November 19, 2015

The Village of Tequesta Planning and Zoning Advisory Board held a regularly scheduled
meeting at the Tequesta Village Hall, 345 Tequesta Drive, Tequesta, Florida, on Thursday,
November 19, 2015. The meeting was called to order at 5:30 p.m. A roll call was taken by
Anna Johnson, Community Development Planner, who noted the following were present:
Board Member Elizabeth Schauer, Board Member Steven P. Eagen, Alternate Board
Member Sebastian A. Loaiza and Alternate Board Member Leslee Dasher. Chair Janet
Strand, Vice Chair Michael Schmidt and Board Member Ashley Warren were absent.
Also present were Community Development Director Nilsa Zacarias and Village Attorney
Jack Rice.
APPROVAL OF AGENDA
MOTION
Board Member Eagen moved to approve the agenda as submitted; Board Member Dasher
seconded the motion, which carried by unanimous 4-0 vote.
1. APPROVAL OF PREVIOUS MEETIiVG MINUTES October 15, 2015
MOTION
Board Member Eagen moved to approve the minutes of the October 15, 2015 meeting as
submitted. Board Member Loaiza seconded the motion, which carried by unanimous 4-0
vote.
2. SPM 11-15: Application firom Tequesta Oaks Homeowners Association, Inc. for a
minor site plan modification. The applicant is requesting to remove one (1) Oak tree and
replace it with three (3) Sable Palms. The address of the proposed minor site plan
modification is 44 Live Oak Circle, Tequesta, Florida, 33469. The address of Tequesta
Oaks Homeowners Association, Inc. is P.O. Box 4483, Tequesta, FL 33469.
Attorney Rice noted the item was quasi judicial and asked the Board members for ex-parte
communications; there were none. The following person's raised their hands to be sworn in,
to speak on the item: Heather Tribou, Cotleur & Hearing, Ken Coviello, Tequesta Oaks HOA
President, Joe Verdone, Tequesta Oaks resident and Board Member Schauer.
Heather Tribou, Cotleur & Hearing Land Use Planner, representing Tequesta Oaks HOA,
offered a brief presentation regarding the neighborhood development and the plan to
remove an oak tree which had become a safety/trip hazard and marked for replacement by
three sabal palms. She felt the new trees would blend with the development, and noted her
projection in which the building could be largely threatened if the large oak remained.

Ken Coviello, 5 Oakview Court, noted HOA board members supported the proposed plan.
Board Member Schauer disclosed her involvement in the original approval process when
the trees were planted and apologized for not foreseeing potential issues with their growth
pattern.
Nilsa Zacarias, Community Development Director explained the previous site plan and
approval process associated with tree counting and tree species for neighborhoods. She felt
it very important to keep areas as they were intended and that a continued replacement of
oak trees with sabal palms must be limited, and approved through a master site plan
approval process.
Board Member Schauer explained that the trees chosen to outline Country Club Drive
where chosen to create a tunnel affect, to slow drivers. She voiced her feeling that all oak
trees within the Village had begun to, and would continue to offer recurring issues as they
matured. Board Member Schauer suggested recommendation to Council regarding for
replacement and/or future oak planting requests.
Attorney Rice suggested the Board make Board Member Schauer's suggested
recommendation to Council as a whole, and, as a separate decision from tonight's
item/approval. He then clarified the tree in question was on community property, and asked
that the HOA president, Ken Coviello confirm his intent to submit application. Mr. Coviello
responded yes.
Board Member Elizabeth Schauer stated that she would do more research and meet with
Community Development Director Nilsa Zacarias regarding the oak trees previous to
commenting.
Joe Verdone, 14 Oaks Leaf Court, voiced his support regarding alternate options over
continual replacement of the aging oaks with smaller trees. He felt the oak trees increased
the value of the homes and were part of the neighborhood(s) design. Board Member Dasher
agreed that the trees were an accent to the locale but felt rising walk areas surrounding the
tree was a safety issue which must be addressed.
MOTION
Board Member Eagen moved to approve SPM 11-15. Board Member Loaiza seconded the
motion, which carried by unanimous 4-0 vote

Upon motion by Board Member Dasher; seconded by Board Member Loaiza, and
unanimously carried, the meeting was adjourned at 5:50 p.m.
