Re: Discussion Rega��ing Zoning for Communications Facility Poles and Antennas
The following describes in detail the above referenced agenda item:
I have been asked by the Information Technology Manager and Village Manager to
place this item on your agenda for discussion and to get direction regarding the above
referenced topic. The Village has been approached by Verizon Wireless to install two
poles/antennas for wireless communications tacilities on property zoned "R/OS" that
is under the control of the Village, which is surrounded by R-1A zoned residences.
Neither R/OS nor R-1A zoning allows this use. In order to provide for this use, ancl
thereby p�ve the way for the installation and operation of these wireless communica-
tions facilities, the Village would need to amend its Comprehensive Plan and also
amend its land development regulations to allow wireless communications facilities
under whatever circumstances and conditions the Village Council wanted.
Issues to consider include having wireless communications facilities a��jacent to residen-
tial properties and if so, how to protect the aesthetic characteristics of these properties,
whether any such use should be allowed as "permittea" or as "special exception',
whether these uses should be opened up to any R/OS property, or whether to limit the
available locations, and if so, how (e.g., only on sites with other existing utility facilities
such as lift stations), etc.
Input from Community Development and I.T. is encouraged.

Brad,
Thank you for reaching out to me yesterday to discuss the opportunity for a Small Cell wireless solution on
Village owned property. 8/10/17 you provided two (2) locations Bayview Te�ace Drainage Easement
and River Drive access that are both in residential zoned area.
As mentioned, I submitted those location to our RF(network team) and real estate team and they responded that
zoning precluded any Antenna and or related Tower from residential zoned areas.

SEC 78-442 Definitions
Antenna .... that radiates or capture electronic waves....
Tower ..... ground mounted structure..designed.. primary purpose one or more antenna
SEC 78-444 General requirements
(2) Antennas and towers are prohibited within the residentialy zoned areas of the village
Additionally, Verizon will comply with the new state legislation,HB687 Advanced tiVireless Infrastructa�re
Deployment Act and provide the village with an annual revenue of$150 per location.
I have asked the RF team to further appraise these(2) locations and determine if locating Small Cell solutions
there if it would satisfy coverage/capacity needs? Also I have asked them what type of solution would be
needed at those locations? (Height of pole)
From the Village, we are asking you to provide details as to the process Verizon would have to go through to
develop Small cell poles in those two locations. As mentioned above, despite being on village owned land,
i
zoning prohibits antennas and towers. Is the Village going to amended their ordinance? Is the Village going to
grant Verizon a Special exception?
I thank you in advance, for your efforts to determine the zoning process and I ask if you could please acquire
feedback on Verizon's proposed annual fee to the village of$150 per location? Additionally, I want to thank
you for your acknowledgement that enhanced cellular coverage is the main benefit that the village is looking to
achieve.
I look forward to hearing from you. I will provide you with the estimated pole/antenna height requirements
once I receive them from RF.
