The Human Resources department is requestulg approval to amend the Vacation Leave policy as
outlined below:

This request is being made for a number of reasons:
l. It is a currently a recruitment issue, with all senior persons entering the Village,
consistently making the request.
2. Departrnent heads (senior managers) are never completely aff the job even while on
vacation.
3. Related to 2 and 3 above, there is a need to distinguish between the department heads and
the other Village employees who are able to take a complete break from the Village
during their leave.
4. There is precedence in the Village where in recognition of the fact that senior managers
are never really off the clock, outgoing Police Chief Chris Elg's agreement allowed for 3
weeks' leave starting in year 1 and current Village Manager Mike Cnuzzo received 4
weeks vacation annually from year l.
The Council's consideration is being requested in this matter.

IV. APPROVAL PROCESS:
1. Department Heads are responsible for managing
the vacation schedules in their departments and
for administering the provisions of this policy.
Where an employee formally requests vacation
and a manager does not approve it,the employee
shall not be subject to the forfeiture clause in
Section II above. The manager shall then advise
the Human Resources department in writing, of
the reasons for the refusal, which must show the
department's exigencies which required such
action.
2. The Village Manager shall approve all vacation
schedules for Department Heads.
3. Vacatioo approvals by Department EIeads and by
the Village Manager shall be made only when
the efficiency of Village operations will not be
adversely affected.
4. Unless approved by the Village Manager:
a. A Department Head and next ranking
employee cannot take vacation at the same
time,and
b. No more than three (3) Department Heads
shall take vacation at the same time.
