Box 3273 Tequesta, FL 33469 Dear Mr. Couzzo: At a recent meeting, the Issues Forum suggested a need to reacquaint local governments of the purpose of the Countywide Intergovernmental Coordination Program. To that end I would like to provide a brief overview. Established in the fall of 1993 through two interlocal agreements, this program was designed to provide an interjurisdictional plan amendment review process and a method to address countywide issues with equal representation by each municipality, the County, the School Board, the South Florida Water Management District,. and special districts. One agreement establishes IPARC, professional planners that serve as technical staff, and a process to notify surrounding communities of comprehensive plan amendments prior to the public hearing to resolve potential conflicts early on. The other agreement establishes the Issues Forum, elected officials, and a process to discuss countywide issues and develop, through consensus building, a way to effectively address them. Also, since the formation of the program, requirements of both Chapter 163.31.77 (6) (a) F.S. School Siting and Chapter ] 63.3177(h) F.S. ICE (Intergovernmental Coordination Element) were met using the two existing interlocal agreements. As a signatory to the interlocal agreements, each local government must submit plan amendments 30 days prior to their transmittal hearing; designate a representative to the Issues Forum; allow professional planning staff to serve on IPARC; and pay an annual membership fee for the administration of the Clearinghouse. This year the Executive Committee adopted the annual budget with an annual fee of $895.00. This is to be paid to the Town of Lantana prior to November 15, 2007. Enclosed is an invoice to assist in the prompt payment of this fee. The next meeting is scheduled for November 29`" at 10:30 am in the Lantana Council Chambers. A schedule for the upcoming year will be decided at that meeting.
