Elg, Chief of Police Date: March 21, 2017 Subject: Communications Equipment Upgrade Mr. Couzzo, We are in need of upgrading our equipment in dispatch, specifically our desks, chairs, and Network Server clocks. The desks we are currently working with were originally installed during the construction of our Public Safety Building in 2003. After nearly 14 years of intensive 24/7 use our desks have deteriorated and no longer function properly. The chairs are ripping and in some cases the armrests have even fallen off. And our Network Server clocks are not working properly. These clocks are critical for proper time documentation during 911 events. These clocks also allow us to accurately track and time stamp events as well as road patrol radio transmissions in a consistent and uniform fashion. Currently our clocks are not synching and are beyond repair. In anticipation of this request I have reached out to vendors as well as Dan Koenig, the Palm Beach County 911 Planning Coordinator. The grand total for this project is $39,317.34. Dan Koenig has stated the expense of this new equipment is 100% refundable through the Palm Beach County 911 equipment reimbursement program. The Village will need to allocate the funds upfront and once the invoices are paid and the new equipment is installed we can request reimbursement. By placing a time server on the local network, (S)NTP time packets are provided without requiring systems to go to the Internet to get a Stratum 1 time synchronization. The system uses an active GPS antenna to maintain the current time as broadcast by United States GPS satellites. With this device installed on your local network, there is no longer the worry that if the Internet connection goes down, time synchronization is lost across the network.
