The Tequesta Village Council held a scheduled workshop meeting at the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on Thursday, June 3, 1993. The meeting was called to order at 7:00 P.M. by Mayor Ron T. Mackail. A roll call was taken by Fran Bitters, the Recording Secretary. Councilmembers present were: Mayor Ron T. Mackail, Vice Mayor William E. Burckart, Earl L. Collings, Joseph N. Capretta, and Liz Schauer. Village Manager Thomas G. Bradford was also in attendance. Building Official, Scott Ladd and Attorney Pam McNierney sitting in for Village Attorney John C. Randolph were also in attendance. II. APPROVAL OF AGENDA Councilmember Collings moved to approve the Agenda as submitted. vice Mayor Burckart seconded the motion. The vote on the motion was: Ron T. Mackail - for Earl L. Collings - for William B. Burckart - for Joseph N. Capretta - for Liz Schauer - for the motion was therefore passed and adopted and the Agenda was approved as submitted. C Recycled Paper village Council Workshop Meeting Minutes June 3, 1993 Page 2 III. REVIEW OF FINDINGS AND RECOMMENDATIONS FROM THB TEQIIEBTA DRIVE/COIINTRY CLIIB DRIVE CORRIDOR ANALY8I8. Fred Schwartz, P.E., Rimley-Horn & Associates. Fred Schwartz gave a brief overview of the analysis and its findings: The Analysis Report, dated February 1993 and developed throughout 1992, assesses the existing and future traffic demands in the Country Club Drive/Tequesta Drive corridor. Data collected included daily traffic counts, intersection and turning movement counts, determining how much traffic comes from Martin County, traveling through Tequesta. The analysis indicated that Riverside Drive is being heavily used to short-circuit travel through the rest of the Village. Future traffic volumes were projected in the corridor, concentrating on developments which have been given approval, but not yet under construction. Tables summarizing all traffic volumes were included in the Corridor Analysis. Concurrency provisions of the Village Comprehensive Plan restrict development past the point to which the level of service can be maintained. The level of service threshold in the Village Comprehensive Plan is projected to be no more than 15,000 vehicles per day. The analysis shows that Country Club Drive is 60$ of that threshold. Tequesta Drive in the future will consume 80-96~ of that capacity. The Engineers Recommendations were: Change in the Village Comprehensive Plan, the level of service standard and the level of service threshold be lowered for Country Club Drive, making the acceptable volume 10,000 (Level C) instead of 15,000 (Level D). Traffic flow on Country Club Drive from Martin County is expected to increase to 62$ in the future, based on proposed development. If Turtle Creek traffic was added into the analysis figures, that percentage would increase markedly. It was the Engineer's recommendation that the issue of cost- sharing plans for road maintenance be addressed with Martin County. Village Council Workshop Meeting Minutes June 3, 1993 Page 3 IV. VILLAGE COIINCIL DISCIISSION ON TRAFFIC MITIGATION The Village Council questioned whether there was really an agency which would enforce the level of service threshold or level of service standard, even though it existed in the Village Comprehensive Plan, and questioned whether there were any examples where lack of concurrency restricted development in an adjacent community, especially across a county line. Attorney McNierney stated she believed there was no authority, and no specific enforcement procedures outlined in Florida Statutes. Discussions took place regarding narrowing Country Club Drive, abandoning the right-of-way to ownership by residents, changing the right-of-way from 80 feet to 60 feet, and planting trees and shrubs, making the corridor a scenic route, to not only limit traffic flow, but to slow traffic down, as well. Village Manager Bradford briefed the Village Council on what would be involved in implementing the abandonment of Country Club Drive right-of-way to residents: 1. Notify all Residents along Country Club Drive. 2. Determine how many feet of right-of-way would be involved, and the impact on residents' taxes. 3. Hold a Public Hearing. 4. Change the Comprehensive Plan to reflect a 60-foot right- of-way. 5. Make Provision for the Utilities that are in the Right- of-Way which would now be on Private Property. COMMIINICATIONS FROM CITIZENS William Treacy pointed out that there is under way a new road leading from the Shores Development, which comes right to the Island Way Bridge and will feed traffic directly down Country Club Drive. Mr. Treacy stated he was totally against Tequesta sharing with Martin County any costs for Country Club Drive. Stan Legner felt abandoning the right-of-way would not limit traffic on Country Club Drive and that the only solution would be to cul-de-sac the northernmost end of Country Club Drive, cutting off the community as is practiced in other municipalities. Village Council Workshop Meeting Minutes June 3, 1993 Page 4 Marion Hellman urged to Village Council to consider four lanes for Country Club Drive, as opposed to three lanes, since the elderly have difficulty maneuvering two lanes. She also suggested re-striping Country Club Drive. John Seeds, a new Country Club Drive resident, agreed there are some severe safety problems on Country Club Drive because of heavy traffic and fast traffic. He felt the only solution would be to close off Country Club Drive at the Martin County line. Susan Brennan agreed there appears to be no authority that would enforce traffic standards for Country Club Drive. She felt no cost-sharing monies should be received from Martin County and that the Village should play "hard ball" and cul- de-sac the end of Country Club Drive. John Cunningham applauded the Village Council for considering different options to remedy Country Club Drive traffic problems, but warned that closing off Country Club Drive would place a greater traffic hardship on Seabrook Road and Riverside Drive. Don Seay urged the Village Council to further investigate the impact increased traffic would have on Seabrook Road and Riverside Drive. The Village Council concurred that the Village Manager begin procedures for a public hearing regarding implementing the abandonment of Country Club Drive right-of-way to Country Club Drive residents. ADJOIIRNMENT There being no further matters before the Village Council, Councilmember Collings moved that the meeting be adjourned. Councilmember Capretta seconded the motion. The vote on the motion was: Ron T. Maokail - for Lis Schauer - for Joseph N. Capretta - for William E. Burokart - for Earl L. Collings - for the motion was therefore passed and adopted and the meeting was adjourned at 8:28 P.M.
