CALL TO ORDER AND ROLL GALL The Tequesta Village Council held a special meeting at the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on Monday, April 28, 1997. The meeting was called to order at 7:02 P.M. by Mayor Elizabeth A. Schauer. A roll call was taken by Betty Laur, Recording Secretary. Councilmembers present were: Mayor Elizabeth A. Schauer, Vice Mayor Carl C. Hansen, Alexander W. Cameron, Joseph N. Capretta, and Ron T. Mackail. Also in attendance were: Village Manager Thomas G. Bradford, Village Attorney John C. Randolph, and Department Heads. Village Clerk Joann Manganiello was absent from the meeting. II. APPROVAL OF AGENDA Councilmember Mackail made a motion to approve the Agenda as submitted. Vice Mayor Hansen seconded the motion. The vote on the motion was: Elizabeth A. Schauer - for Carl C. Hansen - for Alexander W. Cameron - for Joseph N. Capretta - for Ron T. COMMUNICATIONS FROM CITIZENS (NON-AGENDA ITEM5) Pert Towne, 364 Fairway Drive, expressed concern that the Tequesta Preservation Association, Inc., was sending ballots to residents to vote for a Safe Neighborhood Act, and that there were two different ballots being sent out which might not be differentiated when the ballots were counted; that many people had not yet received ballots; that everyone she had spoken with was against establishing the Safe Neighborhood Association; and that she hoped the Village Council could do something to stop this action which she believed was not good for the Village since it could result in two sets of deed restrictions on property. Ms. Towne commented that ballots must be sent out from the Supervisor of Elections or the Village Clerk to be legal. IV. PUBLIC HEARINGS • ANNOUNCEMENT/NOTICE OF ATTORNEY-CLIENT SESSION CONCERNING LITIGATION IN VILLAGE OF TEQUESTA V. TOWN OF JUPITER WATER RATE DISPUTE AT A SPECIAL MEETING TO BE HELD ON TUESDAY, APRIL 29, 1997, COMMENCING 4:30 P.M. IN THE VILLAGE HALL COUNCIL CHAMBERS, 357 TEQUESTA DRIVE, TEQUESTA, FLORIDA, WHEREIN A CLOSED-DOOR ATTORNEY-CLIENT SESSION PER F.S. 286.011(8) SHALL BE HELD. John C. Bradford I) Jane Pastore, Ley & Marsass Court Reporters • Mayor Schauer read aloud the above announcement of a closed-door session and the proposed attendees. Village Village Council • Special Meeting Minutes April 28, 1997 Page 3 Attorney Randolph advised that a Court appearance for this matter was on the docket for the end of May, 1997, and requested that the closed-door session be held so that he could bring before the Village Council a proposal and receive advice. Councilmember Cameron made a motion to hold the closed-door session with the attendees as announced. Vice Mayor Hansen seconded the motion. The vote on the motion was: Elizabeth A. Schauer - for Carl C. Hansen - for Alexander W. Cameron - for Joseph N. Capretta - for Ron T. Mackail - for The motion was therefore passed and adopted. i• V. ANY OTHER MATTERS There were no other matters to come before the Village Council. XIV. ADJOURNMENT Vice Mayor Hansen moved that the meeting be adjourned. Councilmember Mackail seconded the motion. The vote on the motion was: Elizabeth A. Schauer - for Carl C. Hansen - for Alexander W. Cameron - for Joseph N. Capretta - for Ron T.
