SPECIAL VILLAGE COUNCIL
MEETING MINUTES
JULY 10, 1997
I. CALL TO ORDER AND ROLL CALL
The Tequesta Village Council held a special meeting at the
Village Hall, 357 Tequesta Drive, Tequesta, Florida, on
Thursday, July 10, 1997. The meeting was called to order at
5:33 P.M. by Mayor Elizabeth A. Schauer. A roll call was
taken by Betty Laur, Recording Secretary. Councilmembers
present were: Mayor Elizabeth A. Schauer, Vice Mayor Carl C.
Hansen, Alexander W. Cameron, and Joseph N. Capretta. Also in
attendance were: Village Manager Thomas G. Bradford, Village
Clerk Joann Manganiello, and Department Heads. Councilmember
Ron T. Mackail was absent from the meeting.
II. APPROVAL OF AGENDA
Vice Mayor Hansen made a motion to approve the Agenda as
submitted. Councilmember Capretta seconded the motion. The
vote on the motion was:

Carl C. Hansen - for
Alexander W. Cameron - for
Joseph N. Capretta - for
The motion was therefore passed and adopted and the Agenda
was approved as submitted.
III. COMMUNICATIONS FROM CITIZENS (NON-AGENDA ITEMS)

There were no communications from citizens.
IV. SPECIAL EXCEPTION PUBLIC HEARING AND SITE PLAN REVIEW
APPLICATION BY THE FIRST PRESBYTERIAN CHURCH OF TEQUESTA, 482
TEQUESTA DRIVE, FOR PROPOSED ADDITION TO EXISTING CHURCH
STRUCTURE. John Holton, President, Board of Trustees, First
Presbyterian Church, Applicant, (A QUASI-JUDICIAL HEARING)
1) Swearing-In of Witnesses, if Required.
Village Clerk Joann Manganiello conducted the swearing-in
of those present who planned to speak during the hearing,
including Florence Russell, 478 Tequesta Drive, Whitehall
Condominium Association President; Pat Shafer, Pastor of
First Presbyterian Church of Tequesta; Richard Anschutz,
• Senior Lay Officer of First Presbyterian Church of
Tequesta; and Scott D. Ladd, Building Official.
2) Disclosure of Ex-Parte Communications.
A poll of the Village Councilmembers revealed that none
had had ex-parte communications.
3) Testimony of Witnesses and Cross Examination, If Any.
Building Official Scott D. Ladd provided a brief overview
of the applicant's request to add a 32' x 50' addition on
the east end of the church located at the corner of
Tequesta Drive and Point Drive, at 482 Tequesta Drive.
The church sits on approximately 4.5 acres and is located
within the single-family R-1-A Zoning District. The
current existing uses are for a church and a preschool.
The surrounding adjacent properties are residential
except across Point Drive to the east where Whitehall
Condominium is located. The proposed addition is to be
used for church choir practice and to include handicap
facilities in accordance with the American Disabilities
Act. At the June 12 Village Council meeting a 9.4'
variance was granted from the requires 20' corner yard
• setback from Point Drive. This application was reviewed
by the Development Review Committee on June 17, and the

applicant had agreed to take care of all of the
Committee's comments.

Richard Anschutz, Senior Lay Officer of First
Presbyterian Church of Tequesta, thanked the Village
Council for scheduling this special meeting. Mr.
Anschutz explained that the proposed addition would
include two restrooms which would meek ADA requirements,
a music room, and a vestibule. The exterior was designed
to balance the church, repeating the design features on
the existing church building--the same shape windows and
doors, the same coquina rock, etc. Mr. Anschutz
commented that this addition would allow the music
department to vacate three or four classrooms which could
be used by the preschool. Stained glass sidelights would
be added to each side of the entrance door to match the
door on the existing building. Mr. Anschutz stressed
that the church was not just a Sunday operation, but was
used by the community almost every day of the week.
Florence Russell, President, Whitehall Condominium,
testified that the church was a wonderful neighbor. Ms.
Russell stated that her only concern was a drainage
problem existing on Point Drive and in the driveway of
the church property, which she wished to bring to the
attention of the Village and the church. Building
Official Ladd made a note to look into the drainage
problem.
Mr. Ladd verified to Councilmember Cameron that he was
satisfied that all requirements had been met. Vice Mayor
Hansen commented on the wooded area just west of the
parking lot, regarding which former Councilmember
Burckart had expressed concern that it might become a
crime area. Vice Mayor Hansen requested that the church
clean up this area to match the eastern area of the
church property. Vice Mayor Hansen explained this had
nothing to do with approving this project.
4) Finding of Fact Based Upon Competent, Substantial
Evidence:

Vice Mayor Hansen made a motion to approve the Special
Exception Use. Councilmember Cameron seconded the
motion. The vote on the motion was:

The motion was therefore passed and adopted.
b) Motion to Approve/Deny Site Plan
Building Official Ladd commented that land clearing would
be a part of the site plan approval.
• Councilmember Cameron made a motion to approve the Site
Plan. Councilmember Capretta seconded the motion. The
vote on the motion was:

Joseph N. Capretta - for
The motion was therefore passed and adopted.
Mayor Schauer directed staff to work with the applicant
regarding clearing the wooded area of the western parking
lot and addressing the drainage problem.
V. ANY OTHER MATTERS
There were no other matters to come before the Village
Council.

VI. ADJOURNMENT
Vice Mayor Hansen moved that the meeting be adjourned.
Councilmember Capretta seconded the motion. The vote on the
motion was:

The motion was therefore passed and adopted and the meeting
was adjourned at 5:49 P.M.
