SUBJECT: Historic Preservarion Coinmittee
'The Historic Preservation Committee was founded in 2008 with the intended purpose of providing
recognition, preservation and protection of the Village's historical artifacts such as docutnents,
memorabilia and other physical assets of a historical nature or cultural significance. Once the
committee was established, a great deal of work took place including:
• Reaching out to all 25+ year residents of the Village who may have items of historical
importance
• Placement of former/current Council name plates in the Chambers
• Creation of the historical memorabilia display cases in the lobby
' • Wall mounts for placement of artwork and historical photos
' � Archiving historical memorabilia into a Village Historical Collecrion (done by Clerks Office

While the new History Committee members were going through their orientation, they discussed
how the Sunshine Law requirements for this type of committee were unrealistic and make
communications and work progress difficult and complicated. After addressing the committee
concerns with legal and possible options, the committee suggested we dissolve the history
committee as appointed by Council and allow the members to serve as Clerk's Office volunteers
(similar to the COP volunteers) and work under the Village Clerks direction. This will effectively
allow the members to work together at times convenient to their schedules archiving and
interviewing residents without the cumbersome formal meeting stigma.
It is my recommendarion that we disband the history committee and place the volunteers under the
Village Clerk's direcrion.

RESOLUTION NO. 29-16
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, FLORIDA, DISSOLVING THE ffiSTORICAL
PRESERVATION COMIVIITTEE, PROVIDING FOR SEVERABILITY;
PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
WHEREAS, the Village Council of the Village of Tequesta created the Historical
Preservation Committee in 2008 to providing for the recognition and promotion of historic
artifacts and sites through educational and cultural events; and enliancing the cultural
significance of the Village's historical objects; and
WHEREAS, the Historic Preservation Committee was to meet at least quarterly in June,
September, December and March of year and more often if necessary; and
WHEREAS, due to the na.ture of the work to be completed by the committee members, it
was determined that a formal committee held to the Sunshine Law was unrealistic to completing
the archiving of historical memorabilia; and
WHEREAS, the current Historical Preservation Committee members have requested the
committee be dissolved as appointed by Council and the members serve as volunteers of the
Clerk's Office and work under the direction of the Village Clerk.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1 Resolution 29-16 hereby dissolves the Historic Preservation Committee.
Section 2 The Village Council directs that volunteers shall serve under the Village
Clerk's Office to archive historical artifacts and memorabilia and interview residents for the
archives.
Section 3 Council sha11 continue to budget $2,500 annually and make available to
the Clerk's Office said funds for the materials necessary to preserve the historic value of Village
artifacts. Additionally, the Clerk's Office has the authority to accept donations from the public
to supplement the annual budget. Donations should be made payable to the Village of Tequesta.
Section 4 This Resolution shall become effective immediately upon passage.

A RESOLUTION OF THE VILLAGE COUNCIL OF
THE VILLAGE OF TEQUESTA, FLORIDA,
ESTABLISHING A HISTORIC PRESERVATION
COMMITTEE TO BE KNOWN AS THE VILLAGE OF
TEQUESTA HISTORIC PRESERVATION
COMMITTEE; ESTABLISHING ITS PURPOSE;
PROVIDING FOR ITS CONSTITUTION; PROVIDING
AN EFFECTIVE DATE, AND FOR OTHER
PURPOSES
WHEREAS, it is the desire of the Village Council to recognize the
importance of the Village's historic resources and to encourage awareness of its
historical artifacts; and
WHEREAS, within the Village of Tequesta there are historic artifacts
which are regarded as irreplaceable assets to the cultural and social fabric of the
Village; and
WHERAS, the Village Council desires to establish a Historic Preservation
Committee for the purpose of providing for the recognition and promotion of
historic artifacts and sites through educational and cultural events; and
enhancing the cultural significance of the Village's historical objects.
NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, FLORIDA, AS FOLLOWS:
Section 1. The Village Council hereby authorizes the formation of a Historic
Preservation Committee to be known as the Historic Preservation Committee.
The specific purpose of the Committee shall be to provide for the recognition and
promotion of historic artifacts through educational and cultural events; and to
enhance the cultural significance of the Village's historical objects. It is hereby
declared that the protection of historical artifacts, documents, memorabilia and
other physical assets of a historical nature or cultural significance is in the best
interest of the residents and visitors of Tequesta.
Section 2. An artifact is hereby deemed to be any object, document,
memorabilia or other non-structural physical asset that depicts or provides useful
information concerning an historic event, lifestyle, cultural attribute, or social
condition of the earlier and current inhabitants of Tequesta.

