PUBLIC HEARINGS A) Review of Proposed Village General Fund, Improvement Bond Revenue Fund, Community Development Special Revenue Fund, Capital Improvement Fund, Bond Construction Fund, Water Enterprise Fund, Refuse and Recycling Enterprise Fund, Stormwater Utility Enterprise Fund, and Special Law Enforcement Trust Fund for Fiscal Year 1998/1999. 1) Announcement of Village of Tequesta Proposed Millage Rate (6.796`/` and Percent (5.54%) by 1 • which the Proposed Millage Rate Exceeds the Rolled-Back Millage Rate (6.4399) 2) General Fund 3) Improvement Bond Revenue Fund 4) Community Development Special Revenue Fund 5) Capital Improvement Fund 6) Bond Construction Fund 7) Water Enterprise Fund 8) Refuse and Recycling Enterprise Fund i) Single-Family Home Solid Waste Collection Services Assessment - $146.28 ii) Multi-Family Home Solid Waste Collection Services Assessment - $113.16 9) Stormwater Utility Enterprise Fund 1) Equivalent Residential Unit Assessment - $74.40 10) Special Law Enforcement Trust Fund 11) Village Council Comments 12) Public Comments 13) Adoption of Proposed Millage Rate: ~ Ordinance - First Reading - Providing/ for Levying a Millage Rate of $6.79 9 per $1,000.00 of Taxable Valuation for the Fiscal Year 1998/1999; Providing an Effective Date. CONSENT AGENDA All items listed with an asterisk (*) are considered to be routine and will be enacted by one motion. There will be no separate discussion of these items unless a Village Councilmember so requests, in which event, the item will be removed from the Consent Agenda of Business and considered in its normal sequence on the Agenda. n VII. DEVELOPMENT MATTERS A) Consideration of Waiver Request for Zoning in Progress, and if Waiver is Approved, to be Followed by Special Exception Use Public Hearing and Site Plan Review for Clare Bridge, a 52 Unit Extended Care Facility at the Northeast Corner of Old Dixie Highway and Village Boulevard. (A Quasi-Judicial Hearing) 1) Swearing-In of Witnesses, if Required. 2) Disclosure of Ex-Parte Communications. 3) Testimony of Witnesses and Cross Examination, if Any 4) Finding of Fact Based Upon Competent, Substantial Evidence: a) Motion to Approve/Deny Waiver Request for Zoning in Progress B) Special Exception Use Public Hearing and Site Plan Review for the Crossings of Tequesta, an 84 Unit Independent Care Facility at the Northeast Corner of Old Dixie Highway and Village Boulevard. NEW BUSINESS A) Resolution No. 38-97/98 - Approving the Accreditation Agreement Commission for Florida Law Enforcement Accreditation, Inc. and the Tequesta Police Department and Authorizing the Mayor to Execute the Same on Behalf of the Village. (Staff Recommends Approval) B) Resolution No. 39-97/98 - Approving the Agreement Between Palm Beach Community College and Tequesta Fire-Rescue Department Providing for Educational Training of Paramedic Students and Authorizing the • 3 • Village Manager to Execute the same on Behalf of the Village. (Staff Recommends Approval) X. ANY OTHER MATTERS XI. ADJOURNMENT PLEASE TAKE NOTICE AND BE ADVISED: "If any person decides to appeal any decision made by this Council with respect to any matter considered at this meeting or hearing, he/she will need a record of the proceedings, and that, for such purpose, he/she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based." PROCEDURES FOR PUBLIC PARTICIPATION The public is encouraged to offer comments to the Village Council at their meetings during Public Hearings, Communications from Citizens and on any other agenda item. Please complete a "Comments By The Public" card and give it to the Recording Secretary. When your name is called, please step up to the podium and state, for the record, your name and address. • PUBLIC HEARINGS: Any citizen is entitled to be heard on an official agenda item under the section entitled "Public Hearings". COMMUNICATIONS FROM CITIZENS: Any citizen is entitled to be heard concerning any matter under the section entitled "Communications From Citizens". OTHER AGENDA ITEMS: Any citizen is entitled to be heard on any official agenda item when the Village Council calls for public comments . Village Council Meetings are public business meetings, and as such, the Village Council retains the right to limit discussion on any issue. NOTE: Disabled persons who need an accommodation in order to participate in this Village Council Meeting are requested to contact the Village Manager's Office at 575-6200 at least three (3) working days before this Meeting.
