MEETING MINUTES
JULY 19, 1996
I. CALL TO ORDER AND ROLL CALL
The Tequesta Village Council held a special meeting at the
Village Hall, 357 Tequesta Drive, Tequesta, Florida, on
Friday, July 19, 1996. The meeting was called to order at
• 4:30 P.M. by Vice Mayor Elizabeth A. Schauer. A roll call
was taken by Betty Laur, Recording Secretary.
Councilmembers present were: Vice Mayor Elizabeth A.
Schauer, Joseph N. Capretta, and Michael R. Meder. Also in
attendance were: Village Manager Thomas G. Bradford, Village
Attorney John C. Randolph, Village Clerk Joann Manganiello,
and Department Heads. Mayor Ron T. Mackail and
Councilmember Carl C. Hansen did not attend as they were on
vacation.
II. APPROVAL OF AGENDA
Councilmember Meder made a motion to approve the Agenda as
submitted. Councilmember Capretta seconded the motion. The
vote on the motion was:

The motion was therefore passed and adopted and the Agenda
was approved as submitted.
III. COI~IlKUNICATIONS FROM CITIZENS (NON-AGENDA ITEMS)
There were no communications from citizens.
IV. CONSIDERATION OF RATIFICATION OF PROPOSED MEMORANDUM OF
UNDERSTANDING BETWEEN THE VILLAGE OF TEQUESTA AND THE
COMMUNICATIONS WORI~RS OF AMERICA RELATIVE TO THE EMPLOYEES'
PENSION TRUST FUND. (STAFF RECOMMENDS APPROVAL)
• Village Manager Bradford discussed both Agenda Item IV and
V, and explained that the Communications Workers of America
and the Florida State Lodge Fraternal Order of Police had
both signed a Memorandum of Understanding with the Village,
indicating that they agreed to the terms and conditions of
the Employee Pension Trust Fund, which applied to all
employees hired after January 1, 1996; and that they agreed
that the Village Council would adopt the Memorandum of
Understanding by ordinance. Village Manager .Bradford
explained that this plan provided greater benefits than
provided by the Florida Retirement System at a lower cost to
the Village. The plan was negotiated by the Village Manager
and included conditions and discussions relative to the
firefighters, who were the current employees who would be
under the new plan. Village Manager Bradford explained that
in the interim before any police or general employees came
under the plan that it was hoped that a way could be found
that the Baard could consist exclusively of firefighters,
and that issue would be broached with those groups after the
July 31, 1996 deadline for submittal to Tallahassee. The
Village Manager also explained that the law required an
actuarial study upon adoption of a new plan to make known
the cost of the plan. The study, which was done in
December, had been amended to take into account changes
• incorporated in the Memorandum of Understanding during the
past two weeks. Village Manager Bradford explained that

each Councilmember would have a copy of the actuarial study
in their packet for the meeting where second reading would
take place. The reason for the delay was to ascertain cost
changes to the firefighter portion of the plan. Village
Manager Bradford explained that a separate motion was needed
for each ratification.
Councilmember Meder made a motion to ratify the Memorandum
of Understanding between the Village of Tequesta and the
Communications Workers of America Relative to the Employees'
Pension Trust Fund. Councilmember Capretta seconded the
motion. The vote on the motion was:

Councilmember Meder made a motion to ratify the Memorandum
of Understanding between the Village of Tequesta and the
Florida State Lodge Fraternal Order of Police Relative to
the Employees' Pension Trust Fund. Councilmember Capretta
seconded the motion. The vote on the motion was:

VI. ORDINANCE - FIRST
TEQUESTA EMPLOYEES'
APPROVAL)
READING - ESTABLISHING THE VILLAGE OF
PENSION TRUST FUND. (STAFF RECOMMENDS
Village Attorney Randolph read the above referenced
Ordinance on First Reading by title only.
Councilmember Mader made a motion to adopt the Ordinance on
First Reading by title only. Councilmember Capretta
seconded the motion. The vote on the motion was:

The motion was therefore passed and adopted.

VI. ANY OTHER MATTERS
Councilmember Mader commented that Vice Mayor Schauer had
done a good job conducting meetings in the absence of the
Mayor. There were no other matters to come before the
Village Council.
VII. ADJOURNMENT
Councilmember Mader moved that the meeting be adjourned.
Councilmember Capretta seconded the motion. The vote on the
motion was:
