Home My WebLink AboutMinutes_Engineering Services Ranking_03/24/2016 MINUTES VILLAGE OF TEQUESTA ENGINEERING SERVICES March 24, 2016 RATE NEGOTIATIONS CALL TO ORDER AND ROLL CALL The meeting was called to order at 9:16 a.m. by Village Manager Michael Couzzo. In attendance were: Michael Couzzo, Village Manager; Sam Heady, Deputy Utility Director; Keith Davis, Village Attorney; and Village Clerk McWilliams. Mock Roos Representatives from Mock Roos provided their draft rate schedule, explained they were one firm from West Palm Beach, founded in 1954, and have 27 employees (13 professional engineers). Other municipal clients include Town of Palm Beach and the City of West Palm Beach. Detailed discussion ensued between the Village Manager and the representatives regarding the Village's water plans, renovations, capital improvements, hour rates versus lump sum rates, staffing on the projects and staffing hourly rates, contingencies (manager not big on contingencies), and needs of the village. Mr. Heady asked to lower the Senior Field Representative hourly fee from $115 to $105 and Mock Roos agreed. Mr. Couzzo stated he liked redundancy in the system and the engineer must be pro- active. The meeting with Mock Roos was adjourned at 9:46 a.m. and the meeting with Kimley Horn was called to order at 10:01 a.m. Kimley Horn Representatives from Kimley Horn provided their draft rate schedule. Mr. Reese of Kimley Horn stated he would fill in as the project manager. Detailed discussion ensued between the Village Manager and the representatives regarding increment billing (1/2 hour per Mr. Horn), detailed invoices, lump sum versus hourly, and historical knowledge of the project. Mr. Couzzo explained the proposed 4% increase was problematic and the Kimley Horn representative stated he would make it the current CPI. Discussion continued on travel costs (included in rates), staff who would complete the bulk of the work, and contingencies (manager not big on contingencies — wants it figured into lump sum).
