Alley Way and Fiesta Drive Drainage Improvements

Proposal Terms
A. Project Description:
The Village of Tequesta (Village) has identified S. Cypress Drive Alley Way and Fiesta Drive for
drainage improvements to reduce localized ponding that occurs following rain events. The Village
currently has a design for the drainage improvements along S. Cypress Drive Alley Way that was
developed by Arcadis. Bids were received based on the Arcadis design and the price of the lowest bidder
exceeded the Village's budget for the project. The Village has since reallocated funds for the project and
intends to rebid the S. Cypress Drive Alley Way design with the Fiesta Drive design.
As part of this scope of services, the Village requested that Mock-Roos value engineer and redesign the
previous drawings, as well as prepare a design for the Fiesta Drive Drainage Improvements, provide
permitting assistance with SFWMD, provide design coordination with Loxahatchee River District
(LRD), and assist with Bid Phase Services. To cost effectively accomplish the Villages goals,
Mock-Roos will reuse available existing data (including: survey, locates, and geotechnical provided by
the Village /Arcadia) for the redesign of S. Cypress Drive. The design is anticipated to include milling
and resurfacing (grade adjustments), curb, inlets, pipe, and exfiltration trench to reduce the localized
ponding.
The Village intends to bid and construct the improvements at as a single project. The scope of services
of this Work Authorization is based on this single project approach.
Mock-Roos will perform services as outlined in B. Scope of Services below:
B. Scope of Services:
Task 1— Preliminary Design
1. Review existing design date provided by the Village / Arcadis.

2. Perform a site visit to photo document the existing condition of the project. Visit each road with
Village personnel to observe existing conditions and to obtain additional insight from the Village
pertaining to current issues, concerns and limitations.
3. Call in a Sunshine One Call Design Ticket and coordinate with listed utility companies that have
been identified to have infrastructure located in the right -of -ways. Incorporate contact
information for each utility into the construction documents. If necessary, horizontally locate
existing below grade utilities in each road using Electromagnetic (EM) and Ground Penetrating
Radar (GPR) techniques at up to 4 locations, provide the horizontal locations of the utilities
based on offsets from surveyed features and verify the relative depth. Up to 4 hard surface
vacuum excavations are included. Incorporate field data into the construction documents.
4. Prepare a limited topographic survey at Fiesta Drive. Field verify and include minor updates to
the existing survey provided by the Village for S. Cypress Drive Alley Way.
5. Provide the services of a Geotechnical Engineering sub - consultant to perform one (1) Borehole
Permeability Test. Also, obtain up to one (1) roadway pavement core. Sub - consultant will
prepare a data report for permeability (exfiltration trench sizing), and the pavement core to
documenting findings.
Task 2 — Design Phase Services
1. Prepare and submit a 95- percent contract document progress set for the Village's review.
2. Assist the Village obtain a SFWMD Environmental Resource Permit by preparing an application
and submitting the 95- percent drawings to SFWMD for review (Village to pay all fees). It is
anticipated that the 95- percent submittal will also be provided to LRD for coordination (no
permit anticipated, no fee anticipated). Prepare up to one response to SFWMD request for
additional information (RAI) and address comments as necessary. A connection to an existing
drainage system is not anticipated.
3. Prepare and submit 100- percent (final) contract documents to Village staff for use in bidding the
project. Provide Village with two hard copies (100% contract documents) and an electronic copy
of contract documents for Village's use.
4. Provide services related to coordination and quality control of the project and project
deliverables. These services include general coordination with the City, its consultants and
internal reviews of deliverables, schedules and project progress reports as necessary.
Task 3 — Limited Bid Phase Services
1. - Assist the Village in responding to RFI's pertaining to the project.

2. Assist Village review and evaluate the lowest apparent bid submittal for the project.
3. Provide the Village with Letter of Recommendation of Award for the project.
Assumptions
1. Village to pay all permit fees.
C. Additional Services:
1. Any services not included in the Scope of Services will be considered Additional Services.
2. Any design changes, schedule changes, drawing changes, or other project changes requested by
Client will be considered Additional Services.
3. Additional Services can be provided upon Mock-Roos receiving signed authorization from
Client.
4. Additional Services resulting from the following can be provided without Client's authorization:
1) legal and /or regulatory requirements or changes, 2) delays or price increase not in Mock-Roos
control, 3) emergencies or acts of God, 4) threatened or endangered species, 5) hazardous
conditions, 6) or any services required to protect the health, safety, and /or welfare of the public.
D. Fees and Rates:
1. Mock-Roos will complete the Scope of Services for the lump sum fee of $39,685.00.
2. Mock-Roos can provide Additional Services at the Mock-Roos rates in effect at that time, plus any
reimbursable expenses, or for an agreed upon lump sum fee.
E. Conditions:
1. All terms become valid upon Mock-Roos receiving one complete copy of this proposal within 60
days of its date.
2. This proposal serves as a supplement to the general agreement between Mock-Roos and Client
dated May 12, 2016.
3. In case of discrepancies, the terms of this proposal supersede those of previous agreements.
