MEETING MINUTES
June 15, 2017
CALL TO ORDER AND ROLL CALL
The Village of Tequesta Planning & Zoning Board sitting as the Locai Planning Agency held a
regularly scheduled meeting at the Tequesta Village Hall, 345 Tequesta Drive, Tequesta,
Florida, on Thursday, June 15, 2017. The meeting was called to order at 6:58 p.m. Lance Lilly,
Community Development Planner, who noted the following were present, took a roll call: Board
Chair Janet Strand, Board Member Elizabeth Schauer, Board Member Michael Schmidt, Board
Member Ashley Warren, and Alternate Board Member Leslee Dasher. Vice Chair Steven Eagen
and Alternate Board Member Theresa Maggio were absent.
Also present were Viffage Attorney Amity Barnard, and Director of Community Development
Nilsa Zacarias.
APPROVAL OF AGENDA
MOTION
Board Member Schauer moved to approve the agenda as submitted. Board Member Schmidt
seconded the motion, which carried by unanimous 5-0 vote.
1. APPROVAL OF PREVIOUS MEETING MINUTES: October 20, 2016
MOTION
Board Member Schauer moved to approve the minutes of the October 20, 2016 meeting as
submitted. Board Member Warren seconded the motion, which carried by unanimous 5-0 vote.
2. ORDINANCE NO. 06-17
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA,
FLORIDA, AMENDING ITS CODE OF ORDINANCES AT CHAPTER 14. BUILDINGS
AND BUfLDING REGULATfONS. ARTICLE II. BUILDINGS. BY REPEALING SECTION
14-34. TECHNICAL AMENDMENTS TO THE FLORIDA BUILDING CODE
RESIDENTIAL ADOPTED. IN ORDER TO UTILIZE MORE STRINGENT STANDARDS
CONTAINED IN THE CURRENT VERSION OF THE FLORIDA BUILDING CODE
RESIDENTIAL; PROVIDING THAT EACH AND EVERY OTHER SECTION AND
SUBSECTION OF CHAPTER 14. BUILDINGS AND BUILDING REGULATIONS. SHALL
REMAIN IN FULL FORCE AND EFFECT AS PREVIOUSLY ADOPTED; PROVIDING A
CONFLICTS CLAUSE A SEVERABILITY CLAUSE AND AUTHORITY TO CODIFY;
PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.

Village Attorney Amity Barnard explained that Ordinance No. 06-17 is an update to reflect the
current Florida Building Code.
MOTION
Board Member Schauer made a motion to approve Ordinance No. 06-17; seconded by Board
Member Schmidt. Motion carried by unanimous 5-0 vote.
3. ORDINANCE NO. 7-y7
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, FLORIDA, AMENDING ITS CODE OF ORDINANCES AT
CHAPTER 78. ZONING. ARTICLE XII. FLOOD DAMAGE PREVENTION. BY
AMENDING SECTION 78-779. BASIS FOR ESTABLISHING FLOOD HAZARD
AREAS. TO UPDATE THE DATE OF THE FLOOD INSURANCE STUDY AND
FLOOD INSURANCE RATE MAPS; FURTHER AMENDING THIS ARTICLE
THROUGHOUT FOR CONSISTENCY WITH THE MOST CURRENT FEMA-
APPROVED FLOODPLAIN MANAGEMENT POLICIES FOR FLORIDA;
PROVIDWG THAT EACH AND EVERY OTHER SECTION AND SUBSECTION
OF CHAPTER 78. ZONING. SHALL REMAIN IN FULL FORCE AND EFFECT
AS PREVIOUSLY ADOPTED; PROVIDING A CONFLICTS CLAUSE, A
SEVERABILITY CLAUSE AND AUTHORITY TO CODIFY; PROVIDING AN
EFFECTIVE DATE; AND FOR OTHER PURPOSES.
Village Attorney Amity Barnard explained that FEMA (Federal Emergency Management
Agency) updated their maps and Ordinance 07-17 is an ordinance to adopt the new maps and
bring the Village Code up to date. Board Member Schauer mentioned she was confused as to
why the flood elevation was decreasing from the old FEMA to the new. Community
Development Director Zacarias noted that the current FEMA map being used was from 1982
and that this is just updating the outdated maps.
MOTION
Board Member Schauer made a motion to approve Ordinance No. 07-17; seconded by Board
Member Dasher. Motion carried by unanimous 5-0 vote.

ADJOURNMENT
There being no further business to come before the Board, upon motion by Board Member
Schauer seconded by Board Member Warren and carried by unanimous 5-0 vote, the meeting
was adjourned at 7:09 p.m.
