Submitted for your consideration and approval is my request to authorize to adopt a schedule of fees and charges for the provisions of water services rendered by the Village of Tequesta for its citizens and other members of the public. I respectfully request that Council approve the Water Treatment Plant Expansion work authorization. RESOLUTION NO. 19-08 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, ADOPTING A SCHEDULE OF FEES AND CHARGES FOR THE PROVISION OF WATER SERVICES RENDERED BY THE VILLAGE OF TEQUESTA FOR ITS CITIZENS AND OTHER MEMBERS OF THE PUBLIC; PROVIDING THAT THIS SCHEDULE OF FEES AND CHARGES SHALL BE AVAILABLE FOR INSPECTION AT ALL TIMES AT THE VILLAGE HALL DURING REGULAR BUSINESS HOURS; PROVIDING AND EFFECTIVE DATE; AN FOR OTHER PURPOSES. WHEREAS, the Village Council of the Village of Tequesta, Florida, desires to adopt a schedule of fees and charges relating to the provision of water and wastewater services rendered by the Village for the citizens of the Village of Tequesta and for other members of the public; and WHEREAS, the Village Council desires to incorporate all such fees and charges assessed in accordance with Section 74-61. of the Code of Ordinances into one comprehensive fee schedule; and WHEREAS, the Village Council desires to make certain the schedule of fees and charges is available for inspection such that any member of the public may be aware of the cost of each and every service provided by the Village Department of Utilities. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1: The Village Council of the Village of Tequesta, Florida, hereby officially adopts the Schedule of Fees and Charges attached hereto as AExhibit A@ and made part hereof as if fully set forth herein. Couzzo, Jr.~-> -- Date: 6/9/2008 Re: Resolution No. 19-08 - A resolution of the Village Council of the Village of Tequesta, Florida, adopting a schedule of fees and charges for the provision of water services rendered by the Village of Tequesta for its citizens and other members of the public; providing that this schedule of fees and charges shall be available for inspection at all times at the Village Hall during regular business hours; providing and effective date; and for other purposes. After months of consideration and analysis by staff and our consultants a schedule of rates and charges has been finalized for your consideration. Initially a 24% rate increase was proposed for the upcoming year. The increase was based upon water restrictions resulting in reduced revenues, system wide projected repair and replacement needs, and the future expansion of the water facility. A review of the consultants' findings and discussions with our utility engineers resulted in a reduction in the proposed rate increase from 24% to 12% in the upcoming year. In these uncertain economic times when it appears that every day consumers are faced with the bad news of increasing costs at all levels, every effort must be made to avoid increasing rates. I believe our consultants have worked hard and have produced a proposal that they feel meets the upcoming needs of the utility, a difficult task as it involves a number of variables. As I continue to review the data and reflect on the additional impact it will have on our residents, I respectfully request that the proposed legislation be deferred to the regularly schedule Village Council meeting in October, 2008. The additional time will allow me the opportunity to better assess the impact of the mandatory water restrictions (and monitor any changes during the rainy season), and evaluate the proposed capital improvements and alternatives. I appreciate your consideration of my request, and know it is my desire to minimize or eliminate any rate increase.
