE AND EFFECT AS PREVIOUSLY ADOPTED; PROVIDING A CONFLfCTS CLAUSE, A SEVERABILITY CLAUSE, AND AUTHORITY TO CODIFY; PROVIDING AN EFFECTIVE DATE, AND FOR OTHER PURPOSES. Planning & Zoning Advisory Board Sitting as Local Planning Agency MEETING MINUTES April 16, 2015 Attorney Davis advised this ordinance related to re-structuring of the Community Development and Building Departments which placed review and signatory authority for subdivisions and plats with the Community Development Director and not the Building Official. Director of Community Development Zacarias clarified the Planning & Zoning Board reviewed new development and Village Council reviewed plats. MOTION Board Member Schauer made a motion to approve Ordinance No. 4-15; seconded by Board Member Warren. Motion carried by unanimous 5-0 vote. PUBLIC COMMENT There were no comments from the public. BOARD COMMENT Director of Community Development Zacarias announced the resignation of Board Member James Hackett and Alternate Ashley Warren as a new Board Member. One Alternate position was now open. Attorney Davis advised with the possible dissolution of the Board of Adjustment, the Planning & Zoning Board would hear residential variances. Board Member Schauer suggested Paul Brienza, who was an original member of the Board of Adjustment, be considered for the Planning & Zoning Board.
