Keith,
After much considei•ation here is what I propose.
1. 40K payment to Village to settle lien
2. Village waives all permit fees for rehab of property
At it's current position this deal is extremely tight for me or any other investor to make work
and be worth the risk.

With the addition of the First Mortgage,that puts the "purchase" cost at roughly 100K.
i These residences seem to be valued currently in the 150-175K range (just from looking at
' anecdotal info from, for example, Zillow.
i If that is accurate, then even a rehab cost of SOK would likely result in a profit scenario.
i At any rate, this is the direction I was given by my client. Please let me know how you
