Couzzo, Village M na From: James M. Weinand, Fire Chie Date: September 20, 2007 Subject: Needle Disposal Program fo roper disposal of Bio-Hazardous Waste. Attached is a draft of the proposed Needle Disposal Program for the Village of Tequesta. In this draft program, fees have been proposed to cover the cost of the containers and disposal fees. I am requesting that the Village Council review this fee schedule to approve or adjust the fees to a level they feel is appropriate. The costs associated with this type of program will fluctuate over time. Therefore, I am requesting that the Council provide me with a directive such as: 1."The Fire-Rescue Department shall not charge a user fee for this service." 2. "Fees will be established by the Fire-Rescue Department and adjusted accordingly to cover the actual costs of the containers and associated disposal fees, with a loo mark up for non-residents". 3. "Fees will be established by the Fire-Rescue Department and adjusted accordingly at 50 over actual costs of materials and disposal fees, with a 25o mark up for non-residents". The current cost of the 1 quart container is $2.75 and it has a disposal cost of $0.75. The 4.7 quart container costs $4.50 and has a disposal cost $3.75. If you see fit, please forward this contract to Council for consideration at the October 2007, Village Council meeting. Attch. M:Wdministration Documents\Village Manager\Needle Disposal Program.doc Needle Disposal Program The Village of Tequesta Fire Rescue Needle Disposal Program is designed as a community service to assist residents with a safe and environmentally sound method to dispose of used needles, syringes, and lancets (sharps). The improper disposal of sharps threatens the safety of every member of our community: • They clog sewer lift stations. • They end up at recycling centers among the cans and plastics. • They puncture solid waste containers and place at risk workers along collection routes and at the landfill. • They can be contaminated with hepatitis, HIV, AIDS, and other potentially fatal diseases. Associated Fees • Containers costs: 1 quart $2.75 or 4.7 quart $4.50; .25% more for non-residents • Disposal Fee: 1 quart $0.75 or 4.7 quart $3.75; .25% more for non-residents How the Program Works • Stop by Tequesta Fire Rescue during regular business hours: 8:30 to 5:00 M-F. • Ask for an approved sharps container. • Personal check orcash -exact payment is required. • Take the container home and place it out of reach of children. • Perform your routine blood test, ect. • Administer your normal injection. • Dispose of your syringes and lancets completely intact. Do not clip the needle. Do not recap the needle. • When the container is % full, permanently close the top following the directions. • Return the filled sharps container to: Tequesta Fire Rescue, 357 Tequesta Drive, during regular business hours for proper disposal, and purchase another container at that site. All professionals and businesses are regulated under state and federal biohazard waste laws and may not participate.
