Call to Order and Roll Call
The meeting was called to order at 6:00 P.M. A roll call was taken by Village Clerk
McWilliams. Present were: Mayor Abby Brennan, Vice Mayor Vince Arena, Council
Member Steve Okun, Council Member Tom Paterno and Council Member Frank
D'Ambra.
APPROVALOFAGENDA
MOTION: Council Member Okun moved approval of the agenda; seconded by Vice-
MayorArena; motion carried unanimously 5-0.
1. Review Sufficiency Study and Five Year Capital Improvement Plan
Village Manager Couzzo provided an overview on the presentation. Mr. Sam Heady,
Deputy Director of Utilities, explained the water system was built in 1954 as Jupiter
Water Company and purchased by the Village in 1977 for $1.7 million. He provided a
historical overview of the plant history, reviewed the condition assessment report, and
discussed his recommendation on the five year needs and costs. He noted some parts
from Westinghouse were not made anymore and were no longer available and would
need to obtain from Ebay.
Mr. Heady responded to questions from Council. Mr. Couzzo advised the utility was in
good shape overall and was looking to make these improvements without incurring any
additional debt — financially in a strong position and strongly felt this is what Council
should do and discussed the importance of backups.
Mr. Rob Ori reviewed the rate analysis history. He reviewed the report page by page
outlining the financial forecast, customer statistics, revenue projections, revenue
requirements, capital improvement funding, other financial funding and adequacy of
system rates. He recommended a renewal and replacement fund separate from other
funds, rate adjustments, and suggested adopting the first three years as outlined on
page 21, with a review of the plan every three years.
Council Member D'Ambra inquired on running different increase percentages and Mr.
Ori did not recommend this approach. Council Member Paterno recommended 12% in
year one, 7% in year two and then make palatable drops in the utility tax with residents
increasing 4% and everyone else increasing 12%. Council Member D'Ambra stated it
did not make sense the Village taxes a utility that the residents own. He suggested
dropping the tax 10% each year and phasing in over a nine-year period. Mr. Ori
responded to both council member suggestions. Detailed discussion took place on the

water surplus tax and eliminating the water tax in a staged manner, softens message to
residents, and discussed a five-year plan with a three year rate structure.
ADJOURNMENT: Council Member D'Ambra moved to adjourn the meeting; seconded
by Vice Mayor Arena. The motion to adjourn carried unanimously 4-0; therefore, the
meeting was adjourned at 8:20 p.m.
