September 21, 2017
CALL TO ORDER AND ROLL CALL
The Village of Tequesta Planning & Zoning Board sitting as the Local Planning Agency held a
regularly scheduled meeting at the Tequesta Village Hall, 345 Tequesta Drive, Tequesta,
Florida, on Thursday, September 21, 2017. The meeting was called to order at 6:20 p.m.
Lance Lilly, Community Development Planner, who noted the following were present, took a roll
call: Board Chair Janet Strand, Vice Chair Steven Eagen, Board Member Elizabeth Schauer,
Board Member Michael Schmidt, Alternate Board Member Leslee Dasher, and Alternate Board
Member Theresa Maggio. Board Member Warren was absent.
Also present were Village Attorney Amity Barnard, and Director of Comm�nity Development
Nilsa Zacarias.
APPROVAL OF AGENDA
MOTION
Board Member Schauer moved to approve the agenda as submitted. Vice Chair Eagen
seconded the motion, which carried by unanimous 5-0 vote.
1. APPROVAL OF PREVIOUS MEETING MINUTES: August 17, 2017
MOTION
Vice Chair Eagen moved to approve the minutes of the August 17, 2017 meeting as submiited.
Board Member Schauer seconded the motion, which carried by unanimous 5-0 vote.
2. Workshop regarding the Evaluation and Appraisal Review (EAR) based
Comprehensive Plan Update pursuant to Florida Statutes.
Community Development Director Zacarias presents a PowerPoint of the Comprehensive Plan
and what it entails. Ms. Zacarias goes into detail explaining that the Comprehensive Plan is the
foundation of the Village and that the land development regulations and site plans need to be
consistent with the Comprehensive Plan. She continues that the Florida Growth Management
Act of 1985 established the requirement of Comprehensive Plans for every local government.
The Comprehensive P1an includes the following elements:
Future Land Use, Transportation, Housing, Coastal Management, Conservation, & Recreation
and Open Space, Intergovernmental Coordination, Capital Improvement, Public School
(optional element).

Prior to 2011, every local government had ta update their Comprehensive Plan based on their
Evaluation and Appraisal Report (EAR). After 2011, the state gave the local governments the
optior� whether#hey n�ed to upd�te their Comprehensive Plan.
Ms. Zacarias mentions the next warkshop will include a draft ofi the proposed Comprehensive
Pian amendments sa the board can provide any feedback or comments.

Board Member Schauer asks about an ardinance regarding generators for assisted living
facilities.

There being no further business to come before fhe Board, uport mofion by Board Member
Schauer seconded by Board Member Dasher and carried by unanimous 5-0 vote, the meeting
was adjourned at 6:50 p.m.

PLANNING AND ZONING BOARD MEETING
The Planning and Zoning Board of the Village of Tequesta will conduct a Public Hearing in the Village Hall located
at the Village Council Chambers located at 345 Tequesta Drive,Tequesta, Florida on November 16, 2017 at 5:30
p.m., or as soon thereafter as possible and continuing from time to time and place to place as necessary to act
upon the following development application(s):
SPM 12-17: Application from Tequesta Towers Condominium Association for a site plan
modification to install a 150 KW LP operated emergency generator with level 2 acoustic
aluminum enclosure on an existing parking stall in the front yard of the premises. The
application includes installing a new parking stall on the northeast corner and landscape
screening the proposed generator. The color of the generator enclosure will match the existing
building wall color.The address of the property is 400 Beach Road,Tequesta, Florida 33469.
Immediately following the Planning and Zoning Board Public Hearing, the Planning and Zoning Board, sitting as
the Local Planning Agency of the Village of Tequesta, will conduct a Public Hearing in the Village Council
Chambers located at 345 Tequesta Drive, Tequesta, Florida 33469, continuing from time to time and place to
place as necessary to act upon a Workshop regarding the Evaluation and Appraisal Review (EAR) based
Comprehensive P/an Update pursuant to Florida Statutes;and the foliowing:

Related documents are available for inspection and copying in the office of the Village Clerk at the Village Hall,
Monday through Friday during normal business hours of 8:30 a.m. to 5:00 p.m. The Public Hearings may be
continued from time to time, as necessary. All interested persons are encouraged to come to the Public
Hearings and be heard. If a person decides to appeal any decision made by the Planning and Zoning Board with
respect to any matter considered at such meetings or hearings, he or she will need to ensure that a verbatim
record of the proceedings is made, which record should include the testimony and evidence from which the
appeal is to be based. The Village of Tequesta does not provide such a record.
