the December for consideration by the Tequesta Village Council.

RESOLUTION 08-07/08
A RESOLUTION STRONGLY ENCOURAGING THE EXTENSION OF
COLONEL PAUL L. GROSSKRUGER AS COMMANDER,
JACKSONVILLE DISTRICT, U.S. ARMY CORPS OF ENGINEERS
BEYOND HIS ANTICIPATED NORMAL ROTATION DATE OF JULY
2009; ENCOURAGING OTHER CITIES IN THE JACKSONVILLE
DISTRICT AFFECTED BY LAKE OKEECHOBEE WATER RELEASES
TO PROVIDE SIMILAR SUPPORTING DOCUMENTATION; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, Colonel Paul L. Grosskruger, was appointed Commander,
Jacksonville District, U.S. Army Corps of Engineers in July 2006; and
WHEREAS, the U.S. Army Corps of Engineers normally rotates its District
Commanders approximately every three years and Colonel Grosskruger's command
assignment will most likely end in July 2009; and
WHEREAS, Colonel Grosskruger has displayed a clear understanding and
appreciation for the effects of Lake Okeechobee water releases on the rivers, estuaries
and the communities receiving the released water; and
WHEREAS, Colonel Grosskruger has shown impartiality with respect to the
various stakeholders in his approach to understanding and resolving the Lake
Okeechobee water release issues; and
WHEREAS, Colonel Grosskruger has listened to the concerns of all parties and
has kept all promises made; and
WHEREAS, it would serve the best interests of the Village of Tequesta and other
cities in the Jacksonville District, U.S. Army Corps of Engineers, affected by the Lake
Okeechobee water releases to have the U.S. Army Corps of Engineers extend the
current tour of duty of Colonel Grosskruger as Commander, Jacksonville District;
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of
Tequesta, Florida:
SECTION 1. The Tequesta Village Council respectfully requests and strongly
encourages Brigadier General Joseph Schroedel, Commander, South Atlantic Division
(joseph.schroedel.bgCa~usace.army.mil - Fax: 404-562-5002), Lieutenant General
Robert L. Van Antwerp, Commander and Chief of Engineers, Headquarters, U.S. Army
Corps of Engineers, Washington, D.C. (robert.1.vanantwerp.ltgCa~usace.army.mil -Fax:
202-761-1683), and John Paul Woodley, Jr., Assistant Secretary of the Army for Civil
Works, (c/o Kathleen.mcglynn _hgda.army.mil -Fax: 703-697-7401), to extend the
appointment of Colonel Paul L. Grosskruger as Commander, Jacksonville District, U.S.
Army Corps of Engineers, for an additional full three year term beyond his anticipated
normal rotation date of July 2009.
SECTION 2. The Village of Tequesta also encourages other cities affected by
Lake Okeechobee water releases to provide similar affirmation of support for the
extension of tour of duty for Colonel Grosskruger as Commander, Jacksonville District,
U.S. Army Corps of Engineers.
SECTION 3. This Resolution shall take effect immediately upon adoption.

Dear Councilmember Amero,
Protecting water quality and quantity in the State of Florida has been difficult
because of frequent turnover in the U. S. Army Corps of Engineer
Commanders' position of the Jacksonville District office. Florida's economy
~.s our environment. Without wise water management, our way of life and
economy will be destroyed. At this time it is critical to maintain stability at
the helm of the Army Corps of Engineers.
We are asking that your jurisdiction adopt a resolution as soon as possible
encouraging the extension of Colonel Paul L. Grosskruger as Commander of
aacksonville, District, U. S. Army Corps of Engineers beyond his anticipated
.normal rotation date of July, 2009. For the first time in this last year and one-
half we have begun to make progress solving these complex water issues
because of Colonel Grosskruger's inclusive leadership style.
