HomeMy WebLinkAboutMinutes_Workshop_05/27/2008MINUTES VILLAGE OF TEQUESTA WORKSHOP VILLAGE COUNCIL CHAMBERS TUESDAY, MAY 27, 2008 Call to Order and Roll Call The meeting was called to order by Mayor Pat Watkins at 5:34 p.m. A roll call was taken by Village Clerk Lori McWilliams. Present were: Mayor Pat Watkins, Vice Mayor Calvin Turnquest, Council Member Arena, Council Member Humpage, and Council Member Tom Paterno. Also in attendance were: Manager Michael R. Couzzo, Jr., Village Attorney White, Finance Director Forsythe, and Village Clerk Lori McWilliams. New Business 1. Discussion on Water Rates Council Member Arena suggested a percentage increase across the board as opposed to a step increase. Mayor Watkins suggested a small increase for approximately six months and then reassess the situation. Council Member Paterno stated he wanted everyone to pay the same percentage. Council Member Humpage stated he preferred to go with a 12% increase and then reassess after six months and Council could lower or raise the rates at the time if necessary. Council Member Paterno asked Council to request a special exemption from the South Florida Water Management District for watering purposes. Ms. Geraldine Genco Dube, 7 Country Club Circle, stated the resolution provided was the same as the one not adopted during the May meeting. Council Member Arena suggested applying for grants. Council Member Paterno recommended an indexing to cover costs and the difference should be set aside for capital; and remain at the same blocks with a percentage increase across the board, He stated if you adjust one block then all blocks would need to be adjusted. Ms. Genco Dube discussed in her opinion the easiest way to see how a 12% increase across the board would affect the residents; stated a 12% increase would be a windfall to the Village and residents using steps 1-3. Consensus of Council (Humpage, Paterno, Arena, Turnquest) agreed to have the Village Manager pull numbers with the original steps 0-12 with a 12% increase across the board. Mayor Watkins did not believe there was enough information available on the impact to the utilities. She reserved the right to say she was not comfortable with the results. Council Member Paterno voiced concern with the incorrect billing and refunds.
