PURPOSE:
To establish responsibility for procurement, issuance, accountability, and maintenance of agency-
owned property.
SCOPE:
This order applies to all members.
DISCUSSION:
The Police Department is committed to the careful management and control of all property.
POLICY:
All agency property, equipment, and other assets will be maintained and controlled to insure their
functional readiness.
PROCEDURE:
I. PROPERTY PROCUREMENT AND ACCOUNTABILITY:
A.
Each division shall be responsible for the procurement or requisitioning and accountability of agency-owned
property. This includes all office supplies, installed and un-installed property, and all other needed property.
B.
The Chief designates the department quarter master, armorer, and division supervisors to monitor and control
all equipment issued or assigned.
II. PROPERTY MAINTENANCE:
The maintenance, distribution and issuance of agency owned property to
authorized personnel shall be the responsibility of the quartermaster and certain other personnel as directed by the
Chief of Police.

A.
The quartermaster shall be accountable for agency-owned property and shall maintain stored items in a
G.O. 6.7
state of operational readiness.
B.
All stored items or special equipment assigned
to divisions shall be maintained and regularly inspected for operational readiness by the appropriate division
supervisor, or by a formal staff inspection, if so directed by the Chief of Police.
C.
All employees shall be held accountable for property issued to them.
D.
All employees shall maintain issued equipment and supplies and make timely notification to the appropriate
supervisor for necessary repairs or replacements, or effect direct notification to the quartermaster.
E.
First-line supervisors and other appropriate supervisors will have the responsibility of checking the condition
of agency-owned property issued to personnel under their supervision as part of routine inspectional duties.
F.
All agency-owned property will undergo a formal inspection in a timely manner as determined by the Chief of
Police through a staff inspection process.
III. ISSUING PROPERTY:
A.
Employees or members who are authorized by the Chief of Police to be issued clothing, equipment, supplies
or other property shall include sworn police officers (full-time and reserve), dispatchers, support service
personnel, and other appropriate positions.

Authorized users will be issued all necessary property and equipment by the department
quartermaster upon completion of the necessary paperwork.

The department quartermaster is responsible for receiving all equipment and items issued to an employee upon
their leaving the department. The department quartermaster will inspect all items and equipment and determine
re-issuing of such items and equipment to new personnel if condition is in good order.
IV. LOST OR DAMAGED PROPERTY:
Notification of any lost or damaged property will be immediately
documented on a memorandum and forwarded to the member’s immediate supervisor.
