Re: GRANT APPLICATION
This is to inform you of my knowledge and support of the grant application through the Florida
Inland Navigation District. If successful, a subsequent request is expected to come before the
Village Council for the purchase of a new boat. The Police Department has been working
together with the Fire Department to jointly acquire a new vessel to replace our current vessel
which is not only aging but continuing to have structural and mechanical issues.
We will be using asset forfeiture funds from the Law Enforcement Trust Fund for our portion of
the matching grant. In addition, we are also exploring other avenues of funding; namely,
Homeland Security grants which, if received, will ultimately decrease the portion which the
Village will be responsible for. I understand these funds will need to be approved by the Village
Council but is one of the permissible uses according to the DOJ and DOT guidelines.

The Tequesta Fire-Rescue Dept has com�leted a matching grant applica#ian from the Florida Inland

and the Fire Dept.
The Marine Unit is used by Tequesta Police fa' taw enforcement on the water but has a�o been used by
the Pofice to perform a number of rescues ofi persons in troub� in or an the water. The Fire-Rescue Dept.
is the onty agency in the County that ptovides Advanced L'de Support (ALS) Medi�E Care on the water.
There is no other agency m northem Paim Beach County that can provide EMS on the water 247. The Fire
Dept. also uses the Marine Unit as a pfatform fa' the Dive Team_ Additior►atty, in this grant we have added
the capability c�f marine firefxjhting. Again, there is no agency in northem Palm Beach County that provides
marine firefighting. The vesset #hat we have chosen costs 5265,000-�• The total graM applic�ation is
$60,000_�, which is the maximum albwed by the Florkla Inland Navigation District. V1ftfi this grant the

In conjunctwn with the preparafion of the required resolution authorizing the grant application, I
am providing this brief Memorandum that points out the pertinent rules associafed with the
appiication for, and use of, FIND grant funds for the Tequesta Marine Unit:
1. Rule fi68-2 F.A.C. applies to the FIND grant the Viiage is appfying for.
2. The grant is structured as a reimbursable and matching fund grant. {�arine firefigh6ng and
law enforcement vessels are eligible for a maximum of $60,Qa0.OQ in grant funds, which can
comprise no more #han 50% of the tatat cast of the vesset being purchased.
3. !f the grant application is approved, the Villaga witl enter into a Project Agreement with
FIND. The agreement wili provide that the �tlage must show evidence that it has the
necessary funds above and b�yond,the grant award to comple#e the project (in aur case,
acquire the vesse!). Per the appiication prepared by Peter Allen,_ the Village would be
required to spend $205,fl00.00 of its own funds to complete the purchase. (t is my
understanding that the Vitlage would pay the full $265,000.00 up front and then be
reimbursed up to $60,000.00 in F1ND grant maney.
4. As part of the apptication, the Vllage is required to adopt a resotution authorizing the
submission of the grant application and agreeing to abide by these rufes (668-2 F.A.C.). 1
have prepared a resolution that contains the appropriate language. However, I note that the
rule indicates tMe fonn resaiufion included in the grant appiica6on papenuork shauld be
used. As such, it is my suggestion that the appropriate staff personnel transpose my
language into the PDF application form.
5. After purchase af the vesset, the �Ilage will be responsible for 100°k of a11 maintenance
cos#s associated with the �ressef, and it must be properly maintained throughout its useful
iife. In addifion, the rule requires the Ullage #Q adcnowledge the FlND gfant contribution by
the erectian of a permanent sign. Since our project is the purchase of a marine vessel, we
should get further guidance from FtND in terms o# where and how they want the
acknowledgement sign to be erected (on the vessel itself? At Village haN or the Police
Department? At the marina? Svmething else?)

The Viliage of Tequesta, through the operations of its Potice and Fire-Resceae Departments have
provided Law ErYforcement, Marine EMS and Dive-Rescue services to the residents and visitors of
Tequesta, Jupi#er and southern Martin County for the last eight years. The vessei that we cuITently
use has reached the end of i#s serviceabiiity and afso has some {imiting #actors. With the purchase of
a new Marine Unit we wilt be able to continue providing those services as welt as improve our
operation by inc�r�rating several new features, including Marine Fire Suppression. This project is
intended to provide funding toward that purchase.

Without our boat there is no marine Emergency Medicat Senrices and no marine Firefighting
capability in northem Palm 8each County or southem Martin County. In fact, as far as we
knaw, we are the only provider of Marine EAAS north of Boca Raton.
! do not believe our Marine Unit is referenced in any marine management, publie access or
comp plan but we are certainly referenced in law enforcement and fire-rescue pfans.

those monies for the last eight years.

we can aiso hefp keep boats from buming to the wateriine and either sinking or becoming a
hazard to navigation and possibly a dereiict vessel.

accidents will happen, and we expect to respond to over 95°� of the calls fhat we receive.
Historically we are at 100°!o but there could be times of simuttaneous calis.

area.
We respond to anywhere that we are called to, regardless of geograph9cal t�undaries.
However, a realistic response time requires a limited area so 5 miles north and 5 mites south af
the Jupiter 1nlet in the iCW and to fhe end of atl three forks of the Loxahatchee River.
c) Does the project fulfill a particular community need?
Yes. There is no one else in northem Palm Beach or southem Martin Counfies who provide
this service, which in many cases is a truly life-saving servic�.

As a partion of our services we also provide a"Nauticai Club" for youth where we teach them
boattng safety and where they eam their Safe Boater certification. We use this Marine Unit to
take thoss children out to provide hands-on leaming about boating and our area.

boater safety?
We provide the Nautical Club describeci above which promotes boater safety education and we
