BACKGROUND The subject property is located at 731 US Highway 1 in the C-2 zoning district. The 0.44 acre site consists of an existing two-story office building and ground parking area. Lumiere operates a detox facility in Jupiter. The subject building will be used as corporate office space (5,809 sq. ft.) and accessory laboratory space (896 sq. ft.). The applicant clarified that no samples will be taken at this facilitv This application was reviewed by the Planning & Zoning Board (P&Z) on March 17, 2016. The P&Z Board recommended approval (4-0) with the following conditions: • Buildinp color: The Board found that the proposed colors (blue and yeJlowJ were too bold and not compatible with the surrounding area. They recommended that the applicant coordinate • with Community Development and proposed neutral colors that would blend well with adjacent properties. • Buildinp use: The Board recommended that this building is not to be used as a rehpbilitation facility, and that no urine or blood samples will be taken at thrs site. III. STAFF ANALYSIS The applicant is requesting to modify the existing site by installing new landscaping, resurfacing and restriping an existing parking lot, changing the exterior building color, and the following additional site improvements: • Exterior wall light fi�ures e Light poles in the parking lot • Screened generator • Screened dumpster • Screened A/C condensing unit The number of parking spaces will be slightly modified due to the addition of the dumpster and generator in the rear parking area. Per code Sec. 78-705, professional service buildings require one space per 300 square feet of gross leasable area. The subject property contains 6,705 square feet of gross leasable area, which requires a minimum 23 parking spaces. The existing concrete blocks will remain unpainted. The applicant provvided paint chips that represent the proposed color scheme for the building exterior. Photos of the existing building are labeled to show where each color ("Color 1" and "Color 2") will be applied (see attached application). With regard to landscaping, Steve Parker, Village Landscape Architect, reviewed the subject landscape improvements, see attached landscape review comments. IV. FINAL REMARKS This development application met the requirements set forth in Section 78-334 notice of hearing. The notice of hearing was advertised on April 4, 2016. The Planning & Zoning Board recommended approval of the subject application contin�ent upon the following: 1) Neutral colors must be chosen for the exterior building paint color. 2) "The application was approved as a professional service use, as defined at section 78-4 of the Official Zoning Ordinance of the Village of Tequesta, Florida. The application was not approved as a rehabilitation facility, as defined at section 78-4 of the Official Zoning Ordinance of the Village of Tequesta, Florida or for any of the uses and treatments defined at section 397.311(22), Florida Statutes (2015). Additionally, the Applicant stated no blood • or urine samples would be taken at the Subject Property." North property line does not meet 5' wide minimum perimeter planting strip requirement. Tree and hedge requirement has been partially met. b. South property line does not meet 10' wide minimum perimeter planting strip requirement, Tree and hedge requirement have been met. d. The landscaping meets Village of Tequesta guidelines for siZes, specifications and native requirements. Existing plant material that is native or in good condition is noted to remain, and existing plants that a�e non-native ar in poor condition are noted to be removed.
