Interplan LLC is in the process of assembling the requirements for a Re-Platting process. Regions Bank is proposing to build a 3,820 sq. ft. bank. All zoning requirements have been met and the signage is in compliance with our Sign Ordinance The Community Development Department submitted a site plan for DRC review and comment. All responses were forwarded to Regions Bank and the necessary changes are reflected on the current plans. The following list is a status of all outside permits and approvals. Pursuant to Section 337.403(1), Florida Statues, any utility placed upon, under, over, or along any public road or publicly owned rail corridor that is found by FDOT to be unreasonably interfering in any way with the convenient, safe, or continuous use, or maintenance, improvement, extension, or expansion, of such public road or publicly owned rail corridor shall, upon thirty (30) days written notice to the utility~agt (~~', be removed or relocated by such utility at its own expense except as provided in paragraphs (a) and (b), and except for reimbursem hts e o In previously executed subordination and Railroad Utility Agreements, and shall apply to all successors and assigns for the permitted facility. 9. It is agreed that in the event the relocation of said utilities are scheduled to be done simultaneously with the FDOT's construction work, the Permittee will coordinate with the FDOT before proceeding and shall cooperate with the FDOT's contractor to arrange the sequence of work so as not to delay the work of the FDOT's contractor, defend any legal claims of the FDOT's contractor due to delays caused by the Permittee's failure to comply with the approved schedule, and shall comply with all provisions of the law and the FDOT's curcent UAM. The Pemtittee shall not be responsible for delay beyond its control. 10. In the case of non-compliance with the FDOT's requirements in effect as of the date this permit is approved, this permit is void and the facility will have to be brought into compliance or removed from the RIW at no cost to the FDOT, exceptfor reimbursement rights setforth in previously executed subordination and Railroad Utility Agreements. The FDOT may initiate injunctive proceedings as provided in s.120.69 to enforce provisions of this subsection or any rule or order issued or entered into pursuant thereto. Pursuant to Section 337.402, Florida Statutes, when any public road or publicly owned rail corridor is damaged or impaired in any way because of the installation, inspection, or repair of a utility located on such road or publicly owned rail corridor, the owner of the utility shall, at his or her own expense, restore the road or publicly owned rail corridor to its original condition before such damage. If the owner fails to make such restoration, the authority is authorized to do so and charge the cost thereof against the owner under the provisions of s.337.404, 18. The Permittee shall comply with all provisions of Chapter 556, Florida Statutes, Underground Facilities Damage Prevention and Safety Act. 19. Comment: Please submit water quality calculations, exfiltration trench calculations including test results on how the K valve was determine, evidence that 95% of the 3 year, 24 hour storm event will be maintained on-site per Ordinance 78-331 and all assumptions used to design the site. Comment: There is no mention of the site being fenced/secured during the demolition phase. I would encourage that this is given strong consideration for life safety and liability concerns. Comment: I was not able to specifically locate the ATM; lighting here should be sufficient to provide for security and allow for natural observation I would recommend the use of metal halide lighting here. Comment: I am concerned about the following plant selections: • Florida Elm do not tend to fare well in Tequesta. I would recommend Live Oak, East Palatka Holly and Ilex "Nellie Stevens" instead. • Washington Palms tend to grow tall very fast. Eventually they will be out of scale with the proposed building. Many of the taller Washington Palms fell over or broke in half during the previous hurricanes. I would recommend Cabbage Palms, Foxtail Palms or Alexander Palms instead. • A large amount of Lantana and Society Garlic are proposed. Overtime, these plants tend to die out and disappear. I would recommend more long term, hardy plants including Dwarf Yaupon Holly, Parsons Juniper, Green Island Ficus, Conntie and Dwarf 'Pringies' Yew. • One (1) gallon Liriope often has problems becoming established initially after being planted. I would recommend 3 gallon Liriope instead (with the total quantity reduced accordingly). Response: Elms changed to Live Oaks. Washington Palms changed to Cabbage Palms. Lantana changed to Coontie and Society Garlic changed to Green Island Ficus. Liriope adjusted as recommended. 5. Comment: Show the existing concrete block wall along the east property line (as noted on Sheet C 1). Response: Wall is now shown on sheets L1 and L2. 6. Comment: Revise the plan to note the existing trees to be removed are Ficus trees and not Oak trees. The existing tree to remain is also a Ficus tree. Response: Notes adjusted on sheet L1. 7. Comment: The 11 " x 17" reduced plan is difficult to read. If possible, I would prefer a full size 24" x 36" plan for the next review. Response: Acknowledged. Comment: Water supply for the project must be modeled and capable of providing the required fire flow as established by the Insurance Service Office (ISO). If the existing water supply does not meet the required fire flow, the developer will have to make off-site modification to the water supply system to meet this standard. Additional information is needed to calculate the required fire flow analysis for this project. Response: Afire flow test will be scheduled prior to any building permit. In the event the required flow is not met, an additional fire hydrant will be added within this property. 3. Comment: Fire hydrants must be spaced with a maximum distance of 300 feet and no more than 300 feet from the furthest portion of the most remote building. Additional fire hydrants may be needed on the property to comply with the ISO Fire Flow requirements and fire department operations. Response: Acknowledged. Per City standard, a fire hydrant must be no more than five hundred feet (500') apart. Client will verify if a fire hydrant exists to the south of the site and is within three hundred feet (300') of the furthest portion of the most remote building. 4.
