REQUEST: For a minor site plan modification that shall include changing the building exterior
paint color and modifying the roof color and materials.
ORDER GRANTING MINOR SITE PLAN MODIFICATION
This cause came was heard upon the above application and the Tequesta Planning and Zoning
Board considered the evidence presented by the Applicant and other interested persons at a hearing
called and properly noticed. The Planning and Zoning Board being otherwise duly advised,
THEREUPON, THE TEQUESTA PLANNING AND ZONING BOARD FINDS AS FOLLOWS:
1. The subject property is located in the community commercial district (C -2) in the Vil-
lage of Tequesta.
2. The Applicant submitted all documents required by the Village's Code of Ordinances for
Planning and Zoning Board review and final action.
3. The application, all supporting documents, and presentation materials were reviewed by
the Planning and Zoning Board at a meeting on July 16, 2015, and as kept on file by the
Village, are made a part of this order and are incorporated by reference.
4. According to section 22- 53(b)(2), Planning and Zoning Board review is required and
final as the application seeks aesthetic modifications to the exterior of the existing build-
ing color and finish; it is not accompanied by any other site plan modification.
5. The applicant has applied for approval of a minor site plan modification that includes
changing the exterior paint scheme of the building and (retroactively) modifying the roof
materials and color.
6. Under the Village Code of Ordinances, the Planning and Zoning Board has the right,

power and authority to act upon the Applicant's request.
IT IS THEREUPON CONSIDERED, ORDERED AND ADJUDGED BY THE PLANNING
AND ZONINU BOARD OF THE VILLAGE OF TEQUESTA, FLORIDA, AS FOLLOWS:
The application to modify the site of a annexed property (minor modification) by changing the color
of the walls, soffit face, area under soffit, railings, soffit brackets, window and door frames; and
replace the tiled roof with a seam metal roof in Case No. SPM 07-15, regarding the above-
referenced property in the Village of Tequesta, Palm Beach County, Florida, attached to this order
as Exhibit A is hereby APPROVED.

III. BACKGROUND & STAFF ANALYSIS:
Avis/Budget Rent-a-Car & Truck, located at 19600 North US Hwy 1 in the C-2 (Community Commercial)
zoning district, was voluntarily annexed into the Village of Tequesta in 2012 and was allowed to continue
operations "as is".
"Motor vehicle dealer' is a special exception use in the C-2 zoning district, however the sale and rental of
used vehicles is a prohibited use. Further, the subject parcel does not meet the size requirement of a two
(2) acres minimum (parcel size: 0.2204 acres). This parcel is considered a non-conforming use as well as a
non-conforming use of land. Per Sec. 78-94 and 78-95, maintenance and repair of the structures containing
a non-conforming use is permitted, but "no alterations, enlargements, extensions or other modifications
shall be made except those required by law... Interior renovations or modifications that do not impact the
structure's footprint or elevations are permitted."
The Applicant is requesting approval to change the building exterior paint color and modify the roof color
and materials from tile to standing seam metal. Following the merger of Avis Car Rental with Budget Rent-
a-Car, the new color branding for franchisee buildings became light, medium and dark grey. Some minor
stucco repairs to the building fa�ade will also be done prior to re-painting. The new color scheme is
proposed as follows:
■ Sherwin-Williams SW 7064 "Passive" — soffit face
■ Sherwin-Williams SW 7072 "Online" — building exterior walls
■ Sherwin-Williams SW 7075 "Web Gray — under soffit, railings, soffit brackets, window and door
frames
In 2014, a permit was issued and work completed to install a light grey standing seam metal roof replacing
the previous royal blue tiled roofing. The subject application also includes a retroactive request for
approval of the new roof color and material (see attached building permit).
Per Sec. 22-53(b)(2), the Planning & Zoning Board will review and mal<e final determination in case of
"Aesthetic modifications to exterior building color or finish when not accompanied by any other site plan
modification".
IV. FINAL REMARKS:
The Applicant has provided photographs of the existing building colors, and has included paint color
samples. This development application met the requirements set in Section 78-334. Notice of Hearing. The
notice of public hearing was advertised in the Palm Beach Post on July 5, 2015.

reviewed by the Planning & Zoning Board. The Planning & Zoning Advisory Board meets the this�d

I would like to propose a change of color to paint our building located at
19604 N. US Hwy. 1 Tequesta. (I�tiown as the Avis/Budget building) Avis
purchased Budget and are changing all there buildings to meet new color
standards.
1'he old colors were tan and royal blue, the new colors are light gray, med.
gray, and dark gray, which will blend to the e�sting gray roof and light gray
facialsoffit recentiy done. Also as a retroac�ive, request to change the roof as
well.
With your approval, the aesthetics of the building will a11 match and keep
the national s#andard of colors for the public to recognize.
