HISTORIC PRESERVATION SEPTEMBER 20, 2016

CALL TO ORDER AND ROLL CALL
The meeting was called to order at 2:38 p.m. A roll call was taken by Historic Preservation
Committee-Chair Pat Watkins. Present were: Vice-Chair Marcia Nielson, Committee-
Member Kathy Greene, Village Clerk Lori McWilliams and Assistant to the Clerk, Mary Ann
Grieser.
APPROVAL OF AGENDA
MOTION: Vice-Chair Marcia Nielson moved approval of the agenda; seconded by
Committee-Member Kathy Green; motion carried unanimously 3-0.
1. Approval of August 24, 2016 Minutes
MOTION: Vice-Chair Marcia Nielson moved approval of minutes; seconded by
Committee-Member Kathy Green; motion carried unanimously 3-0.
2. Review of Sunshine Law
Clerk McWilliams revealed that Village Attorney Keith Davis had advised against the
committee members meeting informally to discuss Historic Preservation Committee
business. Attorney Davis further advised that the Historic Preservation Committee only
conduct formal, publicly-noticed meetings, in order to adhere to the Sunshine Laws. Clerk
McWilliams further explained that financial statements would need to be filled out by each
Committee Member.
Vice-Chair Marcia Nielson stated that the Historic Committee meeting requirements were
unacceptable and unrealistic. Committee-Chair Pat Watkins agreed and added that being
governed under the Sunshine Law made communications too difficult and complicated.
She opined that the members found the set up too restrictive as well as counter-
productive.
Committee-Member Kathy Greene proposed the group be broken into sub-committees in
order to get work accomplished. She cautioned that there would be little ability to form the
sub-committees under the current requirements, as it hindered communication.
Clerk McWilliams acknowledged the fact that the committee was first established to
archive historically significant memorabilia. She revealed that the committee initially
started meeting to gather historic donations and to socialize. Clerk McWilliams had then
tasked former employee, Betty Laur, with creating an archival catalog system in order to
help the committee become organized. She felt that as of today, there was still a great deal
of work to be done in gathering information and memorabilia from the residents that had
lived in the area for many decades. Additionally, Clerk McWilliams believed World War II
veterans were a precious resource and were declining in numbers quickly.

Clerk McWilliams proposed to the Committee that she would contact Village Attorney
Davis to discuss options that may allow the group to meet in a less restrictive manner.
The group joined Clerk McWilliams on a tour of the new archive room located within
Village Hall.
ANY OTHER MATTERS There were none.
ADJOURNMENT: Clerk McWilliams announced the meeting was adjourned at 3:01 p.m.
