The attached Resolution is required by the FDOT to instail a New Camera on the mast arm
at Tequesta Drive and Old Dixie Highway.
The Mast Arm is within the Village of Tequesta Right-of Way. Even though the signal is
operated by the County, approval from the Right Of Way owner is still required.
The Village Council must approve a resolution endorsing The Florida Department of
Transportation (FDOT) to administering and constructing the project in the Village Right of
Way.
The FDOT will replace inductive loops with Video Camera Detection. The Village of
Tequesta will not incur any costs for this project.

A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, FLORIDA, AUTHORIZING THE FLORIDA DEPARTMENT
OF TRANSPORTATION TO PROCEED WITH THE ADMINISTRATION
AND INSTALLATION OF TRAFFIC VIDEO IMAGE DETECTION
CAMERAS, WHICH WILL BE OPERATED AND MAINTAINED BY
PALM BEACH COUNTY, ON THE TRAFFIC CONTROL DEVICE ARM
LOCATED AT THE INTERSECTION OF TEQUESTA DRIVE AND OLD
DIXIE HIGHWAY WITHIN THE JURISDICTIONAL BOUNDARY OF
THE VILLAGE OF TEQUESTA; AS APPROVED AND PROVIDED FOR
IN THE PALM BEACH COUNTY METROPOLITAN PLANNING
ORGANIZATION'S "TRAFFIC VIDEO IMAGE DETECTION CAMERA
SYSTEM PROJECT"; PROVIDING AN EFFECTIVE DATE, AND FOR
OTHER PURPOSES.
WHEREAS, the "Traffic Video Image Detection Camera System Project" (Project) is a
county-wide project with camera locations throughout Palm Beach County which has been
approved and funded by the Palm Beach County Metropolitan Planning Organization (MPO); and
WHEREAS, as part of the Project, the Florida Department of Transportation (FDOT)
desires to administer the installation of traffic video image detection cameras on the traffic control
device arm located at the intersection of Tequesta Drive and Old Dixie Highway; and
WHEREAS, Tequesta Drive is a Village of Tequesta right-of-way; and
WHEREAS, even though the traffic video image detection cameras on the traffic control
device arm located at the intersection of Tequesta Drive and Old Dixie Highway will be operated
and maintained by Palm Beach County, the approval of the Village of Tequesta for FDOT to
proceed is required since Tequesta Drive is a Village of Tequesta right-of-way; and
WHEREAS, approval by the Village Council as set forth herein will impose no financial
burden or impact upon the Village, but will simply serve to allow FDOT to install, and Palm Beach
County to operate and maintain, the aforesaid traffic video image detection cameras on the traffic
control device arm located at the intersection ofTequesta Drive and Old Dixie Highway; and
WHEREAS, the Village Council believes that such approval will serve the public health,
safety and welfare, and will be in the best interest of the Village ofTequesta, as well as its residents,
businesses and visitors.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA,FLORIDA THAT:
Section 1. The foregoing recitals are hereby ratified and confirmed as being true and correct
and are hereby made a specific part of this Resolution upon adoption hereof.
Section 2. The Village of Tequesta hereby approves FDOT's request to proceed with the
administration and installation of traffic video image detection cameras proposed for the traffic
control device arm located at the intersection of Tequesta Drive and Old Dixie Highway as
described herein and pursuant to the Project. The approved Project application is attached hereto
as E�chibit "A".
Section 4. The Village Clerk is directed to provide a copy of this Resolution to FDOT and
the MPO.
Section 5. This Resolution shall become effective immediately upon adoption.

Install vehicle video detection camera systems at 100 mast-arm signalized intersections
throughout Palm Beach County The proposed camera system will replace the existing in-
pavement loop detection system that is vulnerable to frequent damage and need for expensive
and disruptive repair

The county has an annual signal contract that includes a price to provide and install the
proposed camera system The proposed project provides for the retrofitting of 100
intersections with a full 4-approach camera system at the current contract price The
total cost estimate is $2 783 311.00

The existing inductive loop vehicle detection system is vulnerable to frequent damage
due to variety of reasons County crews and 1 or contractors are unable to keep up with
the ever growing list of loops in need of repair. Because signal phases with bad loops
are put on constant recall regardless of actual demand running the signal system
eff�ciently becomes almost impossible Video detection systems don t have the same
vulnerability because they are installed overhead and are accessed and controlled
remotely They are also much easier to maintain

Palm Beach County owns the signals upon which the new system will be installed. The

maintenance of the existing signal system

Government_
(Agency name) and that said entity will. (1) provide any required funding match (2) enter into a
maintenance agreement with the Florida Department of Transportation. (3) comply with the
Federal Un�form Relocation Assistance and Acquisition Policies Act for any Right of Way
actions required for the project (4) comply with NEPA process prior to construction this may
involve coordination with the State Historic and Preservation Office (SHPO) prior to construction
(not at time of application) and (5) support other actions necessary to fully implement the
proposed project. I further certify that the estimated costs are reasonabie I understand that
significant increases in these costs and/or failure to follow through on the project once
programmed in Palm Beach Metropolitan Planning Organization's Transportation Improvement
Program (TIP) could cause the project to be removed from the TIP
