III. BACKGROUND
The subject development of 16 condominium units is located on a 1.54 acre parcel west of Casa
Del Sol, in the R-2 district. The address of the proposed site plan modification is 3770 County
Line Road,Tequesta, FL 33469.
On lune 11, 2015,Village Council approved the Site Plan for the Bella Villaggio development(see
attached order SPR 01-15). The below graphic illustrates the history of the site plan approval
process for subject property.

IV. STAFF ANALYSIS
The applicant is requesting to amend the previously approved site plan by removing the
proposed perimeter wall along the east and a portion of the south property lines. This
application also includes landscape modifications to enhance the buffer toward the
neighboring property (Casa Del Sol).
The current site plan includes a perimeter wall previously approved by the Village Council.
Since the adjacent development "Casa Del Sol" has an existing perimeter wall,the applicant
intends to remove the proposed perimeter wall.The intent is to avoid having a"double wall"
that will impose maintenance and safety issues.

The Village has recommended additional landscape to act as a buffer toward the
neighboring wall fence property. With regard to landscaping,Steve Parker,Village Landscape
Architect, reviewed the subject landscape improvements. See attached landscape review
comments.
The applicant provided the proposed site plan modification and project narrative in the attached
application.
V. FINAL REMARKS
This development application met the requirements set on Section 78-334 notice of hearing. The
notice of hearing was advertised on October 9, 2016. The subject application will be heard by the
Planning&Zoning Board for review and approval.

i have reviewed the revised landscape plan for Bella Villagio, County Line Road, as prepared by Gentile,
Glas, Holloway, O'Mahoney and Associates dated September 9, 2016. Although a 6' ht. wall has been
removed from the east property line and a portion of the south property line, the proposed plantings
have not changed substantially. As per the previous plan, a 3' ht. Cocoplum hedge and 12' ht. Silver
Buttonwood trees make up the majority of the property line buffer. I recommend adding medium sized
accent plants, such as Wax Myrtle, Small Leaf Clusia or Tree Ligustrum to thicken up and enhance the
plantings. Otherwise, I find the revised plan to be acceptable as submitted.

Request:
Gentile Glas Holloway O'Mahoney & Associates, Inc., as agent for Universal Real Estate
Bella Villaggio, LLC "Owner" is requesting approval of a Minor Site Plan Application for the
approved 16 unit development.
Propertv Description:
The subject site is approximately 1.52 acres of land located at 3770 County Line Road within
the Village of Tequesta.
History:
The subject property was recently approved for an Annexation and Future Land Use
Amendment in the Village of Tequesta. The petitions were approved at the November 13,
2014 and December 11, 2014 Village Council Hearing. The Rezoning application was heard
at the December 11, 2014 Village Council Hearing. Finally, site plan approval was granted
on June 11, 2015 to construct the sixteen (16) unit condominium development comprised of
three buildings.
Request:
The Owner is proposing to revise the approved site plan by removing a proposed 6' CBS wall
from a portion of the southern property line in addition to the eastern property line, and
utilizing the existing 5.5'+/- high cbs wall that currently adjoins the subject property and Casa
del Sol. Additionally, the Owner is proposing minor landscape modifications directly resulting
from the proposed wall removal, which includes the removal of a row of shrubs from the
exterior of the proposed wall and shifting of plant materials, as necessary, within the interior
abutting the existing perimeter walls.
Land Use/Zoninq_ Compatibilitv:
The subject parcel has been annexed into the Village of Tequesta. As part of the annexation
the land use of Palm Beach County has been changed to Medium Density Residential; the
Zoning has also been changed to Village of Tequesta R-2 Multiple Family Dwelling District.

Traffic:
The proposed changes are minor in nature and are internal to the site. The proposed
changes will not increase traffic, as this development is already in conformance with Palm
Beach County Traffic Performance standards.
Landscapinq:
As previously stated, with this request, the Owner is requesting minor changes to the
proposed landscaping within the affected area. On the currently approved landscape plan,
there is a row of shrubs proposed on either side of the proposed perimeter wall. The Owner
is proposing to eliminate one row of shrubs from the exterior portion of the affected perimeter
wall, and shift plant materials, as necessary, within the interior abutting the existing perimeter
walls. There was also a slight increase in plant materials within the pool area as a result of
removing the proposed perimeter wall. The updated plans meet the requirements as set forth
in the Village of Tequesta zoning code.
Conclusion
The requested changes to remove the existing wall, and revise the landscaping adjacent to
the wall of the neighboring property is not a detriment to safety and overall welfare of the
general public, as the changes were designed with good planning principles. On behalf of