Section 3. The Historic Presenration Committee shall consist of five (5)
members, all of whom shall be year round residents and registered voters of
Tequesta. Each Village Council Member shall appoint one (1) member to the
Committee. Members shall demonstrate a positive interest in the historic
preservation of the Village's architectural and incorporation history.
Section 4. Terms of inembers of the committee will generally be two (2) years;
however upon the initial appointment, finro members (Seats 2 and 4) will only
serve one (1) year terms while three members (Seats 1, 3 and 5) will serve two
(2) year terms to� allow for staggering. Members may serve for more than one
, term and each member shall serve until the appointment of a successor.
Vacancies shall be filled upon expiration of the term, or in the case of resignation,
death or three consecutive absences, the vacancy will be filled for the remainder
of the term by the appropriate Council Member. Members will serve without
compensation. ,
Section 5. The Committee will elect a Chair and Vice-Chair who will serve in
said capacity for a one (1) year term. The Vice-Chair will act as Chair in the
absence of the Chair and shall have all powers of the Chair. The Village Clerk
will be responsible for maintaining written records of the proceedings.
Section 6. A simple majority of the committee shalf constitute a quorum for the
transaction of business.
Section 7. The Committee shall meet at least quarterly in June, September,
December, and March of each year and more often if necessary.
Section 8. The Committee can from time to time appoint Honorary Members
for their years of service to the Village, length of residency or accomplishments.
Honorary Members are not Committee Members and have no vote, unless
appointed as a Regular Member.
Section 9. Council shall budget $2,500 annually beginning with the 2008/09
FY Budget and make available to the Committee said funds for the materials
necessary to preserve the historic value of Village artifacts. Additionally, the
Committee has the authority to accept donations from the public to supplement
the annual budget. Donations should be made payable to the Village of
Tequesta Historic Preservation account.

CALL TO ORDER AND ROLL CALL
The meeting was called to order at 2:38 p.m. A roll call was taken by Historic Preservation
Committee-Chair Pat Watkins. Present were: Vice-Chair Marcia Nielson, Committee-
Member Kathy Greene, Village Clerk Lori McWilliams and Assistant to the Clerk, Mary Ann
Grieser. '
APPROVAL OF AGENDA -
MOTION: Vice-Chair Marcia Nielson moved approval of the agenda; seconded by
Committee-Member Kathy Green; motion carried unanimously 3-0.
1. Approval of August 24, 2016 Minutes
MOTION: Vice-Chair Marcia Nielson moved approval of minutes; seconded by
Committee-Member Kathy Green; motion carried unanimously 3-0.
2. Review of Sunshine Law
Clerk McWilliams revealed that Village Attorney Keith Davis had advised against the
committee members meeting informally to discuss Historic Preservation Committee
business. Attorney Davis further advised that the Historic Preservation Committee only
conduct formal, publicly-noticed meetings, in order to adhere to the Sunshine Laws. Clerk
McWilliams further explained that financial statements would need to be filled out by each
Committee Member.
Vice-Chair Marcia Nielson stated that the Historic Committee meeting requirements were
unacceptable and unrealistic. Committee-Chair Pat Watkins agreed and added that being
governed under the Sunshine Law made communications too difficult and complicated.
She opined that the members found the set up too restri�tive as well as counter-
productive.
Committee-Member Kathy Greene proposed the group be broken into sub-committees in
order to get work accomplished. She cautioned that there would be little ability to form the
sub-committees under the current requirements, as it hindered communication.
Clerk McWilliams acknowledged the fact that the .committee was first established to
archive historically significant memorabilia. She revealed that the committee initially
started meeting to gather historic donations and to socialize. Clerk McWilliams had then
tasked former employee, Betty Laur, with creating an archival catalog system in order to
help the committee become organized. She felt that as of today, there was still a great deal
of work to be done in gathering information and memorabilia from the residents that had
lived in the area for many decades. Additionally, Clerk McWilliams believed World War II
veterans were a precious resource and were declining in numbers quickly.

Clerk McWilliams proposed to the Committee that she would contact Village Attorney
Davis to discuss options that may allow the group to meet in a less restrictive manner.
The group joined Clerk McWilliams on a tour of the new archive room located within
Village Hall.
ANY OTHER MATTERS: There were none.
ADJOURNMENT: Clerk McWilliams announced the meeting was adjourned at 3:01 p.m.
