PURPOSE:
To establish guidelines for the law enforcement officer field training program.
SCOPE:
This order applies to all law enforcement officers.
POLICY:
All newly appointed law enforcement officers are required to successfully complete an “on the job” field-
training program designed to acquaint them with agency policies, procedures, and rules and regulations.

PROCEDURE:
I. DUTIES AND RESPONSIBILITIES:
A.
The Training Supervisor is responsible for the administration of the Field Training Program to include:
1.
Final approval of members selected as Field Training Officers and,
2.
Annual review of the Field Training Program.
3.
Managing the Field Training Program and keeping FTO manuals current.
4.
Rotating assignments to allow trainees to experience a variety of law enforcement situations.
B. Field Training Officers:
Selection of Field Training Officers will be based on the individual’s job
performance and employment history. Officers appointed as Field Training Officers (FTO's) must successfully
complete a 40-hour Field Training Officer training program. FTO's will report matters concerning the Field
Training Program to their sergeant. Their duties will include:

Directing the activities of trainees.

Providing instructions
a.
agency policies, procedures, and rules and regulations.
b.
orientation to the agency’s role, purpose, and goals.
c.
working conditions and regulations.
d.
rights and responsibilities of the member.
e.
the accreditation process.

Documenting training.
4.
Evaluating trainee job performance.
II. GLOSSARY:
FIELD TRAINING MANUAL - The Field Training Manual provides guidelines and procedures for the
administration of the Field Training Program. The manual outlines the selection criteria, responsibilities, and
training requirements of the Field Training Officer. The manual also provides the criteria for the evaluation of each
recruit officer.

FIELD TRAINING OFFICER (FTO) - A specially trained law enforcement officer who is responsible for providing on-
the-job training to newly appointed officers.
FIELD TRAINING PROGRAM - A 12-week program that provides on-the-job training and evaluation of newly
appointed law enforcement officers.
