Attached is a proposed work authorization to cover the replacement of the 6400 gallon sodium hydroxide and the 6400 gallon sulfuric acid bulk tanks and the replacement of both 200 gallon day tanks. Due to their harsh environment and their life cycle age these assets have met their useful life. The Engineer will perform the following tasks. 1. Prepare finals plans, specifications and bidding documents for the work and review with the Owner. 2. If required, prepare PBCHD permit docurnents, submit the pei application and act as the Owner's liaison with the agency during the permitting process. 3. Prepare bidding documents. 4. Prepare a construction cost estimate. 5. Assist the Owner with securing a bid. Evaluate the bids and make a recommendation of award. 6. Prepare contract sets. 7. Perform all 'Engineering' duties as set forth in the construction contract and administer the construction contract. 8. Provide part-time inspection services during construction. 9. Provide periodic site visits from the Engineer during construction. 10. Certify project completion to the PBCHD upon completion. For Scope Items 1 thru 5, the Engineer shall be paid a lump sum fee of fourteen thousand, five hundred dollars ($14,500). For scope items 6-10 the Engineer shall be paid a lump sum fee of seven thousand five hundred dollars ($7,500}. The compensation indicated above is predicated on the following assumptians: 1. The document will reflect the requirement that the plant will need to be maintained in service during the construction period. Temporary chemical feed facilities may be required. 2. Permit fees, if any, will be paid directly by the Village. 3. The need for heat tracing the caustic tank will be evaluated and implemented if appropriate. 4. The tank sizes and general materials of construction will remain the same as existing. Staff recammends approval of the work authorization. All tenns and conditions of said agreement shall be applicable to this Work Authorization. SCOPE Tlus project includes engineering design, permitting and bid services for the replacement of the existing Sodium Hydraxide and Sulfuric Acid Tanks at the water treaUnent plant. Upnn request, the Contractor must provide the public with access to such records in accordance with access and cost requirements of Chapter 119, Florida Statutes. Further, the Contractor shall ensure that any exempt or conf'idential records associated with this Agreement or associated with the performance of the work described in the Scope of Services are not disclosed except as authorized by law. These services were offered free to the Village since their inception as part of a franchise agreement between the Village and Comcast. As of 2007, local franchise agreements are no longer allowed by the state and Comcast has since approached us about their expiration, and the likelihood that the gratis service could be disconnected at any time. Although I has been 8 years and our connections were still technically online, they experience constant disconnects and equipment issues. The circuits are not only slow by today's standards, they are not serviced by the typical support department and the process of getting repairs is extremely time consuming and cumbersome. The new agreements replace the free circuits with standard business class service which included replacement of all lines coming into the buildings as well as all new Comcast equipment. This should ensure consistent and reliable connectivity for our remote sites that depend on it for daily business activity. These services were offered free to the Village since their inception as part of a franchise agreement between the Village and Comcast. As of 2007, local franchise agreements are no longer allowed by the state and Comcast has since approached us about their expiration, and the likelihood that the gratis service could be disconnected at any time. Although I has been 8 years and our connections were still technically online, they experience constant disconnects and equipment issues. The circuits are not only slow by today's standards, they are not serviced by the typical support department and the process of getting repairs is extremely time consuming and cumbersome. The new agreements replace the free circuits with standard business class service which included replacement of all lines coming into the buildings as well as all new Comcast equipment. This should ensure consistent and reliable connectivity for our remote sites that depend on it for daily business activity.
