BACKGROUND & STAFF ANALYSIS The subject property located at 731 US Highway 1 is in the C-2 (Community Commercial) zoning district. The 0.44 acre site consists of an existing two-story office building and ground parking area. Lumiere operates a detox facility in Jupiter. The subject building will be used as corporate office space (5,809 sq. ft.) and accessory laboratory space (896 sq. ft.). The applicant clarified that no samples will be taken at this facilitv. The applicant is requestingto modify the existing site by installing new landscaping, resurfacing and restriping an existing parking lot, changing the exterior building color, and other site improvements. The number of parking spaces will be siightly modified due to the addition of the dumpster and generator in the rear parking area. Per code Sec. 78-705, professional service buildings require one space per 300 square feet of gross leasable area. The subject property contains 6,705 square feet of gross leasable area, which requires a minimum 23 parking spaces. This site plan provides 31 parking spaces, including two (2) handicap spaces. In addition, the applicant is requesting to modify the existing building color to a combination of "Clipper Ship Blue-04BB 22/402 (Glidden) and Honey Locust PPU06-06 (Behr). The existing concrete biocks will remain unpainted. The applicant provided paint chips that represent the proposed color scheme for the building exterior. Photos of the existing building are labeled to show where each color will be applied (see attached application). With regard to landscaping, Steve Parker, Village Landscape Architect, reviewed the subject landscape improvements, see attached landscape review comments. Also, this application includes the following additional site improvements: • Exterior wall light fixtures • Light poles in the parking lot • Screened generator • Screened dumpster IV. FINAL REMARKS Following review and recommendation by the Planning & Zoning Board, this Site Plan Modification application will be heard by Village Council. This development application met the requirements set forth in Section 78-334 notice of hearing. The notice of hearing was advertised on March 7, 2016.
