PURPOSE:
To establish operator qualifications and criteria for specialized vehicles.
SCOPE:
This order applies to all members involved in the operation or use of specialized equipment and special
purpose vehicles described herein.
PROCEDURE:
I. BICYCLES:
Bicycles are utilized by officers for use where close citizen contact is desired.
A. Deployment:
Deployment of a bicycle unit must be authorized by the officer’s immediate
supervisor.
B. Restrictions:
The use of the police bicycle is limited to officers who have completed an approved police bicycle
training class.

The assigned bicycle officer(s) are authorized to use the police bicycle within the confines of
their duties as police officers.
2.
Any other usage of the police bicycle will be addressed through the chain of command.
C. Maintenance:
Each bicycle officer is responsible for coordinating the maintenance and repair of an
assigned bicycle; requests for repair or maintenance will be approved by the Support Services Commander.
D. Equipment:
Each bicycle will be equipped with the following:
1.
A light system that includes a headlight and red taillight;
2.
A water bottle with a holder;
3.
Rear rack and container for equipment storage.

The operator will have a TPD radio and must wear an ANSI approved helmet.
E. Weather Conditions:
The bike patrol is designed to be used during good weather. The bike patrol is not
intended to be used during long term inclement weather. Officers should dress for short term inclement weather
conditions.
F. Fluids:
It is important for bike officers to drink water or electrolyte replacers, such as Gatorade, throughout
their shift.

A.Patrol Vessel:
Provisions for the maintenance and operation of the Patrol Vessel are outlined in General
Order 16.5 – Police Marine Unit.
